The following briefly describes the application and the necessary Public Approvals. PROJECT NUMBER/NAME: LUA-00-087,SA-A/McKNIGHT PORTABLES • PROJECT DESCRIPTION: The Renton School District is proposing to locate a maximum of one portable classroom. The site is currently developed with an existing school facility and associated improvements. The proposal remains under 4,000 sq.ft. in new building area and therefore does not require Environmental (SEPA) review. Portable classrooms are permitted in the R-8 Zone as a secondary use subject to site plan review. . The site is currently developed with an existing school facility along with associated improvements, which were approved under land use file no. LUA-95-042. There are currently no portable buildings on the site. The proposal would allow for the placement of a 1,760 square foot portable classroom building in the northeast corner of the site, near the rear entrance to the building. The School District is seeking flexibility with the placement of the structure in order to allow for its removal and reinstallation in the future. The proposed structure would include a foundation, ramp, asphalt landing and walk, as well as water, sewer and electrical utility connections. Consistency with Site Plan Criteria In reviewing the proposal with respect to the Site Plan Approval Criteria set forth in Section 4-9- 200.E of the Site Plan Ordinance, the following issues have been identified by City Departmental Reviewers and Divisional Reviewers: 1. Conformance with the comprehensive plan, its elements and policies; The subject site is designated Residential Single Family (RSF) on the City's Comprehensive Plan Land Use Map. The proposal is consistent with existing policies which support the siting of educational facilities in residential designations in order to serve area residents (Objective LU-KK and Policy LU-249). 2. Conformance with existing land use regulations; The property is zoned Residential — 8 dwelling units per acre (R-8) with a "P" suffix designation. The new classrooms are not considered a change of use on the property and, therefore, do not require the additional public notification associated with the "P" suffix. The proposal's compliance with the development standards of the R-8 zone is discussed below. Setbacks —The R-8 zone requires a minimum front and rear yard setback of 20 feet. The minimum required side yard setbacks are 5 feet for interior yards and 15 feet for corner yards. The proposed structure maintains a 30-foot setback from both the NE 16th_Street and Harrington Avenue NE street frontages. Building Height— Building height is limited to two stories and 30 feet in the R-8 zone. The portable classroom is proposed at a height of 15 feet. Lot Coverage — The maximum lot coverage by buildings permitted in the R-8 zone is 35%. The proposed structure, in addition to the existing school facility, would result in a building lot coverage of approximately 14%. Parking and Landscaping — The site is currently developed with existing parking areas and landscaping. Connections to existing walkways are included with the proposal. No alterations of existing landscape areas are proposed. Currently, there are 222 parking stalls provided on-site. The proposed structure is intended for use by students and staff that currently utilize the existing facility (approximately 15 people). Therefore, no additional parking is required. 3. Mitigation of impacts to surrounding properties and uses; The subject site is currently developed with an existing middle school, parking areas, play fields, landscaping and associated utility improvements. The proposed portable structure would not change or significantly increase the current use of the site. Therefore, impacts from this project to surrounding properties and uses would be minimal. Potential short-term impacts, such as noise, would result from the initial construction of the building. These minor impacts would be mitigated by the applicant's construction mitigation plan, which indicates compliance.with City adopted work hours. 4. Mitigation of impacts of the proposed site plan to the site; The subject site is located within Aquifer Protection Area 2. The proposal would add approximately 2,500 square feet of impervious area to the site, resulting in an increase over existing conditions (revised total of 34%). Storm water is proposed to be collected by gutters then routed down through downspouts to splash blocks that would dissipate water across pervious surfaces. Overall, the proposal is not expected to adversely impact the site. There are no significant natural features which would be affected by the development. Construction activities would be required to utilize best management practices in order to reduce potential construction impacts to the site. 5. Conservation of area-wide property values; The proposal is not anticipated to adversely affect area wide property values. 6. Safety and efficiency of vehicle and pedestrian circulation; There are no changes proposed to the existing vehicle circulation patterns or parking layouts for the site. 7. Provision of adequate light and air; The orientation of the portable building would not be defined until the final drawings are prepared and approved by Labor and Industries. Mitigation of noise, odors and other harmful or unhealthy conditions; The proposal is not expected to create any harmful or unhealthy conditions. Noise, dust and odors, which may result from the temporary construction of the structure, would be mitigated by the applicant's construction mitigation plan. 9. Availability of public services and facilities to accommodate the proposed use; and Existing utilities and roadways adequately serve the subject site. The proposed portable classroom would not require the extension of public services or improvements. The portable building is proposed to include restroom and kitchen facilities, both of which can be accommodated by connections to existing on-site utilities. 10. A fire mitigation fee of$.52 a square foot of the individual portable square footage is required based. FIRE CODE REQUIREMENTS: 1. The preliminary fire flow is 1500 GPM, one hydrant is required within 150 feet of the structure and one additional hydrant is required within 300 feet of the structure. 2. Separate plans and permit are required for the installation of systems fire alarm and sprinkler systems if required. 3. Fire Department access roadways are required to within 150 feet of all portions of the building exterior. Roadways are a minimum 20 in width with a turning radius of 45 foot outside and 25 foot inside. - 4. .Fire department dead-end access roadways over 150 feet in length are required to have an approved turnaround. Attached are the legal description and the surveyor's drawing indicating the area set aside for fee determination. This corresponds with the area that we had indicated in a Fax sent previously to your department for your preliminary review. As we discussed in our May 18, 1995 meeting, with Mr. Neil Watts and yourself, we will be submitting the necessary easement documentation for all underground hydrant lines after the lines have been located on the site. At that time, the recorded easements can accurately reflect the necessary locations, without potentially limiting the installation options available to the contractor. We understand that there is a $750.00 administrative fee for the segregation process, and we would like you to bill the Renton School District to our P.O. Account Number 93103 for these charges. