ORDINANCE NO. 4843
AN ORDINANCE OF THE CITY OF RENTON, WASHINGTON,
AMENDING SECTIONS 4-4-100.B AND H OF CHAPTER 4, PROPERTY
DEVELOPMENT STANDARDS, OF TITLE 4 (DEVELOPMENT
REGULATIONS), OF ORDINANCE NO. 4260 ENTITLED "CODE OF
GENERAL ORDINANCES OF THE CITY OF RENTON,
WASHINGTON" BY AMENDING DOWNTOWN IDENTIFICATION
SIGN REGULATIONS.
THE CITY COUNCIL OF THE CITY OF RENTON, WASHINGTON, DO ORDAIN
AS FOLLOWS:
SECTION I. Section 4-4-100.B.6.d of Chapter 4, Property Development Standards, of
Title 4 (Development Regulations), of Ordinance No. 4260 entitled "Code of General
Ordinances of the City of Renton, Washington" is hereby amended to read as follows:
d. Construction Signs:
i. Construction Advertising: One temporary sign per street frontage, not exceeding
32 square feet in area on one face, denoting the architect, engineer, contractor, financier,
developer and/or future site occupant or tenant when placed on the site of new construction
and/or building or site renovation.
ii. Temporary Replacement Signage: Existing uses which have removed permanent
signage during a construction project may install temporary banners and/or rigid portable signs
in lieu of permanent signage. Only one barrier or rigid portable sign shall be allowed per street
frontage. Wall-hung and wall-pole strung banners shall not exceed 100 square feet in size, pole-
hung banners shall not exceed 20 square feet in size and rigid portable signs shall not exceed 32
square feet in size. The above temporary signage may only be displayed in conjunction with a

valid building or construction permit. Temporary replacement signs shall be removed at, or prior
to,the finalization of the building permit.
SECTION II. Sections 4-4-100.H.4, 5a, 5b, 5c and 5h of Chapter 4, Property
Development Standards, of Title 4 (Development Regulations), of Ordinance No. 4260 entitled
"Code of General Ordinances General Ordinances of the City of Renton, Washington" are
hereby amended as shown on Attachment A which is hereby incorporated.
SECTION III. Section 4-4-100.H.6.b.ii of Chapter 4, Property Development Standards,
of Title 4 (Development Regulations), of Ordinance No. 4260 entitled "Code of General
Ordinances General Ordinances of the City of Renton, Washington" is hereby amended to read
as follows:
ii. Properties with frontage on Rainier Avenue S.; or.
SECTION IV. Section 4-4-100.H.6.b of Chapter 4, Property Development Standards, of
Title 4 (Development Regulations), of Ordinance No. 4260 entitled "Code of General
Ordinances General Ordinances of the City of Renton, Washington" is hereby amended by
adding subsection iii which reads as follows:
iii. Buildings exceeding 40 feet in height.
SECTION V. This ordinance will be effective upon its passage, approval and 30 days
after publication.

Appeals of the environmental determination must be filed in writing on or before 5:00 PM, May 1, 2000.

City of Renton, 1055 South Grady Way, Renton, WA 98055. Appeals to the Examiner are governed by

Committee arrived at this recommendation after gathering a great deal of
information regarding this issue. In addition to perusing detailed accounts of the
pros and cons of rolled curbs, she also queried residents as to their opinions and
personally viewed some areas which have rolled curbs. Ms. Keolker-Wheeler
reported that in the Stonegate area,which has rolled curbs, she witnessed
numerous cars parked on the sidewalk for no apparent reason,given the rather
wide residential streets in this neighborhood.
Councilman Clawson concurred that most residents seem to prefer standard
vertical curbs. Mayor Tanner added that the sections of rolled curbs which are
used as driveways are prone to more cracks and deterioration than standard
curbs.

Planning: Auto Mall Planning&Development Committee Chair Keolker-Wheeler presented a report
Improvement Plan, 2000 recommending that Council adopt the proposed Code amendments updating the

Procedures of Right-of-Way Vacations,to reflect the latest changes to

Finance Committee Finance Committee Chair Parker presented a report recommending approval of

Committee request from the Municipal Arts Commission to establish a 20%commission on

OLD BUSINESS Planning &Development Committee Chair Keolker-Wheeler presented a report
1793 Planning& Development regarding the proposed Downtown Identification Sign Revisions,which were

Economic Development Administrator Sue Carlson referred to a memo she had
written to address questions raised by Council at the May 1st public hearing on

as an example, she showed how, under the current regulations,the wall sign
could be mounted no higher than the second story of the building. The proposal
is to allow the sign to be situated near the top of the building, above the sixth-
floor windows. Also,the building could have one wall sign per facade.
Responding to Councilman Parker, Ms. Carlson said the building also would be
allowed to have one monument(i.e., ground) sign per street frontage. These
would be limited to 150 square feet per sign side.

,0� PUBLIC HEARING This being the date set and proper notices having been posted and published in
Planning: Downtown accordance with local and State laws, Mayor Tanner opened the public hearing
Identification Sign Code to consider an amendment to the Sign Code to exempt taller buildings with
Revisions freeway orientation from the more restrictive sign regulations applicable in the
Downtown Core.
Rob Jenkins, Senior Planner, explained that the current sign regulations for the
Downtown Core, which is essentially comprised of low-rise buildings, were
written to allow signs scaled for pedestrians and slow-moving automobiles. The
proposed amendments consider that mid-and high-rise office buildings have
different signage needs and a different aesthetic impact than small-scale,
pedestrian-oriented retail buildings. The changes would allow buildings in the
Downtown Core with heights of 40 feet or greater(four or more stories)to have
freestanding and ground signs of up to 300 square feet per face. These taller
buildings would also be able to have wall signs up to a maximum of 20%of the
façade wall.
Explaining that these changes would simply apply the same city-wide standards
to all mid-and high-rise non-residential buildings, Mr. Jenkins emphasized that

all other Downtown Core standards for signs will remain the same, and the
prohibition on roof signs will not be lifted.
Another change would address temporary signage for businesses which must
remove their permanent signage because of remodeling or construction activities.
The temporary sign regulations would target promotion periods and be limited in
the length of time they can be used. Banners of a specific size and number would
be allowed,but only for the period of the valid building permit.
Responding to Council inquiry, Mr. Jenkins said the current restrictions limiting
buildings to one sign per frontage(whether wall, freestanding or ground)would
remain. He concluded that because the amendments will apply only to taller
buildings,the pedestrian-oriented signage character of the Downtown Core will
not change.
Councilmember Nelson asked why these changes are being proposed at this time.
Noting that the maximum allowable building height in the downtown is 95 feet,
Economic Development Administrator Sue Carlson said the City may receive a
proposal to build a 100,000 square foot office building(seven stories)at 2nd and
Main. Such a building would benefit by these amendments because it could
have signage similar, for example,to Renton's City Hall signage. Ms. Carlson
added that the new signs could be lit,but they would not be allowed to have •
moving characters. She concluded that a proposed wall sign for the 200 Mill '
Ave. building is 110 square feet.
In response to Councilman Parker,Mr. Jenkins said under the proposal, a taller
building could have a wall sign up to 20%of the building façade. He reiterated
that current City Code restricts a building to one sign per façade,whether this be'
a wall sign or a freestanding or ground sign. Councilman Persson felt that if it is
done tastefully, a building should be allowed to have one wall sign up high, and ,
another pedestrian-oriented sign on the ground level, even though both are
displayed on the same frontage.
Councilmembers expressed the desire that the regulations be clear to alleviate
confusion or misconceptions. Councilmember Nelson suggested that staff submit
a visual graphic showing the difference between the type of sign which is
currently allowd, and the kind that would be permitted under the proposed
changes.
Councilman Corman did not want to accidentally restrict the signage currently
allowed at the pedestrian street level. He was concerned that buildings not be
unmarked at the street level because a large wall sign was installed high up on the
facade. Mr. Jenkins replied that the Code will continue to allow secondary signs,
which include projecting,marquee,traditional marquee, awning or canopy signs,
in addition to the new larger signs.
Councilman Schlitzer wondered if the new signs should be restricted to buildings
of six or seven stories high.
Mayor Tanner said the Administration has a few questions on this proposal to
which it will seek answers from the City Attorney in the coming week.

