The responses to bidder inquiries, unless incorporated into a formal addendum to the contract, are not
part of the contract and are provided for the bidders’ convenience only. The responses may be
considered along with all other information furnished to prospective bidders for the purpose of bidding
on the project. The use of information provided in the responses to bidder inquiries is not to be
construed in any way as a waiver of the provisions nor excuse the contractor from full compliance with
the contract requirements. Bidders are cautioned that subsequent responses or contract addenda may
affect or vary a response previously given and any such subsequent response or addenda should be
taken into consideration when submitting a bid for the project.
Questions and Answers No. 1
1. Question: Questions regarding the bid schedule. See below and let me know if you will be issuing
an addenda addressing these concerns.
• Schedule A / Bid Item A151 Temp Pavement Marking – Bid Schedule has 0 for quantity
and unit.
• Schedule D / Bid Item C10 – I’m assuming this should be D10 and not C10
• Schedule D / Bid Item D11 Removal of Structure and Obstruction – There is a unit price of
$56,000 for this bid item. Was the intention to have this amount listed on Bid Item D12
Franchise Utility Coordination and also D12 to be an Estimated (EST) item instead of a
Lump Sum (LS)?
Answer: Updated bid proposal will be issued with Addendum No. 1 with the following edits:
• Schedule A / Bid Item A151 Temp Pavement Marking – Corrected quantity and unit is
59,000 LF
• Schedule D / Bid Item C10 – Corrected Bid item number is D10
• Schedule D / Bid Item D11 Removal of Structure and Obstruction – D11 measurement
shall be per lump sum
2. Question: It appears as though Item A29 FIBER REINFORCED HMA CL. ½” PG 64‐22 quantity is too
high. The plans are showing a number closer to 7,500 tons.
Answer: A29 FIBER REINFORCED HMA CL. ½” PG 64‐22 quantity has been reviewed and corrected.
As a result, the following bid item quantities will be updated:
• A29 FIBER REINFORCED HMA CL. ½” PG 64‐22 8650 TON
• A32 HMA FOR PRELEVELING CL ½” PG 70‐22 1200 TON
• A33 PLANING BITUMINOUT PAVEMENT 23100 SY

3. Question: Item A31‐HMA CL. ½” PG 70‐22 appears to have too high of quantity. Project plans are
showing quantities closer to 5,300 tons.
Answer: A31 HMA CL. ½” PG 70‐22 quantity has been reviewed and corrected. As a result, the
following bid item quantities will be updated:
• A31 HMA CL. ½” PG 70‐22 6300 TON
4. Question: In the Special Provision section 5‐04.2 is supplemented with the following; Pavement
Reinforcing Fibers 9‐19 states that the tack coat shall be CRS‐1 as specified in 9‐02.1(6). In the
2020 WSDOT book it shows 9‐02.1(6) as CSS‐1 or CSS‐1h which is what it typically used in Western
Washington. Can you please clarify what tack coat is required for this project as there is no CRS‐1
in the WSDOT book? In the Special Provision 5‐04.3(9) FRAC Mix Design it states that the
Contractor shall submit mix design submittals for Fiber Reinforced HMA. There are no WSDOT mix
designs for Fiber Reinforced HMA so we would not have a specific mix design for Fiber Reinforced
HMA. The fiber is added to a WSDOT approved mix design. Will a current WSDOT approved mix
design be sufficient with fiber documentation provided? Can you please clarify the amount of fiber
required per ton of asphalt?
Answer: Please refer to WSDOT Spec 9‐02.1(6) CSS‐1 or CSS‐1h for tack coat requirements for the
project. Special provision section 5‐04.2 is no longer current and will be updated to remove
language specifying CRS‐1.
Please refer to special provision 5‐04.2(1) How to Get an HMA Mix Design on the QPL for WSDOT
mix design requirements for approved HMA mix design. For fiber additive please refer to
requirements specified in 5‐04.3(9)A FRAC Mix Design and provide sufficient documentation for
FRAC technology used with the WSDOT approved mix.
Fiber application rate shall be per manufacturer’s recommendation as specified in 5‐04.3(9)A
FRAC Mix Design.
5. Question: Due to the large scale of this project, and with the Buy America requirement, it will
take some time to complete a take‐off and weeks to get pricing back on domestic items. Would
you please consider extending the bid date on this project?
Answer: The Bid Opening will be extended with Addendum No. 1.
6. Question: Can you confirm that only the Buy America requirements contained in 23 CFR 635.410
apply to this job; and that the new BABA domestic requirements do not apply?
Answer: The new Build America Buy America (BABA) do not apply to this project, only the Buy
American requirements apply to this project.

7. Question: Are there set DBE percentages for the project? Are the utilizations mandatory or
optional?
Answer: The DBE goals for this project are mandatory and can be found in Volume 1 of 3,
Contract Provisions, 1‐07.11 Requirements for Nondiscrimination.
8. Question: We are certified MWBE (state certified by OMWBE), but not DBE (federal certification).
Would any work we perform be counted toward the DBE goal?
Answer: No, the contract has a condition of award for a DBE.
