HomeMy WebLinkAboutRenton Secondary Review Scope of Work RequestGood Afternoon Jeff, I was hoping to get a scope of work from you for secondary review of a wetland report prepared for the Seattle Sounders facility proposed here in Renton. At this point in time, the applicant is requesting that we confirm the classification and delineation of the existing wetlands as referenced in the report. They are proposing some impacts to the buffer of Wetland A that the realize would require mitigation, however they would like to submit a preliminary mitigation plan after we reach an agreement on the classification and delineation of the existing wetlands. We are hoping that your scope could include the review of the current report as well as anticipate the future review of a proposed mitigation plan. We have had some discussions with the applicant regarding their proposal that I would like to provide background on as I think it would help provide context for your review. The first is that we would likely support their conclusion that the soccer field and walking path uses would qualify as low impact uses and be subject to the low impact land uses buffer requirements. This is consistent with how we have applied our buffers to wetlands that abut City parks and play fields. We also have had discussions regarding buffer reductions beyond the 25% reduction permitted by our code. We have indicated we would be willing to consider these reductions as a “paper fill” proposal and allow the applicant to mitigate these impacts as permitted under Alterations to Critical Areas (RMC 4-3-050J) via the creation of additional wetland areas per the ratios permitted in this subsection or through the purchase of credits from the City’s wetland mitigation bank.
