POWER GENERAL NOTES - COMMERICAL PROJECT
1.All materials to be installed in accordance with Puget Sound Energy's (PSE) standards. Any deviation from this work
sketch must be AUTHORIZED by PSE's Project Manager and NOTED on the Foremans' Copy.
2.All switching arrangements and/or outage arrangements are to be made with the Project Manager at least three (3)
working days in advance.
3.Contact the Utilities Underground Location Center (1-800-424-5555) at least 48 hours prior to commencing work to get the
underground facilities located.
4.STAKING: The customer will provide all staking (transformer, handhole, trench, grade, lot, pole, sidewalk, etc.). See
sketch and details for locations. Equipment locations must be approved by the Project Manager.
5.SITE PREPARATION: The work area will be at or near finished grade, clear of trench spoils or construction materials
which would restrict construction and/or equipment access, before work can begin.
6.Roads shall be paved or have a compacted , crushed rock base in place.
7.CLEARANCES: Transformers require a minimum of 6 feet from fire fighting equipment, 10 feet from combustible walls,
overhangs, doors, and windows, and a minimum of 5 feet from the back of curb (or guard posts will be required per PSE
standards). All conduits and vaults are to be at least 5 feet away from water, storm and sewer lines when paralleling them
in the right of way, and at least 1 foot when crossing them.
8.All work is to be done in accordance with local municipal and county permit requirements as applicable.
9.Customer/Developer is responsible to provide, install and maintain all secondary service cables, conduits and crossings
from the individual unit's meter base to the designated connection point.
10.Inclement weather conditions may cause delays in construction times and dates.
11.EXCAVATION: The customer is to provide all trenching, backfill, vault excavations, compaction and restoration per this
sketch and per PSE standards. A minimum protective cover of 36" is required over PSE's primary voltage equipment and
24" is required of PSE's secondary voltage equipment. The customer will provide any and all shoring or they will side

DEVELOPER TO PROVIDE ALL CIVIL WORK: TO AND INCLUDING
EXCAVATION, BACKFILL, SHORING, TRENCH MAINTENANCE,
SANDING FOR DUCT, SELECT 5/8" CRUSH FOR UNDER VAULTS,
COMPACTION, ALL HARD SURFACE RESTORATION AND RELATED
LANDSCAPING RESTORATION. DEVELOPER TO PROVIDE
TEMPORARY EXCAVATION PLATING (IF REQUIRED).
ALL CROSSING TO BE DONE PARALLEL OR PERPENDICULAR TO
ROAD. STRAIGHT CROSSING ONLY.
1. GENERAL
Pre-construction Notify appropriate City or
County 48 to 72 hours or as required by
permitting agency before starting work on
any right-of-way involving a permit.
Follow all requirements as outlined by the
permitting agency.
Locate and mark all underground utilities
prior to start of construction. If there is a
conflict with the intended trench route as
shown on the site plan and existing
utilities or obstructions, trench route may
need to be moved to opposite side of
street. Cooperation with Quality Inspector,
Puget Sound Energy Contractor, City or
County authorities during Pre-construction
meeting will determine the final trench
route.
2. Existing Utilities
Hand excavate (pothole) all marked utility
crossings to verify exact location and
depth at point of crossing. Protect
underground utilities during excavation.
Use hand excavation methods if necessary
to avoid damage. Fabricate and install
adequate temporary structures to support
and protect underground utilities while
exposed during construction.
Maintain 12" minimum clearance at
crossings between existing utilities and
new duct installations. Transition trench
or tunnel profile gradually as required at
crossings. Maintain 24" minimum
separation between new trench or tunnel
and parallel existing utilities or as required
by the PERMIT AGENCY .
In the event of damage to an underground
utility, notify Puget Sound Energy at once.
Contractor agrees to make work force and
resources available at once to Puget
Sound Energy or municipal authorities to
repair damage at no cost.
3. Work Drawings
Maintain on site, in good condition, a
complete file of all work drawings. These
drawings shall be available at all times to
a Puget Sound Energy representative.
Corrections and changes made during the
job shall be recorded continuously on
these drawings. All underground
electrical facilities shall have a minimum
of 36 inches of cover. Any change must
be approved by the PSE engineer or
project manager. Furnish Puget Sound
Energy a complete set of as built prints
(foreman's copies) at the end of the job.