ISSUE:
The main issue is whether to allow mid- and high rise, i.e., 40 feet and higher, non-residential
buildings, located in the City Center Sign Regulation Area, to have the same signage options as other
tall non-residential buildings in other commercial zones. The signage flexibility will allow for
identification of the buildings from greater distances, including but not limited to I-405. A secondary
issue is whether to allow wall-hung, pole-wall strung and pole-hung banners to be used in lieu of
permanent signage that has been removed due to an ongoing construction project.
RECOMMENDATION:
Staff recommends that the sign regulations be amended to treat large buildings in the City Center Sign
Regulation Area in a similar fashion as other large commercial structures in the city and that a
provision be made to allow use of temporary banners during construction or remodeling periods.
BACKGROUND SUMMARY:
Downtown Mid-/High-Rise Building Signage
The current sign regulations for the City Center Sign Regulation Area were written to encourage
smaller, more pedestrian scale signage in a low rise historic downtown core. As such, the square
footage of signage and the allowable height of signage is scaled for the pedestrian or slow moving
automobile, rather than the faster automobile speeds of commercial arterials.
Attachment A, Selected Sign Standard Revisions, provides a comparison between existing City Center
Sign Regulation Area signage allowances and the proposed regulations for mid- and high-rise non-
residential buildings. The amendments will allow 300 square foot/face for freestanding and ground
signs for buildings 40 feet of greater in height, rather than the current maximum of 25 square feet/face.
The amendments will allow wall signs, on buildings 40 feet or greater in height, up to a maximum of
20% of the façade wall, rather than the current maximum of 25 square feet/sign. The amendments

would fold the 100 square foot multi-occupancy building or multiple building complex wall sign
requirement into the general wall sign requirement for buildings 40 feet.or taller.
The proposed amendments to RMC 4-4-100H4b., H5c., H5h., and H6b. are designed to address the
fact that mid- and high rise office buildings have different signage needs and a different aesthetic impact
than small scale, pedestrian-oriented retail buildings. The proposed standards would allow buildings
with heights of 40 feet or greater, i.e., 4 stories, to opt out of the City Center standards for
freestanding, ground and wall signs— similar to how businesses along Rainier Avenue are treated now.
These standards will not adversely impact the pedestrian signage character of the historic downtown
core but will allow for larger business or complex identification signs to be placed on taller buildings
and to allow for freestanding and ground signs that are of a size more appropriate to the type and
number of businesses within the structures and the need to be visible by car as well as foot. The City
Center standards for projecting, marquee, traditional marquee, awning, canopy, under
marquee/canopy/awning and secondary wall and awning signs will not change, nor will the prohibition
on roof signs be lifted.
For more detailed comparison between existing and proposed standards, please refer to Attachment B,
Proposed Downtown Identification Sign Revisions.
Temporary Construction Period Signage
The current sign regulations do not address how to deal with businesses which need to remove their
permanent signage because of construction or remodeling_activities but need to have temporary signage
in the interim. The current temporary sign regulations, and the revisions currently being drafted by
staff, do not address this specific issue. The temporary sign regulations are intended to be used to
target promotion periods and are limited in the length of time they can be placed on a site. The
proposed language, RMC 4-4-100B6r., will allow use of banners, i.e., wall-hung, pole-wall strung, and
pole-hung banners, of a size allowed by the specific use or zone and only for the period of the valid
building permit.
Housekeeping
Section RMC 4-4-100H4b, dealing with multi-occupancy buildings and multiple building complexes,
exceeding 50,000.square feet, along Rainier Avenue is being amended to refer to correct cross
references elsewhere in the Sign Regulations and to clarify that such structures are not allowed to utilize
the projecting or roof sign regulations of the general commercial standards.
STAFF RECOMMENDATION:
Staff recommends the following changes to RMC Section 4-4-100 to address the discrepancies in how
mid- and high-rise buildings are treated in different areas of the city and to address use of temporary
banners during construction and remodeling activities:
1. Section 4-4-100H4b. is revised to allow non-residential buildings, 40 feet or greater in height,
to utilize the city-wide commercial standards for freestanding, ground and wall signage rather
than the more restrictive Category A signage requirements of the City Center Sign Regulations
and associated clarifying reference language dealing with Rainier Avenue multi-occupancy
building/multiple building complexes;

