SUBJECT: Parking Analysis for the proposed Home Depot – Renton, WA

This memorandum documents the parking analysis for the proposed Home Depot in Renton, WA. The purpose
of the memo is to request approval of the proposed parking supply to accommodate the Home Depot project.
This parking analysis includes a project description and parking supply summary, documentation of minimum
code required parking, and estimated peak parking demand forecasts based on parking demand studies
conducted at existing Home Depot sites.
Project Description
The Home Depot Renton project is located at 901 South 7th Street and would consist of 137,242 square
feet (SF) of building area for a home improvement store. Additionally, the Home Depot would include 8,094
SF of outdoor garden center area adjacent to the building and 10,082 SF of outdoor seasonal sales area
located within the parking lot. A current site plan is provided in Attachment A.
The existing site is currently vacant but was previously occupied by a 136,918 SF discount club (SamÊs Club)
and a gas station with 12 vehicle fueling positions (VFPs). Buildout and occupancy of the Home Depot
project is expected in 2022.
Parking Supply
A total of 331 on-site surface parking stalls are proposed as shown in the site plan (see Attachment A). Of
the 331 total on-site surface parking stalls, a total of 55 stalls would be occupied by permanent outdoor
displays including the seasonal sales area (42 stalls), the shed display (8 stalls), and the trailer display (5
stalls) and would therefore be removed from the total proposed parking supply. The resulting proposed
parking supply is 276 stalls (331 stalls total less 55 stalls occupied by outdoor displays).
City of Renton Code-Required Parking
The City of Renton requirements for off-street parking are based on Renton Municipal Code (RMC) section 4-
4-080.F.10.d (Parking Spaces Required Based on Land Use) depending on the specific land use category.
For the proposed Home Depot, the code-required off-street parking was based on the requirements for retail
sales and wholesale retail sales (2.5 stalls per 1,000 SF of net building floor area) and the requirements for

uncovered commercial area or outdoor nurseries (0.5 stalls per 1,000 SF of retail sales area). A summary of
the total code required parking for the Home Depot site is provided in Table 1 below.

As shown in Table 1, based on the proposed 137,242 SF of building area and 18,176 SF of outdoor
area, the code-required parking for the proposed Home Depot is 352 stalls.
City of Renton Municipal Code section 4-4-080.F.10.c allows for a modification to the minimum number of
required parking spaces as follows:
Pursuant to this code allowance, the Home Depot is proposing to provide a total of 276 parking stalls which
is a 22 percent (%) reduction from the Code required 352 parking stalls. Therefore, a parking demand
analysis was conducted for the proposed Home Depot Renton site based on parking demand data collected
at four (4) comparable Home Depot sites.
Future Parking Demand Estimate
To estimate the future parking demand of the Home Depot Renton site, parking demand studies conducted at
four comparable existing Home Depot sites and the resulting peak parking demand ratios were used.

Data from recent parking demand studies conducted at four existing Home Depot sites in Arizona, Texas,
and California were provided by the project applicant. The parking demand studies at the four existing sites
were conducted on a Saturday and a Sunday since parking demand for home improvement stores is higher
on weekend days than weekdays.
Table 2 summarizes the results of the parking demand studies at the four existing Home Depot sites.

As shown in Table 2, the average peak parking demand of the four existing Home Depot sites was 1.41
stalls per 1,000 SF on a Saturday and 1.15 stalls per 1,000 SF on a Sunday.
Based on the existing Home Depot parking demand data in Table 2, the estimated peak parking demand
for the Home Depot Renton site is 220 stalls (155,418 SF X 1.41 stalls per 1,000 SF) on a Saturday. The
estimated peak parking demand of 220 stalls on a Saturday would be accommodated by the proposed 276
stall parking supply.
Next Steps
Based on results of the analysis, the total proposed on-site parking supply of 276 stalls at the Home Depot
Renton site would accommodate the estimated peak parking demand of 220 stalls.
