Interim Maintenance Facility Improvements at Farwest, LUA22-000185, ECF, SA-H, CUP-H
Dear Kinyan:
This letter is written on behalf of the Environmental Review Committee (ERC) to advise you that they have
completed their review of the subject project and have issued a threshold Determination of Non-Significance.
Please refer to the enclosed ERC Report and Decision for more details.
Appeals of the environmental determination must be filed in writing on or before 5:00 p.m. on July 25, 2022.
Due to the ongoing state of emergency enacted by Governor’s Proclamation 20 -28.14 (and as amended), the City
Clerk’s Office is working remotely. For that reason, appeals must be sub mitted electronically to the City Clerk at
cityclerk@rentonwa.gov or delivered to City Hall 1st floor Lobby Hub Monday through Friday. The appeal fee,
normally due at the time an appeal is submitted, will be collected at a future date if your appeal is submitted
electronically. Appeals to the Hearing Examiner are governed by RMC 4 -8-110 and additional information
regarding the appeal process may be obtained from the City Clerk’s Office, cityclerk@rentonwa.gov. If the
Environmental Determination is appealed, a public hearing date will be set and all parties notified. If you have any
questions or desire clarification of the above, please call me at (425) 430 -7289.
In addition, this matter is tentatively scheduled for a Virtual Public Hearing on July 26, 2022 at 12:00 PM, by means
of the Zoom video conferencing web application which includes a phone-in option. The applicant or
representative(s) of the applicant are required to attend the public hearing. A copy of the staff recommendation
will be mailed to you prior to the hearing.

PROJECT NAME: Interim Maintenance Facility Improvements at Farwest
PROJECT DESCRIPTION: The applicant, King County Solid Waste Division (KCSWD), has leased the existing
Farwest Steel Fabrication Facility as a temporary vehicle maintenance facility
(“Farwest Facility”). The existing 93,938 square foot primary building is a
sprinkled metal structure with an F1 industrial occupancy rating. KCSWD is
proposing to repurpose the Farwest Facility as a vehicle maintenance, a combined
parts stores and general light storage, and office facility . The applicant is
proposing a change in use at this facility in order to t emporarily relocate its
vehicle maintenance operation from their Cedar Hills Regional Landfill Facility to
the Farwest facility for approximately five (5) years. The change of use process
would change the occupancy category to S1 vehicle maintenance and storage.
The 5.63-acre site contains two (2) office modulars and the applicant is proposing
to bring in two (2) additional office modulars to the Farwest Facility for additional
office space. The primary function would be to service the KCSWD road vehicle
fleet of approximately 75 transport rigs and a smaller number of King County
personnel and utility vehicles. No changes are proposed to the existing Farwest
Facility parking layout.
The applicant is proposing minimal tenant improvements to the existing facility
and site to meet life-safety and other code required improvements. Minor facility
adaptation to KCSWD’s requirements would be managed through the installation
of KCSWD owned or purchased equipment which is intended to be removed and
retained by KCSWD on departure. The project would pursue the use of an Oyster
Shell Barrel Stormwater Treatment System to keep with the King County Energy
Star Program and overall commitment to sustainability.
The existing site is primarily flat, there are no wetlands, steep slopes, o r other
sensitive features. No changes are proposed to the approved and installed
stormwater, detention ponds, or landscaping, nor would any trees be removed
from the site. No off-site improvements are proposed. Existing building layouts
and floor plans would remain unchanged.

The City of Renton Environmental Review Committee has determined that it does not have a probable significant adverse
impact on the environment. An Environmental Impact Statement (EIS) is not required under RCW 43.21C.030(2)(c). This
Determination of Non-Significance is issued under WAC 197 -11-340. Because other agencies of jurisdiction may be
involved, the lead agency will not act on this proposal for fourteen (14) days.