2. Section 4-4-100H4b. is revised to allow multi-occupancy building/multiple building complex
wall signs to be located on the same building façade as Category A and B signs, if the building
is 40 feet.or greater in height and the base of the sign is located at least 25 feet from grade;
3. Section 4-4100H5c. is revised to allow buildings 40 feet or greater in height to utilize the 20%
of wall standard used elsewhere in the city, rather than the 1.5 sq. ft. of façade length/100 sq.
ft. maximum requirement for wall signs in the City Center;
4. Section 4-4-100H5h. is revised to:
• allow multi-occupancy/multiple building complex signs to utilize the 20% of wall standard
used elsewhere in the city, rather than the 100 sq.. ft. maximum requirement for multi-
occupancy/multiple building complex signs in the City Center;
• allow multi-occupancy/multiple building complex signs on 40 foot or taller buildings to be
placed anywhere on the façade wall; and
• allow multi-occupancy building/multiple building complex signs to be located on the same
building facade as Category A and B signs, if the building is 40 feet or greater in height;
5. Section 4-4-100H6b. is revised to exempt signs located on the facades of buildings 40 feet or
greater in height, where the base of the sign is located at least 25 feet from grade, from the
letter size requirements for wall and multi-occupancy building/multiple building complex signs;
and
6. Section 4-4-100B6r. is added to allow wall-hung, pole-wall strung and pole-hung banners to be
used in lieu of permanent signage that has been removed due to an ongoing construction
project.
CONCLUSION:
Staff feels that the recommended changes to the City Center Sign Regulation Area standards will more
appropriately meet the needs of large scale non-residential uses in the city center without adversely
impacting the pedestrian orientation of the downtown core. Staff feels that the recommended changes
to the exemption section will provide clarity for both business and enforcement staff in how to permit
signage during construction and/or remodeling periods. The housekeeping changes will make it clear
as to what is the intent of current code language dealing with businesses along Rainier Avenue in the
City Center Sign Regulation area.

Proposal Summary
March 20,2000
The proposal allows mid- and high-rise buildings, i.e., 40 feet or higher, in the City Center Sign
Regulation Area to utilize the'same freestanding, ground, and wall sign standards as allowed for
non-residential uses elsewhere in the city. The changes are as follows:
1. Section 4-4-100H4b. is revised to allow non-residential buildings, 40 feet or greater in
height, to utilize the city-wide commercial standards for freestanding, ground and wall
signage rather than the more restrictive Category A signage requirements of the City
Center Sign Regulations and associated clarifying reference language dealing with
Rainier Avenue multi-occupancy building/multiple building complexes;
2. Section 4-4-100H4b. is revised to allow multi-occupancy building/multiple building
complex wall signs to be located on the same building façade as Category A and B signs,
if the building is 40 feet or greater in height and the base of the sign is located at least 25
feet from grade;
3. Section 4-4100H5c. is revised to allow buildings 40 feet or greater in height to utilize the
20% of wall standard used elsewhere in the city, rather than the 1.5 sq. ft. of façade
length/100 sq. ft. maximum requirement for wall signs in the City Center;
4. Section 4-4-100H5h. is revised to:
• allow multi-occupancy/multiple building complex signs to utilize the 20%of wall
standard used elsewhere in the city,rather than the 100 sq.. ft. maximum requirement
for multi-occupancy/multiple building complex signs in the City Center;
• allow multi-occupancy/multiple building complex signs on 40 foot or taller buildings
to be placed anywhere on the façade wall; and
• allow multi-occupancy building/multiple building complex signs to be located on the
same building façade as Category A and B signs, if the building is 40 feet or greater
in height;
5. Section 4-4-100H6b. is revised to exempt signs located on the façades of buildings 40

traditional marquee, or secondary sign
by more than twenty-five percent (25%);
and
iv. The modification will not increase
the allowed height or area of any
freestanding or ground sign; and
iv. The modification does not create a
public safety hazard.
