PROJECT NUMBER/NAME: LUA-00-084,SA-A/KENNYDALE ELEMENTARY PORTABLES PROJECT DESCRIPTION: The Renton School District is proposing to locate a maximum of one portable classroom. The site is currently developed with an existing school facility and associated improvements. The proposal remains under 4,000 sq.ft. in new building area and therefore does not require Environmental (SEPA) review. Portable classrooms are permitted in the R-8 Zone as a secondary use subject to site plan review. The site is currently developed with an existing school facility along with associated improvements, which were approved under land use file no. LUA-95-045. There are currently two existing portable buildings on the site. The proposal would allow for the placement of up to a maximum of four portable classroom buildings on the east side of the existing buildings. The School District is seeking flexibility with the placement of the structures in order to allow for their removal and reinstallation in the future. The proposed portable structures would include foundations, ramps, asphalt landings and walkways, as well as water, sewer and electrical utility connections. The size of the proposed structures may vary and final designs would not be determined until just before project initiation. Based on the four different portables in the school district's inventory, the possible size of the portables would range from a minimum of 864 square feet to a maximum of 935 square feet. In no case shall the combination of the largest possible portable structures exceed 4,000 square feet. Therefore, the proposal would remain below the SEPA exemption level for new building construction and does not require Environmental Review. When located on property designated with Residential — 8 (R-8) zoning, new portable classrooms are permitted as a secondary use subject to site plan review. Consistency with Site Plan Criteria In reviewing the proposal with respect to the Site Plan Approval Criteria set forth in Section 4-9- 200.E of the Site Plan Ordinance, the following issues have been identified by City Departmental Reviewers and Divisional Reviewers: 1. Conformance with the comprehensive plan, its elements and policies; The subject site is designated Residential Single Family (RSF) on the City's Comprehensive Plan Land Use Map. The proposal is consistent with existing policies which support the siting of educational facilities in residential designations in order to serve area residents (Objective LU-KK and Policy LU-249). 2. Up to four new portable classrooms are permitted in the R-8 zone as a secondary use subject to site plan review. The proposal's compliance with the development standards of the R-8 zone is discussed below. Setbacks —The R-8 zone requires a minimum front and rear yard setback of 20 feet. The required side yard setbacks are 5 feet for interior yards and 15 feet for corner yards. Based on the four different portables in the school district's inventory, the possible size of the structures would range from a minimum of 864 square feet to a maximum of 935 square feet. The site plan indicates the portables in probable locations based on the maximum width and length dimensions possible (based on the four available types). According to these dimensions, the proposed structures would comply with the required setbacks. However, the site plan references in the legend and on the plan incorrect setback requirements. Therefore, prior to the issuance of building permits, staff will require the site plan be revised to indicate the appropriate front yard setback requirements for the R-8 zone. Building Height— Building height is limited to two stories and 30 feet in the R-8 zone. The portable classrooms are proposed at a height of 15 feet. Lot Coverage — The size of the proposed structures may vary and final designs would not be determined until just before project initiation. Based on the four different portables in the school district's inventory, the possible size of the portables would range from a minimum of 864 square feet to a maximum of 935 square feet. The maximum lot coverage by buildings permitted in the R-8 zone is 35%. The proposed structures, in addition to the existing school facility and existing portables, would result in a building lot coverage of approximately 16%. Parking and Landscaping — The site is currently developed with existing parking areas and landscaping. Connections to existing walkways are included with the proposal. No alterations of existing landscape areas are proposed. Currently, there are 43 parking stalls provided on-site. The proposed structures are intended for use by students and staff that currently utilize the existing facility. Therefore, no additional parking is required. 3. Mitigation of impacts to surrounding properties and uses; The subject site is currently developed with an existing elementary school, parking areas, play fields, landscaping and associated utility improvements. The proposed portable structures would not change or significantly increase the current use of the site. Therefore, impacts from this project to surrounding properties and uses would be minimal. Potential short-term impacts, such as noise, would result from the initial construction of the building. These minor impacts would be mitigated by the applicant's construction mitigation plan, which indicates compliance with City adopted work hours. 4. Mitigation of impacts of the proposed site plan to the site; The subject site is located within Aquifer Protection Area 2. The proposal would add approximately 3,740 square feet of impervious area to the site, resulting in an increase over existing conditions (revised total of approximately 34%). Storm water is proposed to be collected by gutters then routed down through downspouts to splash blocks that would dissipate water across pervious surfaces. Overall, the proposal is not expected to adversely impact the site. There are no significant natural features which would be affected by the development. Construction activities would be required to utilize best management practices in order to reduce potential construction impacts to the site. 5. Conservation of area-wide property values; The proposal is not anticipated to adversely affect area wide property values. 6. Provision of adequate light and air; The orientation of the portable buildings would not be defined until the final drawings are prepared and approved by Labor and Industries. However, based on the elevation plans submitted, the proposed structures appear to have appropriate windows and doorways to allow for the adequate provision of light and air. 8. Mitigation of noise, odors and other harmful or unhealthy conditions; The proposal is not expected to create any harmful or unhealthy conditions. Noise, dust and odors, which may result from the temporary construction of the structure, would be mitigated by the applicant's construction mitigation plan. 9. Availability of public services and facilities to accommodate the proposed use;and Existing utilities and roadways adequately serve the subject site. The proposed portable classrooms would not require the extension of public services or improvements. 10. Prevention of neighborhood deterioration and blight. Fire Department access roadways are required to be within 150 feet of all portions of the building's exterior. Roadways are required at a minimum width of 20 feet with a turning radius of 45 feet on the outside and 25 feet on the inside. 4. Fire Department dead-end access roadways over 150 feet in length are required to have an approved turnaround. Separate plans and permit are required for the installation of systems fire alarm and sprinkler systems if required. 3. Fire Department access roadways are required to within 150 feet of all portions of the building exterior. Renton, WA 98056 CURRENT USE: Existing Elementary School (Educational) EXISTING IMPROVEMENTS: Existing improvements include 45,048.00 s.f elementary school and related site improvements including parking lot, landscaping,playfields and covered play areas and two portable classrooms. • . PROPOSED USE: Portable Classrooms(Educational) Maximum number of four(4) portables. There are two (2)existing portables. Two(2)future portables arc proposed. Total maximum area will be 3536 s.f. PROPOSED IMPROVEMENTS: Portable classroom,foundation, ramp, asphalt landing and walk and electrical utilities. SITE AREA: 297,692.0 S.F. (6.8 Acres) SPECIAL SITE FEATURES: Aquifer Protection Zone 2 POTENTIAL FOR OBSTRUCTING VIEWS: It appears that no views will be obstructed as a result of this project. PARKING: Currently there are 43 parking spaces and none will be • removed by the addition of the portables. CONSTRUCTION WORK HOURS: Construction is to take place during the August of 2000. The hours of operation will be in compliance • with the City of Renton. DRAINAGE: Rain water will be collected by gutters then routed down through downspouts to splash blocks that will dissipate water across pervious surfaces. IMPERVIOUS SURFACE: The portables will add approximately 2200 sf of impervious surface(the existing portables arc already included in the existing area). The Renton School District will not know which type of portable is going to a site until just prior to the move. The location of the exterior door on a portable often varies.
