This memo includes a project description and trip generation estimate. We are requesting your review and approval of this information. Background The approximately 108-acre LOP is composed of 18 parcels located west of Oakesdale Ave SW in Renton, Washington. The Sounders „Site‰ is located within seven of these parcels. Building 25-20 is an existing five-story office building located within the LOP at on parcel no. 088670- 02220 and is approximately 237,532 square feet (net). Building 25-20 has an established headquarters office use with 2,100 average daily trips approved and fully mitigated.1 As background, the City of Renton has conducted extensive environmental review, including traffic analysis for the full buildout of LOP. The Environmental Impacts Statement („EIS‰) Mitigation Document for the LOP was issued in May 1995 and included a Transportation Mitigation Conditions Agreement that, among other conditions, required Boeing to pay the City transportation mitigation fee based on 27,000 average daily trips to be generated by full development of the LOP. The City and the former site owner later established a Reserved Account that contains „Prepaid Trips‰ for future development at LOP. This memorandum supplements the previous LOP transportation review. 1 King County Recording No. 20060420001031, Recital D. Trip Generation Memorandum Seattle Sounders FC Headquarters and Training Facility (Renton) TENW June 27, 2022 Page 2 Project Description The proposed Seattle Sounders FC Headquarters and Training Facility project encompasses 52,990 square feet (SF) in the existing Building 25-20. The Sounders will retain 21,660 SF as office use while converting 31,330 SF of existing office use to Recreation Facilities, Indoor use. The indoor recreational facilities will provide team services space, which is intended to be accessory to the office and outdoor recreation facilities uses and would include locker rooms, training space, classrooms and workspaces, and medical treatment rooms. The proposed project will also establish an outdoor recreational facility use with five outdoor soccer fields, a goalkeeper training area, and a maintenance shed. The proposed outdoor improvements and parking realignment associated with Sounders secure parking will remove 166 parking stalls. A supplemental parking study will be provided. Vehicular access to the site would remain the same as existing conditions, with one signalized access and one unsignalized access driveway on Oakesdale Ave SW that provide access to the main parking lot on the south side of the building, and one unsignalized access roadway that provides access to a visitor parking lot on the north side of the building. Secondary vehicular access will be provided via an existing full access driveway on 384th Ave SE. A preliminary conceptual site plan is provided in Attachment B. Project buildout and occupancy is expected by 2024. Trip Generation The weekday trip generation estimates for the proposed and existing office use were based on methodology documented in the Institute of Transportation Engineers (ITE) Trip Generation Manual, 11th Edition for Land Use Code (LUC) 710 (General Office Building). Based on information provided by the applicant and preliminary discussions with the City of Renton, the proposed outdoor soccer training facility is not consistent with a specific land use category established in the Institute of Transportation Engineers (ITE) Trip Generation manual. ITE LUC 488 (Soccer Complex) was considered, but was determined to not be appropriate to forecast trip generation for the proposed Seattle Sounders soccer training facility. As such, project-specific information was used for the average weekday trip generation estimates. To estimate trip generation for the proposed Sounders training facility, the owner provided detailed forecasts of trips anticipated to occur on a typical weekday based on their operational plan. These weekday trip estimates are provided in Attachment C and described in the following categories: Players/Field Use Trips – The fields are anticipated to be used daily from approximately 8:00 AM to 10:00 PM, however not all fields will be used at the same time. The peak usage of the fields and training facility is anticipated to occur between 10:00 AM and 1:00 PM. Spectators Trips (Media and Public Session) – On a daily basis, it is anticipated that media and a select number of visitors may view team practices on an invitation only basis. Summer Camp/Clinic Trips – Summer camps run June through August and would consist of a maximum attendance of 120 students per week, with camp/clinic hours generally between 9:30 AM and 4 PM Monday through Thursday and between 9:30 AM and 12:00 PM on Friday. Trip Generation Memorandum Seattle Sounders FC Headquarters and Training Facility (Renton) TENW June 27, 2022 Page 3 Weekly Soccer Program Trips – The weekly soccer program consists of a skills class that would have a maximum attendance of 50 students attending class 3 times per week during off peak hours (i.e. 5:30 PM to 7:00 PM). It should be noted that the project-specific trip generation forecasts for the soccer training facility on a typical weekday are reflective of the peak summer period (June through August) when summer camps/clinics are anticipated to be conducted at the site. The resulting new weekday daily, AM peak hour, and PM peak hour trip generation estimates associated with the proposed Seattle Sounders FC Headquarters and Training Facility development are summarized below in Table 1. The detailed trip generation estimates are included in Attachment C. Next Steps The proposed Seattle Sounders FC Headquarters and Training Facility project would generate less than 20 net new trips during the AM and PM peak hours, therefore we believe no additional traffic analysis is required for this development pursuant to the CityÊs direction in PRE21-000398 (Transportation, Item #5).
