Required Permits ....................................................................................................... 1 1.0 SHORELINE NARRATIVE The City of Renton (City) Parks Planning & Natural Resources Department proposes a project at the Renton Senior Activity Center fitness area, which is located at 211 Burnett Avenue N, Renton, King County, Washington 98057. The project area is within the Township 23N, Range 5E, Section 18 and is just northeast of the Cedar River. The project includes the removal of existing synthetic turf comprising the bocce court area. The gravel underlaying the bocce court area will be lowered several inches and rubberized surfacing will be poured in place to bring the rubberized surface level with the existing surrounding surface. A corn hole court, ping pong table, pour-in-place checkerboard, and exercise equipment including a cardio stepper, health hand beat cycler, balance steps, assisted row/push up, and stretch equipment will be added to the new rubberized surface area. Additional proposed improvements include the removal and replacement of existing shrubs, new concrete pads for benches, and the replacement of existing benches. The purpose of this project narrative is to meet the requirements set forth under Renton Municipal Code 4-8-120C (Submittal Requirements – Specific to Application Type: Land Use Applications). All permits required for this project are listed below in Table 1. Table 1. Required Permits Permit Agency Shoreline Substantial Development Permit City of Renton 1.1 PROPOSED ACTION The purpose of the project is to improve a bocce court for senior citizens at the Renton Senior Activity Center (Sheet 1). The bocce court is located along Cedar River in Renton, Washington. Proposed improvements include the removal and replacement of existing shrubs, replacement of existing benches and concrete pads for benches, the addition of a corn hole court and metal tennis table, pour-in-place rubberized surfacing, a pour-in-place checkerboard, and improvements to make the court flush with existing concrete pavement. The existing synthetic turf will be removed and the gravel underlaying the bocce court area will be lowered several inches. Rubberized surfacing will be poured in place to bring the bocce court area level with the existing surrounding surface. The existing concrete pads that support benches will be broken up to remove the existing benches. New concrete will be poured within the same area and new benches will be positioned within the replaced concrete pads. 1.2 DURATION OF ACTIVITIES Construction for the proposed action would begin November 01, 2022 and will be completed by December 31, 2022. 1.3 ADDITIONAL SITE INFORMATION The purpose of this section is to provide the remaining project narrative information listed in the City of Renton’s Submittal Requirements – Shoreline Substantial Development Permit (City of Renton 2022). 1.3.1 Zoning Designation The City of Renton Maps list the current zoning designation for the project site as Residential High Density or Residential 10 DU/Acre. 1.3.2 Current Use The project area is currently used by the Renton Senior Activity Center as a bocce court for senior citizens. 1.3.3 Special Site Features There are no special site features, such as wetlands, water bodies, and steep slopes, within the project area. A portion of the project lies within the 100-year floodplain of the Cedar River. No work will occur within the regulatory floodway. The only work that will occur within the floodway is the installation of two benches on concrete pads. The concrete pads will be installed to match the existing grade and will not reduce the storage volume within the floodplain. No compensatory storage will be required. 1.3.4 Soil Type and Drainage Conditions The Natural Resources Conservations Service Web Soil Survey mapper lists the soils in the project area as Type UR – Urban land. Topography slopes towards Cedar River and drainage at the project site goes directly to the river. No pollution-generating surfaces are located within the project area. 1.3.5 Project Cost The approximate construction cost and fair market value of the proposed project is $50,000.00. 1.3.6 Fill and Excavation Excavation for this proposal will be of minimal depth and within a small footprint (2,567 square feet). Excavation will take place within an existing developed footprint. The existing synthetic turf will be removed and the gravel underlaying the bocce court area will be lowered several inches. Rubberized surfacing will be poured in place to bring the bocce court area level with the existing surrounding surface. Poured-in-place rubberized surfacing will be placed in an approximately 2,560- square-foot area. Two new benches will have a 12-square-foot concrete pad. 1.3.7 Trees No trees will be removed as a result of the proposed project. 1.3.8 Adjacent Water Area and Nature of Existing Shoreline Cedar River is adjacent to the project area. The shoreline is a low bank and consists of sand, gravel, and rocks with no bulkheading.
