On behalf of the applicant,. Bella Homes,,I am appealing,the SEPA Threshold Determination
issued July 18, 2000 by the Environmental Review Committee for the project pursuant"'to Section
4-8-11B of the Renton Municipal Code. Enclosed please find a check in the amount of$75.00
for the appeal filing fee.
The applicant is appealing Mitigation Measure`No. 7, the requirement that all new homes within
the development have individual sprinkler systems installed. "This mitigation measure does not
appear to be reasonable, on the basis that the impact it is intended to mitigate is riot.probable or .
significant., According to the Environmental Review Committee Staff Report, Emergency. .
Access; Page 9,access to thersite from the south will be Via NW2" Place, an existing street with
a road grade-greater:than 15%.- However, there is no analysis"of how this condition impacts the. ,
'development, either what impact will result or to what degree the impact is'significant. .
If the impact associated with this Condition is a reduced response time, there is no analysis in the ,
record'of how much of a reduction there may be, or what,any-reduction could result in. There
' are alternate routes available to the site where road grades are 15%.or less. No-comparison has •
been made between response times associated with each access route.; It is .likely"-that the . =_
difference in response times, if there are any, will be insignificance. Without any analysis on
this subject there is no basis for imposing the mitigation measure in question.

application. Additional information and argument will.be presented in support of this:appeal at
the hearing scheduled for August 15', 2000 at 9:00am: •