4. Safety
Provide signs, barricades, and traffic
control in conformance with local
jurisdictions and regulations. Provide
flagging and or other vehicle traffic control
as needed in conformance with local
regulations. (see SPM # 100.4000) Provide
adequate signage and protection to traffic
during non-working hours. Maintain
traffic flow as required by permitting
agency. Provide signs and barricades to
warn pedestrians, motorcycles and
bicycles.
Install warning barricades at least every 50
feet along the trench route from the time
the trench is opened until the trenching is
complete.
5. Existing Systems
Maintain existing electrical system in service
until new system is complete, tested, and
ready for service. Disable existing system
only to make cutovers and connections as
directed by Puget Sound Energy's
representative.
ELECTRICAL
1. Conduit
Conduit for installation in unpaved areas shall be 2", 3", 4", or 6" PVC SCHL 80 or 2", 3", 4", or 6"
SCHL 80 for direct burial. Maintain 36" minimum cover above top conduit at all times or as
required by the permitting agency.
Where conduit is routed from road edge to vault location, maintain 36" minimum cover above top
conduit at all times or as required by the permitting agency. Bends shall be made with as long a
radius as possible (48" minimum). Avoid making sharp bends or kinks in conduit during
installation. Obtain exact location of conduit entrance into vault from Puget Sound Energy before
penetrating vault. Penetrate the vault using existing knockout or use core drilled holes. Stub the
4" or 6" PVC 2"-3" into vault interior and grout between the conduit and vault wall. Leave a 10'
minimum of extra pull rope in each end of installed conduit where 4" or 6" PVC is installed and
cap conduit to prevent the entry of dirt and moisture.
Arrange work so conduit plays directly off reel into trench. Place the conduit in the trench as
straight as possible. Avoid vertical and horizontal "snaking" of the conduit. Multiple conduit runs
may be stacked vertically. Where conduit must be pulled through a trench to allow a crossing
under an existing utility, cap conduit end before pulling to avoid contamination. If a kink occurs,
cut the conduit ahead of kink and splice to new conduit to continue run.
2. Underground Primary Cable
Primary cable shall be 1/O Alum Sol Jacketed Cable rated for 15 KV service with a polyethylene
jacket. Primary cable shall be 61 strand 750 MCM aluminum conductor rated for 15 KV service
with a copper tape neutral conductor and polyethylene jacket. A 4/0 copper neutral shall be run
with each 3 phase circuit of 750 MCM.
Install cable into existing or new conduit systems using approved installation equipment.
Approved equipment includes either cable pullers and/or cable pushers. Pulling socks shall be
non-conductive or similar material. Steel pulling socks are prohibited. Bare steel cable shall not
be used to pull cable. Cable pulling equipment (winches, hoist, driven reels, etc.) shall be
equipped with instrumentation to continually monitor and record peak tension encountered during
a pull. Before installing cable, obtain rated pulling tension for cable from Puget Sound Energy.
Do not exceed rating at any time during installation. Notify Puget Sound Energy immediately if
pulling tension equals or exceeds rating (828/1657lbs for 1/0 or 5000lbs for 750 .) Do not exceed
minimum bend radius of cable or impose kinks or sharp bends on cable during pulling operations.
Install cable directly off reel without dragging it on the ground. Apply Puget Sound Energy
approved lubricant to cable continually during pulling to reduce pulling tension and to permit future
removal.
Install adequate amounts of 3/4 " plywood on existing sidewalk areas to support pulling equipment
and prevent un-necessary damage to sidewalks.
Train and coil cables in vaults as required to form a smooth transition from conduit to termination.
if terminations are to be performed by others, coil 15' of cable in vault and cap end.
3. Terminations and Splices
Install approved terminations on cables in accordance with Puget Sound Energy SPM 2247.5115-
5119. Unless otherwise directed, approved terminations will be load break elbows in vaults and
cold shrink pin terminals on pole risers per Puget Sound Energy SPM 2247.9317.
Splice cable with approved splice kits in vaults, hand holes or similar enclosures. Do not splice
cables in runs between vaults. See Puget Sound Energy SPM 2233.2075-2076.
4. Concrete Vaults
Excavate, install base material, and compact base material in accordance with Puget
Sound Energy SPM 6775.0040.
Install and seal precast sections in accordance with Puget Sound Energy SPM 6775.0040. Use
precast neck and shaft sections to bring manhole entrance to proper elevation. Install manholes
plumb. Set the top of each manhole to finished elevation or no higher than 6" above existing road
elevation. Install hillholders as required on sketch or by construction notes.
