LAW ENFORCEMENT OFFICERS & FIREFIGHTERS DISABILITY BOARD
REGULAR MEETING
MINUTES
July 26, 2022 – 9:00 a.m.

Eddins, and Carolyn Kraft
Not in Attendance: Ed Prince
CALL TO ORDER
Jim Phelan moved to call the meeting to order at 09:00 a.m.
APPROVAL OF MINUTES
James Matthew moved to approve the May 24, 2022 meeting minutes and Valerie
O’Halloran seconded. Motion approved.
OLD BUSINESS
None
NEW BUSINESS
The Governor’s proclamation prohibiting onsite public meetings was rescinded in June
2022. WA State legislature made amendments regarding virtual public meetings under
Engrossed Substitute House Bill 1329 (ESHB 1329). Renton City Council adopted a
resolution in response and Boards/Commissions are being asked to update their rules to
capture their virtual attendance preference via the following options :
1) Allow LEOFF 1 Board members full flexibility to attend meetings in-person or
telephonically/virtually as needed; OR
2) Limit the number of meetings a LEOFF 1 Board member can attend
telephonically/virtually; OR
3) Ban telephonic/virtual attendance for all LEOFF 1 Board members, except
for accommodation requests permitted by ESHB 1329.
Erika reviewed the options and stated HR will always have onsite location staffed.
Valerie O’Halloran moved to adopt option #1 for full flexibility to attend LEOFF 1 Board
meetings in-person or telephonically/virtually as needed. Russ Olson seconds. Motion
carried.
Erika will draft the wording to update the LEOFF 1 Board Rules pertaining to regular
meetings and provide at our next meeting for review, comment, and approval.
COMMENTS & ANNOUNCEMENTS
Erika Eddins informed the LEOFF 1 Board that HR recently learned of the passing of a
LEOFF 1 member (Claude Evans, retired Police) in November 2021.
