Access to the property is via an easement located between parcels 3123059024 and 3123059156 extending to S 55th St. Per City of Renton Maps, the property is located within a moderate landslide hazard area with an isolated area designated as high landslide hazard. The Maps indicate the property has some regulated slopes. Grades generally slope down towards the west. Soils on the site are Alderwood Gravelly Sandy Loam (till soils) per the USDA NRCS Soil Survey. Drainage from the site leaves the site in a sheet flow condition. The current property owner performed some grading to create flat areas of yard as well as installed impervious surfaces on the subject property as well as within the offsite access easement without a permit. The City issued a code violation, CODE21-000495, for these unpermitted activities. An existing survey of the property, prior to occupation by the current property owner, was provided for assessment of the conditions prior to the unpermitted activities. The topography though, was derived from LIDAR as the existing survey appeared to have utilized LIDAR for creation of the contours. Core Design, Inc., performed a survey of the improvements to determine the extent of improvements constructed. See Site Plan attached to this submittal for a visual of the improvements. The area of disturbance is estimated to be 36,720 square feet. This area is derived as the extent of clearing less the existing access gravel, house, and adjacent existing hard surfaces. The amount of earthwork is estimated to be 233 CY cut and 831 CY fill. The additional fill material was derived from 13504 SE 50th Place, Bellevue, WA 98006. Small block walls were installed along with the grading to create the desirable flat yard areas. Hard surfaces including gravel and pavement were placed either over existing pervious ground or existing hard surfaces. The amount of impervious coverage previously installed over pervious ground totals 7,047 square feet. A total of 2 significant trees were removed and 5 trees were naturally blown over based on the existing survey of trees. May 25, 2022 Daniel Lee Page 2 Proposed mitigation will include the removal of 2,058 square feet of previously placed gravel. Storm mitigation includes the dedication of 19,978 square feet of native growth retention within an easement. The value of work performed was $12,000. According to R.M.C. 4-4-130-J.3.The City may require replacement of all improperly removed ground cover with species similar to those which were removed or other approved species such that the biological and habitat values will be replaced. Since a total of 36,720 square feet was improperly disturbed, a total of 41,814 square feet of mitigation has been provided; an approximate total of 21,836 square feet of hydroseed lawn has been previously installed to reduce the erosion of the site native soils. In total, the proposed native growth retention area (NGRA, 19,978 SF) plus the plantings outside of the NGRA (lawn, 21,836 SF) equates to 41,814 SF of mitigation provided. A recent arborist report shows that only two trees were removed without a permit, trees T69 and T70; according to previously received tree retention / inventory plans of 2009, tree T69 was an 8” Cedar and T70 was a 20” Fir. Due to the lack of current information on the size of said trees, we have sized up the previous data by 10% to accommodate an assumed amount of growth since 2009. The owner has mitigated the tree removal by planting a total of 47 trees. Of which, 42 of them are now significant trees and 5 of which are characterized as dangerous. Since the total number of added trees outweighs the required replacement tree caliper, no replacement trees are proposed. In addition to the 2 Trees improperly removed, 5 trees (Trees 3, 35, 36, 37, and 78) were naturally blown over due to windthrow. Since these were naturally blown over, no mitigation is required. The total cost of the landscape mitigation according to the King County landscape bond quantity worksheet is $1,419.34 (one thousand four hundred and nineteen dollars and thirty-four cents).
