Dear Mr. and Mrs. Wilson:
Thank you for meeting with Kevin Louder and me on April 20, 2021, to discuss the code violations on
your properties and how to resolve them.
The following items were agreed upon at the meeting:
1. Within 30 days cargo containers will be removed.
2. Submit information for next 30 day clean up when site inspection is done to confirm cargo
container removal.
Other items that should be addresses are:
1. What construction equipment is for sale and will be removed?
2. Check with planning to determine what actions are needed to restore the wetland and stream
areas. Planningcustomerservivice @rentonwa.gov or 425-430-7294. (See enclosed map of
wetland and stream areas)
3. US Tractor and equipment's business license Is not approved at these locations as construction
equipment may not be stored in a residential zone.

This letter is for you from us: Edward C Wilson and Nhan P. Busselle
reassuring and guaranteeing that we will take care of the current issues sent to
you in a letter from City of Renton regarding Parcel 332305-9048.
City of Renton gave us more time to deal with the violation issues and we
guarantee to be responsible for fixing the violations.
As you know before the property was in your name that Ed's friend Kent used to
own it and Ed has always help him keep it clean and maintained way before it ever
was part of City of Renton jurisdiction. Ed Wilson is grandfathered in and the things
done before it ever was part of City of Renton jurisdiction is also grandfathered in.
For example many years ago on Parcel 332305-9048 when his friend Kent used to
live/own property Ed assisted Kent in building a pond which City of Renton is trying
to claim as a wetland area.
We are working with City of Renton Code officer Donna Locher on dealing with
their concerns.

Dear Business Owner:
The business license application for the subject business mentioned above has been
denied. The city's zoning code does not allow storing equipment in a residential zone
and the business owner must live at the home occupation address.
4. Qualification Standards:
a. Primary Residence: The property on which the business is located must be the
primary residence of the business owner.
b. Retail Sales and Storage: No retail sales shall be allowed, except for sales of products
made on the premises. Incidental supplies necessary for business operations may be
kept if not for sale. Products may be sold wholesale and stored for wholesale
distribution.
c. Parking: There shall be no expansion of parking, including the addition of on -site or
off -site parking spaces, to support the home occupation.
d. Employees: The home occupation shall not employ more than one nonresident of the
dwelling unit. An employee for these purposes means one individual, not a full-time
equivalent. In addition, home occupations may use professional services such as
accountants.

e. Mechanical/Electrical Equipment: There shall be no use of mechanical or electrical
equipment that would change the structure or create visible or audible interference in
radio or television receivers or cause fluctuations in line voltage outside the dwelling
unit.
f. Environmental Impacts: There shall be no noise, vibration, smoke, gas, dust, odor,
heat or glare produced by the business which would exceed that normally associated
with a dwelling.
g. Space: The business shall not occupy more than twenty five percent (25%) of the floor
space of the gross floor area of the residence, and in no event, more than five hundred
(500) square feet.
h. Outdoor Storage: The outdoor storage or display of materials, goods, products or
equipment is prohibited. Domestic animals or household pets kept as an accessory use
and utilized as a component of a home occupation are excluded from this provision.
i. Flammable Liquids: A permit must be obtained for storage, handling or use of Class I
flammable or combustible liquids on the premises.
j. Fire Extinguisher: A minimum rated 2-A 10 BC fire extinguisher is required on the
premises.
k. City Codes: The home occupation must meet all City codes and ordinances for type of
business being conducted.
I. Building Alterations: Any alterations to the building shall be conducted pursuant to the
issuance of a permit from the Community and Economic Development Department.
m. Accessory Structures: Existing garages with adequate access may be used for home
occupations; provided, that the property still complies with the parking requirements of
the zone. Other accessory structures, such as carports and tool sheds, shall not be used
for any activities associated with the business other than storage. Such storage shall be
completely enclosed and not be visible from outside the accessory structure. Accessory
structures providing shelter for domestic animals or household pets that are a
component of the home occupation are allowed.

n. Signage: There shall be no exterior or window signage, display, or advertising except
for one nonelectric and nonilluminated sign attached flush to the wall or window of the
building with the face of the sign in a plane parallel to the plane of the wall or window.
The allowed building sign may not be larger than two (2) square feet in area. The sign
material and appearance must be harmonious with the architecture of the home.
Pursuant to RMC 4-4-100136q, a permit is not required for the allowed building sign.

Per our telephone conversation today you have one month from the date of this letter
to re -locate your business to a commercial zone.

Dear Donna,
As of today Ed has sold several trailers, one equipment,
and one dump truck because business is slow. The yard
is cleaned up more, and he got rid of some old junk
containers. However the other containers have the
business inventory and supplies for work.
If you would like to come see the progress please
schedule sometime next week, my parents have doctor
appointments every day this week. This way it be easier
for them to be here when you come. Let me know
when next week you would like to meet at my parents
home to see what has been done and go over things
with them.
Ed my step -dad hope City of Renton will be easy on
him. He is 80 years old almost 81, and this is not
something he can do so quickly in trying to clean up and
organize. He moves slower these days and has health
issues, it takes him time to organize, seel, etc.
He has been here over 50 years and been doing his
business and having his things here and accumulated in
the past 50 years. He was running his business and
having his equipment and supplies the entire time when
his property was King County before and after it was
annexed to City of Renton.
Years ago Patrick and Darrell said he could keep his stuff
because he was grandfathered in or as the term called
Non- conforming use. City of Renton and its staff didn't
push Ed to get rid of all his things that he had because
he was told he was already here operating his business
before his place was annexed into City of Renton that
he could keep operating under the term non-
conforming use.

Dear Ms. Locher,
I haven't received an email back from you in regards to
my stepfather Ed Wilson had more time to sort things
out. I tried talking to him today and he wasn't feeling
well, most days he doesn't. My parents mentioned if
that they didn't agree with all the code violations they
can appeal? I need Ed to help talk to me on this to
articulate/write things down. How much more time
are you giving them? I would like to request 30 more
days on their behalf. I know that some things were
done but we need time to sort all out and to write
down the items for what he wants to appeal. But he
isn't feeling well for me to get all from him, he has a
hard time articulating what he wants me to do or write
for him.
I am hoping you will email me back so I know you are
getting my emails.

almost stroked... he has been here 50 plus years
and was given the understanding he is
