The purpose of this letter is to address the concerns expressed by Mr. Christensen. Mr. Christensen's concerns are that the ESI Biofilter project be consistent with the RWSP recently adopted by the King County Council and that it fit within the policies regarding reduction of odors at the South Treatment Plant located in Renton. The ESI Biofilter is consistent with the RWSP and fits within the policies regarding reduction of odors at the South Treatment Plant. The specific policy referred to is Treatment Plant Policy (TPP-4). The reference to the South Plant is "...In the case of the South Plant, King County's goal shall be to significantly reduce odor below baseline levels established in the development of the 1993 South Treatment Plant air model." King County is scheduled to publish by December 2001 its revised odor policies for all its facilities including translating the term 'significantly reduce' into measurable units for the South Plant. This current.proposal addresses an existing potential odor source adjacent to the South Plant, specifically emissions from the plant main influent sewer. In terms of reducing odors in the area of the influent sewer it is very positive. Thus this project is consistent with the spirit of the RWSP odor control policies as well as technically compatible with potential future odor control measures that may be identified as part of meeting future revised odor policies. CLEAN WATER —A SOUND INVESTMENT • City of Renton Page 2 March 7, 2000 The need for the ESI Biofilter project was identified several years ago based on studies performed during the pre-design for Enlargement III and in response to odor complaints received in the vicinity of the ESI east of the South Treatment Plant. King County Department of Natural Resources (KCDNR) performed on-site pilot testing of biofiltration media to optimize the treatment system. Although this is the first biofilter to be installed at the South Treatment Plant, there have been numerous biofilters installed throughout the United States and in other parts of the world. The objective of the ESI Biofilter system is to collect stagnant foul air that collects in the ESI upstream of Springbrook Creek (P-1 Channel). The foul air will be passed through a bulk-media system located near the southeast corner of the South Treatment Plant. Odor causing compounds in the foul air will be transferred from the gas phase to a bio-film in the biofilter. These compounds will be oxidized by organisms that develop and propagate in the media. Typically, the biofilter will remove 80 to 95 percent of the hydrogen sulfide in the foul air stream. Air dispersion modeling analysis shows that the odor caused by the remaining hydrogen sulfide released from the biofilter bed (i.e., hydrogen sulfide not removed by the biofilter) would be below the olfactory recognition threshold beyond approximately 60 feet from the biofilter, under the worst atmospheric conditions. At the biofilter location proposed, public detection of any residual odors emitted by the biofilter would be unlikely. I hope this letter addresses the concerns that Mr. Christensen may have had. The only area of comment I have is that the County should demonstrate to the City that this project is in compliance with the recently adopted RWSP by King County Council and more specifically that the project fits within the policies regarding reduction of odors at the South Treatment Plant located in Renton. While I recognize that the project itself is an odor control project, I have some concern that the solution itself may cause odor issues. My concerns are mostly related to the fact that I am not fully up to speed on this process, and believe that the County should do some work with City Staff to ensure that this project will not cause issues regarding odor at its location. The Mayor, as part of the development of the RWSP,was very specific in the negotiations that the City expected reductions of total odors at the plant. Construction Mitigation Description • Proposed Construction Dates: Construction is anticipated to begin in March 2000 and be completed by August 2000. The construction duration will be approximately 150 days. • Hours of Operation: The hours of operation during construction would be 7:00 a.m. to 6:00 p.m. during various phases of project construction. • Proposed hauling/transportation routes: There,will be a minimal quantity of haul material from the project site. Some imported material is anticipated during construction. The ingress/egress route will be via Grady Way SW. • Measures to be implemented to minimize dust, traffic and transportation impacts, erosion noise and other noxious characteristics: During construction the contractor shall minimize dust nuisance by cleaning, sweeping, sprinlding with water, or other means. Traffic control will be implemented by the con tractor by providing barricades and flaggers as required to control ingress and egress to the project site. Noise during construction shall be controlled by starting and warming up of equipment and shall be restricted to the hours between 7:00 a.m. and 7:00 p.m. on weekdays. Erosion control measures shall include silt fences,filter fabric, sedimentation ponds,placement