5. Grounding
Install ground rod per Puget Sound Energy SPM 6275.6100 at each vault in which primary cable
is terminated. Locate rod in trench excavation wherever possible to obtain maximum driven depth
in undisturbed soil. Connect each ground individually to ground loop inside vault with bare no. 2
copper jumper or to Concentric neutral at each splice vault location. Minimum grounding
requirement is 4 grounds per mile.
6. Existing Underground Primary Cable (if applicable)
Abandon existing primary cable in place. Cut off old cable ends inside vault flush with wall.
Before cutting, pigtail concentric neutral strands and connect to ground loop inside vault. Return
scrap cable and existing cable tags to Puget Sound Energy. Remove or fill existing vaults as
required by permitting agency.
7. Traffic Control
All traffic control to comply with current specifications in M.U.T.C.D.
Provide temporary wiring and connections
to maintain existing systems in service
during construction; if a scheduled outage
is not possible. When work must be
performed on energized equipment or
circuits, use qualified personnel for such
operations.
EARTHWORK
See Puget Sound Energy SPM 6800.4050
1. Back hoe, Hand Dug Excavations
Paved Surfaces
Cut the edges of the trench prior to
digging. Use the narrowest bucket
practical or plow off the edge of paved
surface far enough to minimize asphalt
disturbance. Repair any blow out areas
(where edge has been broken) by
sawing. The depth of the trench shall be
enough to allow 36" of cover . Backfill
material shall be Controlled Density Fill
(CDF) cover or select fill (5/8" minus) to
meet permit requirements.
Unpaved Surfaces
Conduit/cable trenches are to be
excavated just off the existing road edge
or in the shoulder of the road behind the
existing ditch line. Contractor shall use
a back hoe with the narrowest width
bucket practical or plow. Trench shall
be deep enough to allow a minimum of
36" of cover over the top most cable. All
ditch crossings shall have a minimum of
36" cover from the lowest point within
the existing ditch line.
Culverts; when installing facilities under
a culvert, excavation must be filled with
packed crush rock. If any culvert is
damaged it will be repaired or replaced
in accordance with permitting agency
and contractors responsibility.
Spoils shall be removed quickly to
minimize blocking of traffic. All spoils
and wastes become the property of the
contractor immediately upon removal.
Remove spoils and wastes promptly to
an approved disposal site. Remove
spoils containing asphalt or concrete to
a disposal site specifically approved for
such materials. Provide Puget Sound
Energy with a disposal receipt for all
spoils.
2. Backfill
Unpaved Road Surfaces
Backfill for unpaved road crossings
shall consist of 1-1/2" to 2-1/2" material
compacted to 95% density. Backfill for
unpaved road sections shall consist of
native material compacted to 95%
density.
At the end of each workday, backfill or
plate all trench, remove all spoils and
clean roadway surface of large
hazardous debris.
3. Surface Restoration
Unpaved Surfaces
Restore ground surface to original
contour. Restore to original condition or
better.
4. Landscaping
Arrange and perform work to minimize
impact to existing landscaping. Restore
landscaping that has been disturbed
during the course of work, including
seeding of banks and fills. Vaults set in
bank areas may require re-sloping the
surrounding land to avoid sloughing.
Leave area in its original state or better
at the end of construction. Hand dig if
required to prevent damage to tree roots.

TRAFFIC CONTROL PLAN (TCP) MUST BE SUBMITTED TO PUBLIC WORKS TRANSPORTATION DIVISION
FOR REVIEW/APPROVAL AT LEAST FIVE (5) WORKING DAYS BEFORE THE DATE OF WORK.
The City of Renton requires any contractor, firm, corporation, or other public/private agency to prepare a traffic control
plan (TCP) and obtain city's approval of that plan when construction, repair, or maintenance work is to be conducted
within the city's right-of-way.
1. Fill out the Traffic Control Plan (TCP) Application form and prepare required submittal documents.
2. The following items are all required for submittal of the TCP Application:

☐Electronic Copy of the TCP Layout, on 11” X 17” paper size format, which shall:
Include map(s) showing the location of the project and work area.
Be legible lettering and clear, contrasting, symbols of viewing or printing.
Must indicate street names, and north arrow and scale.
