HomeMy WebLinkAboutC_On_Hold_Letter_220906_v1 September 6, 2022 Jenelle Taflin Navix Engineering 11235 SE 6th St, Suite 150 Bellevue, WA 98004 SUBJECT: "On Hold" Notice Renton Retail Park / LUA22-000291, SA-A, ECF Dear Ms. Taflin: The Planning Division of the City of Renton accepted the above master application for review on August 17, 2022. During our review, staff has determined that additional information is necessary in order to proceed further. The following information will need to be submitted before December 6, 2022 so that we may continue the review of the above subject application:  A Traffic Impact Analysis (TIA), prepared by Transpo Group (dated July 2022), was submitted with the land use application. The following comments represent additional information or corrections that are required to be made to the TIA: o The TIA analysis assumes the installation of a 114-unit hotel. However, the hotel was not included in the proposed site plan. Given that the LOS impact does not result in further mitigation, the hotel can remain. Please note that future development of the hotel area would likely require a separate TIA. o Figure 8, Future (2031) With-Project Weekday Peak Hour Traffic Volumes, appears to show that the “out trips” from the new site entrance can be made by turning left or right from the site. However, the site plan shows a right-in/right-out site access entrance on Park Ave N. The City’s preferred entrance configuration would be to facilitate both right hand and left hand turning movements into the site and to restrict exiting trips to a right out only configuration. To facilitate a left hand turning movements, from northbound Park Ave N to the site access, a portion of the existing center median would need to be removed. Evaluate the queuing to determine the length of center median to be removed in Park Ave N. In addition, evaluate the potential queuing for northbound left hand turns from Park Ave N onto N 8th St. Update the TIA and the site plan review submittal package to reflect the traffic pattern necessitated by these updates. o The trip distribution and assignment maps (Figures 6 and 7) and the trip generation/volumes (Table 4) do not match. Update the traffic distribution maps accordingly. o The trip generation estimate, Table 4, shows 222 exiting AM peak hour trips for the hotel. This appears to be a typo, reconcile as needed. Jenelle Taflin Page 2 of 3 September 6, 2022 o The TIA indicates that signal timing used in Syncro 11 is consistent with the Southport West TIA. Provide verification that the signal timing used is consistent with the current signal timing and that a modification to the timing sequence is not required. o The Trip Distribution and Assignment section indicates that that trips associated with the adjacent Topgolf development were reassigned locally to include access via Park Ave N. Provide an assessment defining how the volume of trips associated with Topgolf were derived. Table 5 appears to show a decrease in overall trips due to the Topgolf project which appears conflicting with prior statements for how trips were re-assigned.  The proposed plan depicts installation of a fire hydrant connected to the existing onsite water main. In lieu of an elongated hydrant run, extend the onsite 12-inch water main (308 pressure zone) to the east and connect it to the 16-inch water main (196 pressure zone) with a 3-valve cluster such that the 12-inch valve on the 308 pressure zone is closed. Public water mains on private property require a 15-foot public easement centered over the pipe and buildings must be set back a minimum of 10 feet (10’) from the water main. Submit updated civil construction drawings accordingly.  Installation of a fire sprinkler stub a with a detector double check valve assembly (DDCVA) is required for backflow prevention to the building. The sizing of the fire sprinkler stub and related piping shall be done by a registered fire sprinkler designer/contractor. The DDCVA shall be installed on the private property in an outside underground vault per City Standard Plan 360.2. The DDCVA may be installed inside the building if it meets the conditions per City Standard Plan 360.5 for the installation of a DDCVA inside a building. The location of the DDCVA inside the building must be pre-approved by the City Plan Reviewer and Water Utility. The proposal does not indicate installation of a fire service. Fire service to the building shall be depicted on the utility plans. If the DDCVA is proposed to be installed internal to the building an architectural plan shall be included with the civil construction plans such that the City can verify the location of the DDCVA. Submit updated civil construction drawings accordingly.  The location and number of hydrants is determined by the RRFA based on the final fire flow demand and final site plan. A minimum of two fire hydrants are required. One within 150-feet and one within 300-feet of the building. One hydrant is required within 50 feet of the building’s fire sprinkler system fire department connection (FDC). Verify proposed fire hydrant locations are within 50 feet of the FDC and comply with RRFA requirements for spacing and building proximity. The proposal does not indicate location of an FDC on the building. Please show the proposed location of each FDC on the utility plans and submit updated civil construction drawings accordingly.  The preliminary Technical Information Report (TIR) refers to the TIR approved as part of the phase 1 construction under civil construction permit C20000631 in multiple areas. The previously approved TIR was designed in accordance with the 2017 RSWDM. However, the 2022 RSWDM is current and must be followed. Additional confirmation and analysis must be included in the proposed projects TIR to indicate that the 2017 RSWDM is consistent with the 2022 RSWDM. Provide an updated TIR accordingly.  On August 31, 2022, the Department of Ecology provided agency comments and concerns regarding the proposed project. Please provide a response to the comments prepared by Kelli Sheldon the department’s ERTS & SEPA Coordinator. A copy of DOE’s letter was provided via email on August 31, 2022.
