Based on review of the checklist associated with this project, the Department of Ecology (Ecology) has the following comments: Section B, Environmental Elements; Subsection 3, Water; Subsection b, Ground Water: Groundwater was observed as shallow as 4 feet below ground surface (bgs). Is dewatering anticipated during soil removal and construction? If yes, please add information and protocol of dewatering. Section B, Environmental Elements; Subsection 7, Environmental Health: The proposed project is located immediately adjacent to Boeing Renton facility, which is a cleanup site with a cleanup site ID 820 and facility site ID 2097. In subsection 7 (a)(1), it indicates that "At one time, the presence of vinyl chloride in groundwater and soil gas was documented. Recently, additional soil, groundwater, and soil-gas sampling was performed, which revealed no presence of VOC’s (including vinyl chloride) above Model Toxics Control Act (MTCA) screening levels." Due to the close proximity to the Boeing Renton facility, please provide contingency actions in the event if subsurface work encounter soil and/or groundwater contamination. The contingency actions should include mitigation measures to address the following: Clark Close August 31, 2022 Page 2  Hazardous waste operations worker training, health/safety plan, and site control requirements, per WAC 296-843.  Management of contaminated soil encountered during excavations, including sampling, containment, and disposal at a permitted facility.  Management of contaminated ground water, if encountered, including sampling, containment, and disposal at a permitted facility. Thank you for considering these comments from Ecology. If you have any questions or would like to respond to these comments, please contact Jing Song from the Toxics Cleanup Program at (425) 229-2565 or by email at jing.song@ecy.wa.gov.
