ADVISORY NOTES TO APPLICANT
The following notes are supplemental information provided in conjunction with the administrative land use
action. Because these notes are provided as information only, they are not subject to the appeal p rocess for
the land use action.
Planning:

1. RMC section 4-4-030.C.2 limits haul hours between 8:30 am to 3:30 pm, Monday through Friday unless
otherwise approved by the Development Services Division.
2. Commercial and other nonresidential construction activities shall be restricted to the hours between
seven o’clock (7:00) a.m. and eight o’clock (8:00) p.m., Monday through Friday. Work on Saturdays shall
be restricted to the hours between nine o’clock (9:00) a.m. and eight o’clock (8:00) p.m. No work shall
be permitted on Sundays.
3. Within thirty (30) days of completion of grading work, the applicant shall hydroseed or plant an
appropriate ground cover over any portion of the site that is graded or cleared of vegetation and where
no further construction work will occur within ninety (90) days. Alternative measures such as mulch,
sodding, or plastic covering as specified in the current King County Surface Water Management Desig n
Manual as adopted by the City of Renton may be proposed between the dates of November 1st and
March 31st of each year. The Development Services Division’s approval of this work is required prior to
final inspection and approval of the permit.
4. A National Permit Discharge Elimination System (NPDES) permit is required when more than one acre is
being cleared.
5. The applicant may not fill, excavate, stack or store any equipment, dispose of any materials, supplies or
fluids, operate any equipment, install impervious surfaces, or compact the earth in any way within the
area defined by the drip line of any tree to be retained.
6. The applicant shall erect and maintain six foot (6') high chain link temporary construction fencing around
the drip lines of all retained trees, or along the perimeter of a stand of retained trees. Placards shall be
placed on fencing every fifty feet (50') indicating the words, “NO TRESPASSING – Protected Trees” or on
each side of the fencing if less than fifty feet (50'). Site access to individually protec ted trees or groups
of trees shall be fenced and signed. Individual trees shall be fenced on four (4) sides. In addition, the
applicant shall provide supervision whenever equipment or trucks are moving near trees.
7. This permit is shall comply with the Bald and Golden Eagle Protection Act. The permitted is responsible
for adhering to the U.S. Fish and Wildlife Service National Bald Eagle Management Guidelines (2007) and
/or your U.S. Fish and Wildlife Service permit.

1. Environmental Impact Comments:
a. Fire impact fees are currently applicable at the rate of $0.15 per square foot of the new Conex
lab building and all new mezzanine spaces. This fee is paid at time of building permit issuance.

a. The fire flow is unchanged from the existing building.
b. All areas shall be compliant with hazardous material storage per the fire code. An approved
hazardous material inventory statement shall be completed and reviewed prior to any building
permit issuance. Use of fire department form or equivalent shall be submitted. This can be
submitted ahead of the building permit submittal to help shorten plan review time frame if
desired. All required hazardous material warning signage shall be installed per the fire code.
c. Fire sprinkler, fire suppression and fire alarm systems shall be updated for any walls, ceilings or
structures built inside the existing building. Separate plans and permits are required to be
submitted to the fire department for review and permitting for all systems.
d. Fire department apparatus access roadways and existing on-site fire lanes are adequate as they
exist and shall be maintained.

SUBJECT: Utility and Transportation Comments for Blue Origin
1415 Maple Ave SW

I have reviewed the application for the Blue Origin facility located at 1415 Maple Ave SW and have the
following comments:
EXISTING CONDITIONS
WATER: The proposed project is within the City of Renton’s water service area and in the Valley 196
pressure zone. Below is a summary of the existing water system in the project vicinity:
1. There are existing water mains on the site and in the vicinity:
• 10-inch City water main located on the property, on the north side of the existing building,
that can deliver a maximum capacity of 3,500 gallons per minute (gpm) - see Water
Project No. WTR-2702053
• There are 12-inch water mains in Lind Ave SW and in Maple Ave SW that can deliver 5,000
gpm (see plan no. W-0917 and W-0104).
• The static water pressure is approximately 75 psi at ground elevation of 24 feet.
2. There are existing water services to the subject property:
• 8-inch Fire sprinkler service, Facility ID No. MTR-005143, with an 8-inch DCDA backflow
prevention assembly located in an underground vault on the north side of the building.
• 2-inch domestic water meter, Facility ID No. MTR-004402.
• 2-inch irrigation water meter, Facility ID No. MTR-000104 with a 1-inch DCVA.
3. There are 2 existing fire hydrants on the site.
SEWER: Sewer service is provided by the City of Renton. There is an existing 8” PVC sewer running from
north to south in Maple Ave SW east of the site. Reference Project File S-179401 in COR Maps for record
drawings. There are two existing 6-inch wastewater stubs located along Maple Ave SW (see City plan no.
S-179401).
STORM DRAINAGE: The existing parking lot on the northern and eastern portion of the property has
conveyance system that send the flows to the northeast of the site and connects into the City of Renton
Conveyance system.