of hay bales along peripheries of construction site. Project Narrative: The King County Department of Natural Resources, Wastewater Treatment Division proposes to construct the Eastside Interceptor Biofilter which is an odor control system to treat foul air that forms in the Eastside Interceptor, located near Oakesdale Avenue SW(adjacent to the P-1 Channel) between SW 17th Street and SW Grady Way. The odor control system will consist of 600'feet of 30-inch diameter pipe leading to a biofilter and a structure containing a blower fan located at the Treatment Plant. Sections of existing fencing in the vicinity of the site will be removed and replaced. The zoning of the project site is Public Use (P-1). The area where the Biofilter is proposed is currently not developed. The total estimated construction cost of the project is $450,000.00. Most of the soils on this site are urban fill. Native soils underlying the fill are silty sands, sandy silts and clayey silts. Odor Control Process Foul air collected from the Eastside Interceptor will be drawn into the new pipe by use of a fan. At the end of the pipe, the foul air will enter the biofilter, which consists of a bed of bulking material of soil, wood chips and compost, via a.perforated pipe buried 3 to 6 feet deep in a bed of organic bulking material. Here the odor causing compounds will be transferred directly into the bulking material. Microorganisms that live in the biofilter will metabolize odor-causing compounds. Facilities Piping: The piping will begin at the Eastside Interceptor, located on the west side of Oakesdale SW and continue 300 feet along Oakesdale Avenue SW, adjacent to the P1 Channel. At the southern end of the pedestrian bridge, the piping will turn to the west, be extended approximately. 250 feet and connect with piping extending northward to the biofilter. The piping will then connect to the biofilter, which will be located within the East Section Reclamation Plant Site. Biofilter and fan structure: The footprint for the combined facilities will be approximately 1830 square feet. This includes approximately 1,630 square feet for the biofilter and approximately 150 square feet for the biofilter blower building and associated ramp, a leachate sump and drainage channel. The biofilter blower building will have a footprint approximately 9 feet by 13 feet with an approximate height of 11 feet. The building will be constructed of reinforced concrete and house a blower fan. Excavation/construction materials: A total of 1,350 cubic yards of soil will be excavated for the biofilter and foul air pipe. An additional 120 cubic yards of imported material will be used as the media for the biofilter. The blower building and foundation will be of reinforced concrete. The blower building will be 150 square feet and approximately 11 feet 0 inches high. Tree and parking stall displacement: No trees will be displaced as a result of this project. No parking stalls will be displaced or added as a result of this project. Nature of the Existing Shoreline: The project is adjacent to a low bank creek with natural vegetation and a pedestrian trail alongside it along the West side of the creek. The biofilter will be constructed within the East Section Reclamation Plant boundary north of the existing pump station. (See figures 1 and 2) . Page 3 B. ENVIRONMENTAL ELEMENTS A brief description of site conditions is provided in the following section of the Environmental Checklist. For a more detailed description of site conditions please see the documents noted under A.8. 1. Earth a. General description of the site (circle one): Flat, rolling, hilly, steep slopes, mountainous, other Oakesdale Avenue SW and the location where the majority of the piping will be installed is flat. The portion of the East Section Reclamation Plant where the biofilter and blower fan building will be constructed is primarily flat. The site slopes downward to the north and to the east. b. What is the steepest slope on the site? (approximate percent slope)? The steepest slope along Oakesdale Avenue SW where the piping will be laid is 20%. The steepest slope where the biofilter will be constructed is 50%. This area will be graded and filled to provide a foundation for the structures. - c. What general types of soils are found on the site? (for example, clay, sand, gravel, peat, muck)? If you know the classification of agricultural soils, specify them and note any prime farmland. - Most of the soils on this site are urban fill. Native soils_ underlying the fill are silty sands, sandy silts and clayey silts. - d. Are there surface indications or history of unstable soils in the immediate vicinity? If so, describe. No. e. Describe the purpose, type, and approximate quantities of any filling or grading proposed. Indicate source of fill. Approximately 600 cubic yards of soil will be excavated for the biofilter. However most of that will be re-used as backfill at the site. An additional 120 cubic yards of imported material will be used as the media for the biofilter. An additional 750 cubic yards will be excavated for the foul air pipe. Pipe will be laid using standard trenching and backfill methods. Additional fill material will be needed and