Thank you for the opportunity to provide comments on the StateEnvironmental Policy Act (SEPA) notice of application utilizing theoptional determination of non-significance (ODNS/NOA) process forthe Renton Retail Park project. Based on review of the checklistassociated with this project, the Department of Ecology (Ecology) hasthe following comments: Section B, Environmental Elements;Subsection 3, Water; Subsection b, Ground Water: Groundwater wasobserved as shallow as 4 feet below ground surface (bgs). Isdewatering anticipated during soil removal and construction? If yes,please add information and protocol of dewatering. Section B,Environmental Elements; Subsection 7, Environmental Health: Theproposed project is located immediately adjacent to Boeing Rentonfacility, which is a cleanup site with a cleanup site ID 820 and facilitysite ID 2097. In subsection 7 (a)(1), it indicates that "At one time, thepresence of vinyl chloride in groundwater and soil gas wasdocumented. Recently, additional soil, groundwater, and soil-gassampling was performed, which revealed no presence of VOC’s(including vinyl chloride) above Model Toxics Control Act (MTCA)screening levels." Due to the close proximity to the Boeing Rentonfacility, please provide contingency actions in the event if subsurfacework encounter soil and/or groundwater contamination. Thecontingency actions should include mitigation measures to addressthe following: • Hazardous waste operations worker training,health/safety plan, and site control requirements, per WAC 296-843. •Management of contaminated soil encountered during excavations,including sampling, containment, and disposal at a permitted facility.• Management of contaminated ground water, if encountered,including sampling, containment, and disposal at a permitted facility.Thank you for considering these comments from Ecology.