STREETS: The proposed development fronts Maple Ave SW along the East property line(s). Maple Ave SW
is classified as a commercial-mixed use and industrial Access streets. Existing right-of-way (ROW) width is
approximately 69 feet.
WATER COMMENTS:
1. Based on the review of project information submitted for the Land-Use application, the applicant
is not planning on adding any additional water service to the property and no additional water
improvements are required.
SEWER COMMENTS:
1. Based on the review of project information submitted for the Land-Use application, the applicant
is not planning on adding any additional sewer service to the property and no additional sewer
improvements are required.
STORM DRAINAGE COMMENTS
1. A drainage report complying with the current Renton Surface Water Design Manual (RSWDM)
may be required if the project results in more than 2,000 square feet of new and/or replaced
impervious surface onsite or offsite. Based on the City’s flow control map, the site falls within the
City’s Peak Rate Flow Control Standard (Matching Existing Conditions). The site falls within the
Black River Basin and Springbrook Creek sub basin. Refer to Figure 1.1.2.A – Flow chart to
determine the type of drainage review required in the RSWM.
2. Erosion control measures to meet the City requirements shall be provided.
3. The development is subject to a surface water system development charge (SDC) fees. Fees will
be charged based on the rate at the time of construction permit issuance. The current SDC fee is
$0.84 per square foot of new impervious surface but not less than $2,100. The full fee schedule

TRANSPORTATION/STREET COMMENTS
1. The proposed project fronts Maple Ave SW to the east. To meet the City’s complete street
standards for commercial-mixed use and industrial Access streets, a minimum ROW width of 69
feet is required. Per RMC 4-6-060 half of street improvements as taken from the ROW centerline
shall be required and include a 20 foot paved road (10 feet each side), an 8 foot parking lane, a
0.5 foot curb, an 8 foot planting strip, and a 6 foot sidewalk.
2. A street modification to keep the existing frontage improvements in front of the subject property
the same was submitted by Kathleen Nagle of Lance Mueller and Associates dated June 7th, 2022,
for review. City staff is in agreement with the justification and supports the modification to
maintain the existing frontage improvements given that it supports missing pedestrian
connectivity, provides a safe pedestrian path, does not create adverse impacts in the
neighborhood, and will conform to the intent of the code by providing pedestrian access along
Maple Ave SW.
3. A sidewalk extension plan prepared by Barghausen Consulting Engineering, inc. dated May 23rd,
2022, was submitted for as part of the Land Use Application. The proposed sidewalk extends from
the project frontage improvements to the intersection of Maple Ave SW and SW 16th St. City staff
recommends the following conditions of approval:

• The new sidewalk improvements along Maple Ave SW shall be located directly
adjacent to the western right of way line on Maple Ave SW between the project
frontage and the intersection and connect into the existing sidewalk on the north side
of SW 16th Street.
• The property at 316 SW 16th St has a fence located east of their eastern property (i.e.
within the existing Maple Ave SW right of way. To construct the above reference
sidewalk extension along the western Maple Ave SW right of way line, the applicant
shall coordinate with the property owner at 316 SW 16th St to relocate the fence to the
right of way line.
• A landscape strip along Maple Ave SW with street trees matching the existing trees to
the north is required between the sidewalk extension and the existing roadway curb.
4. All construction utility permits for utility and street improvements will require separate plan
submittals. All utility plans shall confirm to the Renton Drafting Standards. A licensed Civil
Engineer shall prepare the civil plans. Please visit the Development Engineering Forms page for

5. A signalized pedestrian crossing plan with a consultant’s traffic memo describing the RRFB
crossing meeting the city’s Revised Crosswalk Policy and RRFB policy will be required as part of
the civil permit submittal. The consultant’s traffic memo should include a formal request for the
City Public Works Transportation Division to approve. City staff recommends this as a condition
of approval on the LUA.
6. Transportation impact fees are assessed based on the net new PM Peak trips or more specifically
the impact fee accounts for the proposed use and a credit for the existing tenant space is given
provided that the building does not remain vacant for more than 3 years otherwise no credit will
be given. Transportation impact fees will be assessed at the of building permit issuance. Currently
the applications is noting that there will be no net new PM Peak Hour trips.
7. A transportation concurrency memo will be provided as a separate document.
GENERAL COMMENTS
1. The fees listed are for 2022. The fees that are current at the time of the respective permit issuance
will be levied. Please see the City of Renton website for the current fee schedule.
2. Retaining walls that are 4’ or taller from bottom of footing and stormwater detention vaults will
require a separate building permit. Structural calculations and plans prepared by a licensed
engineer will be required as part of the building permit review.
3. All civil plans shall conform to the current City of Renton survey and drafting standards. Current
drafting standards can be found on the City of Renton website.
4. A separate plan submittal will be required for a construction permit for utility work and street
improvements. All plans shall be prepared by a licensed Civil Engineer in the State of Washington.

to schedule a construction permit intake meeting.
6. All utility lines (i.e. electrical, phone, and cable services, etc.) serving the proposed development
must be underground. The construction of these franchise utilities must be inspected and
approved by a City of Renton inspector.