supplied by the contractor. Grading and/or compaction will be required to level the biofilter site to provide a stable foundation for the blower building. Approximate types and quantities of fill required: 4 cubic yards of drain rock, six cubic yards of gravelly fill. Page 4 f. Could erosion,occur as a result of clearing, construction, or use? If so, generally describe. Erosion is unlikely. Any surface runoff from the site during construction will be controlled with standard Best Management Practices for erosion and sedimentation control. The existing surface drainage system in the treatment plant is adequate to handle runoff from this project. Minimal erosion during pipe laying may occur. g. About what percent of the site will be covered with impervious surfaces after project construction (for example, asphalt or buildings)? The footprint of the biofilter and associated structures is 1830 square feet. The blower building with a 150 square foot footprint is the only structure associated with this project that will be covered with impervious surface after construction. This accounts for 7% of the biofilter location on the ESRP site. Impervious surface accounts for approximately 40% of the entire treatment plant site. Precipitation that percolates through the biofilter will be collected in a sump. The pH of the runoff will be neutralized before the runoff is drained to a sewer. h. Proposed measures to reduce or control erosion, or other impacts to the earth, if any: Temporary erosion and sediment control measures willbe in place prior to and during pipe laying. 2. Air a. What types of emissions to the air would result from the proposal (i.e., dust, automobile emissions, odors, industrial wood smoke) during construction and when the project is completed? If any, generally describe and give approximate quantities, if known. During Construction: A very-minor increase in air emissions from —trucks and dust from construction operations will occur during construction of this project. During biofilter startup: During startup of the biofilter, there may be some venting of odor containing compounds for a few hours until the biofilter is fully functional. During biofilter maintenance: It is proposed that the biofilter • media be changed out at least every three years. During this time, there will be localized odors and emissions During biofilter operation: There may be discharge of trace amounts of hydrogen sulfide and other compounds associated with wastewater during operation of the biofilter. However, the biofilter is expected to remove 85 to 95% of the hydrogen sulfide Page 5 so that odor and emissions will be less than the average person could detect".beyond approximately 60 feet under the worst weather conditions (stagnant air created by inversion conditions) . b. Are there any off-site sources of emissions or odor that may affect your proposal? If so, generally describe. There are no off-site sources or emissions or odor that would affect the operation of the ESI biofilter. c. Proposed measures to reduce or control emissions or other impacts to the air, if any: The biofilter will be checked monthly by East Section Reclamation Plant staff to ensure the biofilter is operating correctly. Change out of the biofilter media will be scheduled to coincide with cool temperatures and when there is a low flow of foul. air in the ESI. 3. Water a. Surface: - 1) Is there any surface water body on or in the immediate vicinity of the site (including year-round and seasonal streams, saltwater, lakes, ponds, or wetlands)? If yes, describe type and provide names. If appropriate, state what stream or river it flows into. Springbrook Creek (P-1 Channel) flows adjacent to the eastern property line of the East Section Reclamation Plant between the treatment plant and Oakesdale Avenue Southwest. The P-1 Channel was constructed in 1984 to convey drainage from the Southcenter area and local drainage north of I-405 into the former Black River channel and ultimately into the Green-Duwamish River. The P-1 Channel follows the former path of Springbrook Creek and thus is referred to as both P-1 Channel and Springbrook Creek. Springbrook Creek flows into the abandoned Black River channel approximately 500 feet to the north of the treatment plant property line, and from there into the Green-Duwamish River at River Mile 11.0 approximately one-half mile west of the site. _ The proposed foul air piping will be laid along Oakesdale Avenue SW between the sidewalk and P1 Channel. 2) Will the project require any work over, in, or adjacent to (within 200 feet of) the described waters? If yes, please describe and attach available plans. The project will require work adjacent to the P-1 Channel. Approximately 300 feet of 30 inch piping will be laid adjacent to the P1 Channel using standard trenching and backfill methods. The 30 inch pipe is proposed to be Page 6 installed at a distance of approximately 50 feet from the P-1 Channel 'for the majority of it length. The P-1 Channel • enters a concrete culvert just north of SW Grady Way. The foul odor pipe crosses above the concrete culvert. 