HomeMy WebLinkAboutNOA_ERC_Determination_20170508_v1rrCyof1P’!]‘1:OFENVIRONMENTALDETERMINATIONISSUANCEOFADETERMINATIONOFNONSIGNIFICANCE(DNS)POSTEDTONOTIFYINTERESTEDPERSONSOFANENVIRONMENTALACTIONPROJECTNAME:TIMDANNEXATIONPRE-ZONINGPROJECTNUMBER:LUA17-000205,A,ECF,PLOCATION:TheareaisgenerallylocatedatthenorthernportionoftheCitylimitsintheHighlandsCommunityPlanningArea.ItisborderedtothesouthparcellineslocatednearMonroeCtNE,byparcellinesinproximitytoNE26thCt,parcellinestotheeastinproximityto124thAveSE,andtothewestbyparcellinesinproximityto122ndAveSE.DESCRIPTION:TheapplicantsfortheproposedTimD.AnnexationhaverequestedthattheCityprezonethesubjectsiteinadvanceofannexation,pursuanttoRCW35A.14.330,sozoningwillbeinplaceatthetimethesubjectsitecomesintotheCity.ThesiteislocatedatthenorthernportionoftheCity.ItisborderedtothesouthbyparcellineslocatednearMonroeCt.NE,byparcellinesinproximitytoNE26thCt,parcellinestotheeastinproximityto124thAveSE,andtothewestbyparcellinesinproximityto122ndAveSE.AnnexationisconsideredexemptfromSEPA.However,theprezoningofthesubjectareadoesrequireSEPAreview.TheCityisproposingtoprezonetheareawithResidentialFourDwellingUnitsperNetAcre(R-4).ThezoningcorrespondswiththedesignationinRenton’sComprehensivePlan,ResidentialLowDensity(RLD)designation.Theproposedprezoneisconsideredanon-projectactionunderSEPA.Currently,onesinglefamilyhouseexistsinthisarea.Atfullbuildoutitisestimatedtherewillbe7additionalhomes.Sincethisprezoneisanon-projectproposal,developmentofadditionalhousingunitswillbesubjecttoadditionalprojectspecificreviewatthetimeofdevelopment.TheexistingKingCountyComprehensivePlandesignationoftheareaisUrbanResidentialMedium4-12dwellingunitspergrossacre,withR-1zoning.TherearethreezonesthatimplementRenton’sResidentialLowDensitydesignation:ResourceConservation(1dwellingunitpernet10acres),R-1(1dwellingunitpernetacre),andR-4(4dwellingunitspernetacre).TheRentonproposedR-4zoningisconsistentwiththeComprehensivePlandesignation.TheCity’sComprehensivePlanpolicies(LU15)callforlandwithintheRLDdesignationtobezonedR-4wheretherearenotsignificantenvironmentalconstraintsandthatissuitableforlargerlothousingcompatiblewiththescaleandintensityofthesurroundingarea.Thesurroundingareaisbuiltoutwithlotsthatrangeissize,butwhichareapproximately9,000squarefeetinsize.TheminimumlotsizeintheR-4zoneis9,000squarefeet.Therefore,R-4iscompatiblewiththescaleandintensityofthesurroundingarea.THECITYOFRENTONENVIRONMENTALREVIEWCOMMITTEE(ERC)HASDETERMINEDTHATTHEPROPOSEDACTIONDOESNOTHAVEASIGNIFICANTADVERSEIMPACTONTHEENVIRONMENT.Appealsoftheenvironmentaldeterminationmustbefiledinwritingonorbefore5:00p.m.onMay19,2017,togetherwiththerequiredfeewith:HearingExaminer,CityofRenton,1055SouthGradyWay,Renton,WA98057.AppealstotheExamineraregovernedbyCityofRMC4-8-110andinformationregardingtheappealprocessmaybeobtainedfromtheRentonCityClerk’sOffice,(425)430-6510.IFTHEENVIRONMENTALDETERMINATIONISAPPEALED,APUBLICHEARINGWILLBESETANDALLPARTIESWILLBENOTIFIED.usFORFURTHERINFORMATION,PLEASECONTACTTHECITYOFRENTON,DEPARTMENTOFCOMMUNITY&ECONOMICDEVELOPMENTAT(425)430-7200.DONOTREMOVETHISNOTICEWITHOUTPROPERAUTHORIZATIONnitACCikldIIirrruCflnfiit,rRu•RlflAlIIrRIAIIIRII.III
