The overall Stride Program project area and the proposed station locations, including the South Renton Transit Center, are shown on Figure 1-1. The ultimate plan for the South Renton Transit Center (SRTC) includes redeveloping an existing developed site located at the northeast quadrant of the intersection of S Grady Way and Rainier Ave S with a new parking garage and transit center. The project would also include improvements to adjacent roads. WSP previously prepared a separate Preliminary Storm Drainage Report that documents (at 30% design level) drainage requirements and considerations for the future SRTC and associated roadway improvements (WSP, May 2022). To facilitate site preparation, ST completed some soils and groundwater testing and found elevated levels of some contaminants that require remediation. ST contracted separately with Shannon and Wilson, Inc. to develop a remediation design and construction documents. The remediation work includes over 5,000 square feet of pavement removal to excavate and dispose of and/or treat some of the contaminants. A copy of the remediation design plans is included in Appendix A. In discussions between ST and the City of Renton (City), it was determined that a limited stormwater report would be required to support the remediation work. More specifically, the City requested a brief memorandum that addresses how the remediation work will meet the City’s storm drainage Core Requirement #5 and Special Requirement #6 detailed in the 2022 Surface Water Design Manual (SWDM) (Renton 2022). Core Requirement #5 is associated with Construction Stormwater Pollution Prevention. Special Requirement #6 is associated with work in Aquifer Protection Areas. The previous Preliminary Storm Drainage Report (WSP, May 2022) document, which is on file with the City, includes a site description, a downstream analysis, and how the core and special requirements are anticipated to be addressed for the ultimate site improvement for the various project Threshold Discharge Areas. Figure 1-2, excerpted from the May 2022 WSP report, shows the site. The remediation work is planned within TDA SRTC 1.2. The remainder of this memorandum discusses these two requirements and how they are being addressed. Stride program: I-405 corridor Page 2 | AE 0054-17 | South Renton Transit Center Remediation Project, Storm Drainage Report July 2022 Figure 1-1 Stride Project Stride program: I-405 corridor Page 3 | AE 0054-17 | South Renton Transit Center Remediation Project, Storm Drainage Report July 2022 Figure 1-2 Drainage Basins, Subbasins, and Site Characteristics 2 CORE REQUIREMENT #5: CONSTRUCTION STORMWATER POLLUTION PREVENTION To prevent sediment transport and pollutant discharges as well as other impacts related to land-disturbing and construction activities, Erosion and Sediment Control (ESC) measures and Stormwater Pollution Prevention and Spill Control (SWPPS) measures that are appropriate to the project site must be applied through a comprehensive Construction Stormwater Pollution Prevention Plan (CSWPP) as described in the City’s Surface Water Design Manual. Appendix B includes a preliminary ESC plan. It is noted that it is conceptual. As a part of the construction contract, ST will require the successful bidder (i.e., Contractor) to prepare a final ESC plan based on their strategy for completing the remediation work. This final ESC plan will need to be approved by both ST and the City prior to authorizing the work to begin. The ESC features proposed on-site include a stockpile and staging area designated by the Contractor and catch basin inserts for all catch basins in proximity of the project work area. These features are to reduce transport of sediment from the project area to downstream Stride program: I-405 corridor Page 4 | AE 0054-17 | South Renton Transit Center Remediation Project, Storm Drainage Report July 2022 drainage facilities and properties. Any pollutants potentially present from excavation will be handled and controlled following SWPPS standards. To comply with CSWPP performance and compliance, the Contractor will identify a CSWPP Supervisor that needs to be approved by the City (per Section 1.2.5.2 of the City’s SWDM). The Supervisor will review ESC and SWPPS measures and may monitor discharges for sediment and pollutants. Additional ESC or SWPPS measures may be required based on monitoring results. If applicable, any wet season construction (October 1 to April 30) will require additional ESC measures and a separate plan will need to be submitted before commencing work at the site. The site area will be stabilized and ESC and SWPPS measures removed prior to receiving final construction approval. 3 SPECIAL REQUIREMENT #6: AQUIFER PROTECTION AREA Special Requirement #6 states that a project proposed in an Aquifer Protection Area (APA) requires certain considerations based on APA Zone designation (Zone 1 or Zone 2). The requirement either prohibits certain drainage facilities (Zone 1) or requires lining open facilities or conveyance systems (Zone 2). The SRTC project area is within Zone 2 of the Downtown Wellfield. Therefore, the SWDM special requirements for Zone 2 apply to the project. A map with the Wellhead Protection Area Zones layer of COR Maps displayed (extracted from https://maps.rentonwa.gov/Html5viewer/Index.html?viewer=cormaps) is included in Appendix C. The SWDM requirement for Zone 2 is as follows: The following may require a liner in accordance with the design criteria in Section 6.2.4: a. Facilities that allow runoff to have direct contact with the soil, such as flow control and water quality treatment ponds, stormwater wetlands, filter strips, and infiltration facilities. b. Open channel conveyance systems that are not concrete lined, such as ditches or swales. The project is only providing soil remediation and does not propose any of the above-listed features that would require a liner, and thus the requirement does not apply. In addition to the Special Requirement #6, the Renton Municipal Code was reviewed for applicable requirements. The project area is within a Wellhead Protection Area as defined by RMC 4-3-050, Critical Areas Regulations. The Critical Areas Regulation defines any area within a wellhead capture zone be subject to critical areas regulations and requires that considerations be made to address hazardous materials, pesticides, and groundwater impacts within the Wellhead Protection Area. It further references RMC 4-9-015 Aquifer Protection Area Permits, that establishes permit procedures, operating permits, closure permits, and uniform standards for release reporting, emergency response, closure, and abandonments. The remediation plan for the project does not introduce any hazardous materials or pesticides and would not degrade groundwater quantity or quality. Rather, the plan removes diesel (hazardous) and lube oil (non-hazardous) from four separate areas of the site. In one of these four areas, a remediation agent (Regenesis PersulfOxtm) will be mixed with backfill material to stimulate the degradation of latent contaminants. In a fifth area, the plan calls for injecting a Stride program: I-405 corridor Page 5 | AE 0054-17 | South Renton Transit Center Remediation Project, Storm Drainage Report July 2022 biostimulation material (Regenesis Petrofixtm). Together, the excavation and soil treatment will improve groundwater quality. It is also noted that as part of the SRTC Preliminary Storm Drainage Report (WSP May 2022), an infiltration investigation for the project site was completed, including two pilot infiltration tests, which determined the site soils have very low infiltration rates that would reduce the risk for groundwater contamination. To satisfy Special Requirement #6, ST plans to make compliance with RMC 4-03-050 and 4-9-015 a requirement for the construction Contractor. In addition, the Contractor will need to determine, with input from the City, whether a Closure Permit (per RMC 4-9-15) is required.