3) Estimate the amount of fill and dredge material that would be placed in or removed from surface water or wetlands and indicate the area of the site that would be affected. Indicate the source of fill material. No fill or dredge material will be placed in or removed from surface water or wetlands for this project. 4) Will the proposal require surface water withdrawals or diversions? Give general description, purpose, and approximate quantities, if known. No surface water withdrawals or diversions are required. 5) Does the proposal lie within a 100-year floodplain? If so, note location on the site plan. The proposal does not lie within a 100-year floodplain. 6) Does the proposal involve any discharges of waste materials to surface waters? If so, describe the type of waste and anticipated volume of discharge. There will be no discharge of waste materials to surface waters during construction or operation of the biofilter and piping. b. Ground: 1) Will ground water be withdrawn, or will water be discharged to ground water? Give general description, purpose, and approximate quantities, if known. It is not anticipated that groundwater will be encountered during the course of construction. Excavation will have no impact on groundwater. 2) Describe waste material that will be discharged into the ground from septic tanks or other sources, if any (for example: Domestic sewage; industrial, containing the following chemicals ...;-agricultural; etc.). Describe the general size of the system, the number of such systems, the number of houses to be served (if applicable), or the number of animals or humans the system(s) are expected to serve. No waste material will be discharged. Page 7 • c. Water Runoff(including storm water): 1) Describe source of runoff(including storm water) and method of collection and disposal, if any (include quantities, if known). Where will this water flow? Will this water flow into other waters? If so, describe. Small amounts of surface water runoff may occur during construction. All runoff from the project would be treated at the site with sediment traps or filters. Runoff during construction and from structures other than the biofilter would be channeled to the existing stormwater collection system on the treatment plant site. Erosion and sediment control measures will be implemented according to the permit conditions and Best Management Practices (BMPs) . Temporary vehicle washing pads will be used to collect material from trucks during construction. 2) Could waste material enter ground or surface waters? If so, generally describe. No waste material will enter ground or surface waters. d. Proposed measures to reduce or control surface, ground and runoff impacts, if any: Best Management Practices as described previously will be implemented to mitigate potential impacts associated with runoff. 4. Plants _ a. Check or circle types of vegetation found on the site? deciduous tree: alder, maple, aspen, other evergreen tree: fir, cedar, pine, other shrubs X_ grass pasture • crop or grain wet soil plants: cattail, buttercup, bulrush skunk cabbage, other water plants: water lily, eelgrass, milfoil, other other types of vegetation • b. What kind and amount of vegetation will be removed or altered? Vegetation on the site of the biofilter is limited to native and horticultural grasses and weeds, which will be removed when the facility is constructed. Page 8 c. List threatened or endangered species known to be on or near the site. There are no known threatened or endangered plant species on or near the site. d. Proposed landscaping, use of native plants, or other measures to preserve or enhance vegetation on the site, if any: The perimeter of the biofilter will be hydroseeded. 5. Animals a. Circle any birds and animals which have been observed on or near the site or are known to be on or near the site: birds: hawk, heron, eagle, songbirds, other: mammals: deer, bear, elk, beaver, other: fish: bass, salmon, trout, herring, shellfish, other: The East Section Reclamation Plant site contains no fisheries resources. However, the nearby Green-Duwamish River supports significant populations of salmon and steelhead, including chum, coho, and Chinook. Some species of trout have been found in the river and creek. - b. List any threatened or endangered species known to be on or near the site. Chinook salmon, found in the Green-Duwamish River, are listed as • "threatened" by the U.S. National Marine Fisheries Service. Bull trout, which may be found in the river, are also listed as "threatened" by the U.S. Fish and Wildlife Service. c. Is the site part of a migration route? If so, explain. Migrating songbirds and waterfowl pass through the treatment plant site. d. Proposed measures to preserve or enhance wildlife, if any: The foul air duct connected to the ESI Biofilter will run adjacent to the P-1 Channel. It will not be connected to or run through the channel. Sedimentation and erosion control measures (Best Management Practices) will be taken to ensure no materials enter the P-1 Channel during construction. No impacts to fisheries resources or water quality are anticipated from the completed project. 