Pursuant to Renton Municipal Code Section 4-9-240, to install four (4) banner- style signs at 737 Logan Ave N. Per RMC 4-4-100.J.6, general event signage may be installed for up to 30 days up to four (4) times a year, with a minimum separation of 15 days between event periods. The applicant proposes to have the signs installed for a period of one (1) year and therefore requests a TUP. Each banner- style sign would be approximately twelve feet (12’) by seven feet (7’) in size and would be attached to applicant- owned metal perimeter fencing via outdoor zip ties and reinforced metal grommets on the signs. According to the applicant, the purpose of the proposed banner signage is to advertise open job positions at the manufacturing plant during a year-long hiring event occurring as part of a scheduled ramp up in aircraft production. Per RMC 4-4-100.J.6, general event signage may be installed for up to 30 days up to four (4) times a year, with a minimum separation of 15 days between event periods. The proposed signs would be installed at four (4) different locations on the Boeing site as shown on the site plan (attached) and are intended to be viewed from the public right-of-way. The sites of all four (4) signs are located within a High Seismic Hazard area. One (1) sign located near the intersection of N 6th St and Logan Ave N is would be located within the Wellhead Protection Area Zone 1. No other critical areas are located on the site and no ground disturbance activity is proposed. The applicant submitted an Abatement Agreement, dated June 6, 2022, with the application (attached). The site occupied by the temporary use shall be restored to the original condition when the use ceases to exist, or upon expiration of the TUP on June 30, 2023, whichever comes first. The approval body may modify his decision if material evidence not readily discoverable prior to the original decision is found or if he finds there was misrepresentation or fact. After review of the Reconsideration request, if the approval body finds sufficient evidence to amend the original decision, there will be no further extension of the appeal period. Any person wishing to take further action must file a formal appeal within the 14-day appeal time frame. APPEALS: Appeals of permit issuance must be filed in writing on or before 5:00 p.m. on July 14, 2022. Due to the ongoing state of emergency enacted by Governor’s Proclamation 20-05, the City Clerk’s Office is working remotely. For that reason, appeals must be submitted electronically to the City Clerk at cityclerk@rentonwa.gov or delivered to City Hall 1st floor Lobby Hub only on Tuesdays and/or Wednesdays. The appeal fee, normally due at the time an appeal is submitted, will be collected at a future date if your appeal is submitted electronically. Appeals to the Hearing Examiner are governed by RMC 4-8-110 and additional information regarding the appeal process may be obtained from the City Clerk’s Office, cityclerk@rentonwa.gov. EXPIRATION: A Temporary Use Permit is valid for up to one (1) year from the effective date of the permit, unless the Community & Economic Development Administrator or designee establishes a shorter time frame or an applicant can request that a permit be valid beyond the 1-year expiration, for up to five (5) years at the time of application or prior to permit expiration. EXTENSIONS: Extension requests do not require additional fees and shall be requested in writing prior to permit expiration to the Department of Community & Economic Development Administrator.
