We are writing on behalf of Chick-fil-A, Inc. ("CFA") in connection with the above -referenced
application. The City has requested that the master application form in this case, for the expansion
of CFA's business over and including the property noted above (the "Firestone Property") be signed
by both CFA and the landlord for CFA's existing project site. However, we note that the Code does
not appear to require the signature of the property owner on a master application form. Further, the
lease for the existing project site gives CFA the sole authority over all improvements to its existing
property:

For these reasons, a signature on behalf of CFA on the master application form should suffice for
all required purposes.