6. Energy and Natural Resources a. What kinds of energy (electric, natural gas, oil, wood stove, solar) will be used to meet the completed project's energy needs? Describe whether it will be used for heating, manufacturing, etc. Minor amounts of electricity will be used to run the fan. Page 9 b. Would your project affect the potential use of solar energy by, adjacent properties? If so, generally describe. No. c. What kinds of energy conservation features are included in the plans of this proposal? List other proposed measures to reduce or control energy impacts, if any: • The fan will use an energy efficient motor. 7. Environmental Health a. Are there any environmental health hazards, including exposure to toxic chemicals, risk of fire and explosion, spill, or hazardous waste, that could occur as a result of this proposal? If so, describe. No. 1) Describe special emergency services that might be required. None 2) Proposed measures to reduce or control environmental health - hazards, if any: None b. Noise - - 1) What types of noise exist in the area which may affect your project (for example: traffic, equipment, operation, other)? Major contributors to the existing sound levels are traffic on I-405 and local traffic on surface streets, aircraft operations from King County and Renton airports, railroad operations, and a rock crushing facility west of the treatment plant. Existing sound levels are typical of urban commercial/light industrial areas. 2) What types and levels of noise would be created by or associated with the project on a short-term or a long-term basis (for example: traffic, construction, operation, other)? Indicate what hours noise would come from the site. Some noise from truck traffic and construction equipment would occur from 7:00 AM to 6:00 PM during various phases of project construction. Since the location of the biofilter is internal to the treatment plant site, noise impacts would be minor. The operation of the biofilter would not be a source of noise. Page 10 y . 3) Proposed measures to reduce or control noise impacts, if any: Hours of construction would be limited as noted above. The blower fan is enclosed in a structure which will limit it as a noise source. 8. Land and Shoreline Use a. What is the current use of the site and adjacent properties? The current use of the overall site is for a wastewater treatment plant. The specific area where the biofilter is proposed is not currently developed. b. Has the site been used for agriculture? If so, describe. The treatment plant site has not been used for agriculture in the recent past. c. Describe any structures on the site. A small sewage pump station is located approximately 40 feet from the proposed biofilter. d. Will any structures be demolished?. If so, what? No structures will be demolished in order to build the ESI biofilter. e. What is the current zoning classification of the site? The biofilter and piping will be constructed in an area zoned Public Use (P-1) according to the City of Renton Municipal Code 4-1-090. One of the principal permitted uses of P-i zoning is municipal utility facilities f. What is the current comprehensive plan designation of the site? The City of Renton Comprehensive Plan Land Use Map dated September 11, 1996 designates the site as "Employment Area- Valley." g. If applicable, what is the current shoreline master program designation'of the site? The City of Renton has designated the P-1 Channel in Springbrook Creek as an "urban" environment, thus the eastern portion of the treatment plant site that lies within 200 feet of the Ordinary High Water Mark of the creek would be designated as "urban." The portion of the Green-Duwamish River lying west of the site is classified as "urban, " and the Black River channel to the north of the site and west of its confluence with Springbrook Creek is classified as "natural." Page 11 • h. Has any part of the site been classified as an "environmentally sensitive" area? If so, specify. No. i. Approximately how many people would reside or work in the completed project? The ESI biofilter would operate automatically. Current treatment plant staff as part of their routine responsibilities would conduct monthly maintenance. j. Approximately how many people would the completed project displace? No one would be displaced by the completed project. k. Proposed measures to avoid or reduce displacement impacts, if any: None needed. 1. Proposed measures to ensure the proposal is compatible with existing and projected land uses and plans, if any: The site selected for the ESI biofilter lies within the existing treatment plant site and is surrounded by other wastewater facilities. It is not anticipated that any non-wastewater land uses would be proposed in the immediate vicinity in the future. 9. Housing a. Approximately how many units would be provided, if any? Indicate whether high, middle, or low-income housing. No housing units are proposed. b. Approximately how many units, if any, would be eliminated? Indicate - whether high, middle, or low-income housing. No housing units would be eliminated. c. Proposed measures to reduce or control housing impacts, if any: There will be no housing impacts. 