The follow ing briefly describes the application and the necessary Public Approvals. A virtual/telephonic Public Hearing will be held by the Renton Hearing Examiner on October 18, 2022 at 11:00 AM by means of the Zoom video conferencing web application to consider the following petition. The public is highly encouraged to attend the meeting by using one of the m ethods listed below. See also https://cutt.ly/xXwcBWT PROJECT DESCRIPTION: The applicant is requesting SEPA Environmental Review and Hearing Examiner Site Plan Review in order to construct a 170,335 sq. ft., six -story vertical mixed use building on the site located at 340 Logan Ave N (APN 1823059264). The proposed structure would have a maximum height of 91.3 feet. The 47,484 sq. ft. parcel is located in the Urban Center 2 (UC-2) zone and the Urban Design District ‘C’ Overlay. The parcel is currently vacant and is comprised of mostly grass areas with various areas of pavement and debris. The structure would include approximately 108 below grade or partially below-grade grade parking stalls and 17 surface parking stalls, 6,317 sq. ft. of commercial space, residential amenity spaces, and five (5) live work units at ground level, and 100 apartment units on floors 2 through 6 to be comprised of market rate and senior-only accommodations. Main access to the site is proposed via two driveways including one off of N 4th St and one off of N 3rd St. Frontage improvements including sidewalks, curb and gutter, and planter strips along N 4th St and N 3rd St will be completed as part of the project. Stormwater from the site would be conveyed to the City's stormwater conveyance system in the public ROW. No trees are proposed for removal as part of the project. According to COR Maps, a High Seismic Hazard Area, Wellhead Protection Area Zone 1, and Wellhead Protection Area Zone 2 are located on the site. The applicant submitted a geotechnical report, drainag e report, traffic impact analysis, and environmental checklist with the application. DATE OF APPLICATION: August 2, 2022 NOTICE OF COMPLETE APPLICATION: August 11, 2022 OPTIONAL DETERMINATION OF NON-SIGNIFICANCE, MITIGATED (DNS-M): As the Lead Agency, the City of Renton has determined that probable significant environmental impacts from the proposed project can be mitigated. Therefore, as permitted under the RCW 43.21C.110, the City of Renton is using the Optional DNS-M process to give notice that a DNS- M is likely to be issued. Comment periods for the project and the proposed DNS-M are integrated into a single comment period. There will be no comment period following the issuance of the Threshold Determination of Non -Significance- Mitigated (DNS-M). This may be the only opportunity to comment on the environmental impacts of the proposal. A 14- day appeal period will follow the issuance of the DNS-M. CONSISTENCY OVERVIEW: Zoning/Land Use: The subject site is designated Commercial Mixed USe (CMU) on the City of Renton Comprehensive Land Use Map and Urban Center 2 (UC- 2) on the City’s Zoning Map. Environmental Documents that Evaluate the Proposed Project: Environmental (SEPA) Checklist Development Regulations Used For Project Mitigation: The project will be subject to the City’s SEPA ordinance, RMC 4-9-070; 4-9-200; 4-3-050, 4-2 and other applicable codes and regulations as appropriate. Proposed Mitigation Measures: The following Mitigation Measures will likely be imposed on the proposed project. These recommended Mitigation Measures address project impacts not covered by existing codes and regulations as cited above. 1. The project construction shall comply with the recommendations found in the submitted Preliminary Geotechnical Investigation, prepared by Cobalt Geosciences, dated January 8, 2021, and future addenda. 2. If any Native American grave(s) or archaeological/cultural resources (Indian artifa cts) are found all construction activity shall stop in accordance with RCW 27.53.060 and 27.44.020, and the owner/developer shall immediately notify the Current Planning Project Manager, concerned Tribes’ cultural committees, and the Washington State Department of Archeology and Historic Preservation. 3. The applicant shall sample soil for arsenic and lead following 2019 Tacoma Smelter Plume Guidance. If lead or arsenic are found at concentrations above the Model Toxics Control Act (MTCA) cleanup level, constr uction workers and employees on site shall be notified of their occurrence. 4. The applicant’s geotechnical engineer shall review the project’s construction and building permit plans to verify compliance with the geotechnical report(s). The geotechnical engineer shall submit a sealed letter stating that he/she has reviewed the construction and building permit plans and in their opinion the plans and specifications meet the intent of the report(s).
