a new legal lot cannot be created without providing
sewer service to it. RMC 4-6-010 requires a full
sewer extension along all property frontages.
In this case, only outlot 1 is not served by sewer.
applicant shall proposed a sewer connection for
outlot 1 as part of the civil construction permit. this
sewer connection shall be in a private utility
easement, granted to outlot 1