10. Aesthetics a. What is the tallest height of any proposed structure(s), not including • antennae; what is the principal exterior building material(s) proposed? The completed ESI biofilter would be approximately 21/2 feet above grade. The completed blower fan building would be approximately 11 feet high. The principal exterior construction material would consist of: bulking material for the biofilter and reinforced concrete for the blower enclosure. Page 12 b. What views in the immediate vicinity would be altered or blocked? No views would be altered or blocked. c. Proposed measures to reduce or control aesthetic impacts, if any: Perimeter landscaping of the treatment plant site was undertaken as an early element of the Phase III Enlargement (beginning 1991) . The landscaping was provided as mitigation intended to provide a visual screen future development of the interior of the treatment plant site. No other visual mitigation is necessary for this proposal. 11. Light and Glare a. What type of light or glare will the proposal produce? What time of day would it mainly occur? None. b. -Could light and glare from the finished project be a safety hazard or interfere with views? ITo. c. What existing off-site sources of light or glare may affect your proposal? None. d. Proposed measures to reduce or control light and glare impacts, if any: None necessary or proposed. 0 12. Recreation a. What designated and informal recreational opportunities are in the immediate vicinity? A pedestrian path that leads into Waterworks Park is present in proximity to the proposed pipe laying part of the project. b. Would the proposed project displace any existing recreational uses? If so, describe. • During construction, the pedestrian path will be closed for a period not to exceed three weeks because of interference with pipeline installation. • The ESI biofilter will be built within the fenced area of the treatment plant and will not displace any existing recreational uses. Page 13 • c. Proposed measures to reduce or control impacts on recreation, including recreation opportunities to be provided by the project or applicant, if any: The pedestrian path will be temporarily rerouted from the path at the northeast corner of the site, across the street, and back to the southeast corner of the site at the intersection of Oakesdale Avenue SW and SW Grady Way. Detour signage will be posted. 13. Historic and Cultural Preservation a. Are there any places or objects listed on, or proposed for, national, state or local preservation registers known to be on or next to the site? If so, generally describe. Four archaeological sites have been identified near the East Section Reclamation Plant. The archaeological site nearest the project area (45KI267) is located on a small hill just northwest of the treatment plant, but it has been determined to not be eligible for the National Register of Historic Places. This project will not impact any known sites. b. Generally describe any landmarks or evidence of historic, archaeological, scientific or cultural importance known to be on or next to the site. Please see the previous response. c. Proposed measures to reduce or control impacts, if any: If evidence of possible historic, archaeological, scientific, or cultural importance is discovered on the ESI biofilter site during construction of the biofilter, construction would halt, and a systematic testing program would be undertaken with the cooperation of the State Office of Archaeology and Historic Preservation, If the site is determined to be eligible for the State or National Register of Historic Places, effects of the project on the site would be determined and mitigation measures would be developed. 14.• Transportation • a. Identify public streets and highways serving the site, and describe proposed access to the existing street system. Show on site plans, if any. There are three access points to the_East Section Reclamation Plant. Access to the Administration Building is from Monster Road SW on the western side of the site. Trucks handling biosolids enter and exit the site on the northeastern side at SW 7th Street at its intersection with Oakesdale Avenue SW, and they travel along Oakesdale Avenue SW to and from SW Grady Way, I-5, and I-405. Septage trucks enter and exit the site on the south side at Longacres Drive SW and SW Grady Way and travel to and from I-5 and I-405. Roadside parking is not allowed on any of these streets. Monster Road SW and Longacres Drive SW are two-lane roadways. SW 7th Street and Oakesdale Avenue SW have five lanes. The Page 14 intersections. of SW 7th Street/Oakesdale Avenue SW and SW Grady Way/Oakesdale, Avenue SW are signalized. There are stop signs on Monster Road SW at its intersections with Longacres Drive SW and with Oakesdale Avenue SW. b. Is site currently served by public transit? If not, what is the approximate distance to the nearest transit stop? The nearest transit stop is on Grady Way SW, approximately one- third mile south of the access road to the Administration Building. Routes 108, 109, 148, 153, 167, 169, 240, 247 and 340 travel along Grady Way. c. How many parking spaces would the completed project have? How many would the project eliminate? There will be no parking spaces associated with this project. d. Will the proposal require any new roads or streets, or improvements to existing roads or streets, not including driveways?
