Dear Ryan & Ashley Asdourian:
On January 4, 2022, the Department of Ecology (Ecology) received notice that the City of
Renton (City) approved the addition of a third story and attached garage to an existing two-
story residence, increasing the building footprint by 352-square feet. The City’s authorization
includes three Administrative Variances and two shoreline variance requests, to increase the
building height within the shoreline setback and exceed the 25 percent building lot coverage
requirement within 100-feet of the Ordinary High Water Mark.
In a letter dated January 20th, 2022, Ecology notified the applicant of an incomplete permit
filing, requested additional information necessary to complete review of the shoreline variance
requests. Additional information was provided by the applicant to Ecology in three phases, with
information received on February 9, 2022, May 15, 2022 and the final materials received on
May 31, 2022.
The project is located at 3901 Lake Washington Blvd N orth within the Shoreline Residential
environment designation, adjacent to Lake Washington.
By law, Ecology must review a shoreline variance for compliance with:
The Shoreline Management Act (Chapter 90.58 RCW),
The Variance approval criteria (WAC 173-27-170), and
The Renton Shoreline Master Program.
After reviewing Variances for compliance, Ecology must decide whether to approve, approve
with conditions, or disapprove.

Our Decision on Your Variance:
We approve your Variance provided your project complies with the conditions required by the
undefined and the following Ecology conditions:
1. Replacement of 250 square feet of solid decking with Fibergrate (or equivalent) grated
material on the existing dock located parallel to the existing residence and as described
in the Shoreline Mitigation Plan (Wetland Resources, Inc., May 31, 2022). An as-built
drawing demonstrating compliance with this condition shall be sent to Ecology via email
to smp@ecy.wa.gov [subject line: “As-built for 2022-NW-5864”].
What Happens Next?
Before you begin activities authorized by this permit, the law requires you wait at least 21 days
from the date of this letter. This appeal period allows anyone (including you) who disagrees
with any aspect of this permit to appeal the decision to the state Shorelines Hearings Board
(SHB). You must wait for the conclusion of an appeal before you can begin the activities
authorized by this permit.
The SHB will notify you if they receive an appeal. We recommend that you contact the SHB
before you begin permit activities to ensure they have not received an appeal. You may reach

If you want to appeal this decision, you can find appeal instructions at the SHB website above
or on the website of the Washington State Legislature at: http://apps.leg.wa.gov/wac (Chap ter
461-08 WAC).
Please note, other federal, state, and local permits may be required in addition to this shoreline
permit.