Types of plans required:
o Work hour plan – show all mobility impacts during construction hours.
o Non-work plan - show all mobility impacts after work hours when limited or no work is
happening in the right-of-way (ROW), if applicable.
o Changing construction phases – show construction sequence and each construction phase
change even if the traffic control is not modified, if applicable.
o Pedestrian access/detour plan, if applicable.
- Shall conform to the Washington State Traffic Control Flagger Certification handbook, by the
Evergreen Safety Council.

PERMIT HOLDER AGREES TO ALL THE FOLLOWING:
Must have approved Traffic Control Plan (TCP) prior to commencing the work.
Maintain existing pedestrian access. The work on pedestrian facilities, shall be limited to one corner at a time,
with the least possible inconvenience or delay to pedestrians.
WORK TIME begins when any street or travel lane is fully or partially closed. This includes set up within the
traveled way.
Comply with all traffic regulations of the City of Renton and the State of Washington.
Prepare a traffic control plan and obtain City approval of that plan. That plan shall be implemented for all street
and lane closures, and the plan shall be performed in compliance with the Manual on Uniform Traffic Control
Devices.
Notify emergency services (253-852-2121) twenty-four (24) hours before any street or lane closures.
Contractor or entity must call Renton School District (425-204-4455) or any public/private agency, including public
transit, to be affected by a temporary lane or road closure a minimum of five business days (excluding weekends
and holidays) prior to starting any work.
Contractor or entity must notify King County Metro in writing at construction.coord@kingcounty.gov a minimum
of five business days (excluding weekends and holidays) prior to starting any work impacting bus stops, a
temporary lane or road closure. Work requiring removing a bus shelter or sign requires notification in writing a
minimum of 30 business days (excluding weekends and holidays). Please call King County Metro at 206-477-1140
with any questions.
Any lane or street closures not in conformance with the approved traffic control plan and/or without notification
of emergency services may result in receiving a citation for violation of R.C.W. 47.36.200 Signs or Flaggers at
thoroughfare work sites and R.C.W. 9A.36.050 Reckless Endangerment, and other applicable State and City codes.
Indemnify and hold harmless the City of Renton from any and all claims, actions, and judgments, including all
costs of defense and attorney’s fees incurred in defending against same, arising from and related to
implementation of the approved traffic control plans including claims arising from towing of private vehicles and
the acts of the Permit Holder’s agents and employees.
The City of Renton shall be entitled, in its reasonable discretion, to settle claims prior to suit or judgment, and in
such event shall indemnify and hold harmless the City for any such claims paid, including the City’s reasonable
attorney’s fees and litigation costs incurred resulting from such claim.
In the event any claim or suit is brought against City within the scope of this Agreement, Permit Holder will pay for
legal counsel chosen by the City to defend against same.
Flagger and sign placement are subject to revision by the City Inspector on site, if needed to address traffic or
pedestrian safety or travel.
All permit conditions shall be met.
NOTES:
Total road closure lasting more than twenty-four (24) hours is subject to the approval by the City Council.
Work Zone Traffic Control shall be in accordance with the Manual on Uniform Traffic Control Devices (MUTCD)
and shown by a traffic control plan layout or reference to WSDOT.
Approved Temporary Traffic Control Plan must be at the work site during work hours.
Complete assistance and accommodation shall be provided to all kinds of pedestrian traffic when sidewalk or
walkway is impeded to safely redirect pedestrians around a work zone.
Signage shall be used to warn motorcyclists/bicyclists of the potential hazards on any uneven surfaced or slippery
road conditions during work and non-work hours.
Any vehicle, equipment, barricade, or portable tow-away sign used within the work area must display a company
logo or any legally acceptable sign showing the company name, address, and telephone number at a conspicuous
place on the vehicle or equipment.

In the case of Temporary No Parking Zones, all the following apply in addition to previous:
Contractor must complete form to show limits of Temporary No Parking Zone identifying barricade locations for
vacate parking or curb lane usage.
Contractor must post notice of dates and time of Temporary No Parking Zone with at least two signs per block
seventy-two (72) hours in advance of effective date and time.
The cover sheet of this Traffic Control Plan form must be attached to each Temporary No Parking Sign on the
project site.
Temporary traffic control devices must be removed immediately when work is done or no construction activities
are going on. If deemed abandoned, City crews will remove and store them at the City’s maintenance shop (3555
NE 2nd Street).
