CityofRentonDepartmentofCommunity&EconomicDevelopmentEnvironmentalReviewCommitteeReportTIMD.ANNEXATIONPREZONELUA-17-000205,A,ECF,PReportofMay1,2017Page2of3PARTONE:PROJECTDESCRIPTIONIBACKGROUNDTheapplicantsfortheproposedTimD.AnnexationhaverequestedthattheCityprezonethesubjectsiteinadvanceofannexation,pursuanttoRCW35A.14.330,sozoningwillbeinplaceatthetimethesubjectsitecomesintotheCity.ThesiteislocatedatthenorthernportionoftheCity.ItisborderedtothesouthbyparcellineslocatednearMonroeCt.NE,byparcellinesinproximitytoNE26thCt,parcellinestotheeastinproximityto124thAveSE,andtothewestbyparcellinesinproximityto122ndAveSE.AnnexationisconsideredexemptfromSEPA.However,theprezoningofthesubjectareadoesrequireSEPAreview.TheCityisproposingtoprezonetheareawithResidentialFourDwellingUnitsperNetAcre(R-4).ThezoningcorrespondswiththedesignationinRenton’sComprehensivePlan,ResidentialLowDensity(RLD)designation.Theproposedprezoneisconsideredanon-projectactionunderSEPA.Currently,onesinglefamilyhouseexistsinthisarea.Atfullbuildoutitisestimatedtherewillbe7additionalhomes.Sincethisprezoneisanon-projectproposal,developmentofadditionalhousingunitswillbesubjecttoadditionalprojectspecificreviewatthetimeofdevelopment.TheexistingKingCountyComprehensivePlandesignationoftheareaisUrbanResidentialMedium4-12dwellingunitspergrossacre,withR-1zoning.TherearethreezonesthatimplementRenton’sResidentialLowDensitydesignation:ResourceConservation(1dwellingunitpernet10acres),R-1(1dwellingunitpernetacre),andR-4(4dwellingunitspernetacre).TheRentonproposedR-4zoningisconsistentwiththeComprehensivePlandesignation.TheCity’sComprehensivePlanpolicies(LU15)callforlandwithintheRLDdesignationtobezonedR-4wheretherearenotsignificantenvironmentalconstraintsandthatissuitableforlargerlothousingcompatiblewiththescaleandintensityofthesurroundingarea.Thesurroundingareaisbuiltoutwithlotsthatrangeissize,butwhichareapproximately9,000squarefeetinsize.TheminimumlotsizeintheR-4zoneis9,000squarefeet.Therefore,R-4iscompatiblewiththescaleandintensityofthesurroundingarea.PARTTWO:ENVIRONMENTALREVIEWIncompliancewithRCW43.21C.240,thefollowingenvironmental(SEPA)reviewaddressesonlythoseprojectimpactsthatarenotadequatelyaddressedunderexistingdevelopmentstandardsandenvironmentalregulations.A.EnvironmentalThresholdRecommendationBasedonanalysisofprobableimpactsfromtheproposal,staffrecommendsthattheResponsibleOfficials:IssueaDNSwitha14-dayAppealPeriod.B.MitigationMeasures1.Noneforthisnon-projectaction.C.ExhibitsExhibit1Noexhibitsforthisnon-projectaction.ERCReport-TimDLUAI7-000205.MathiasAnnexation
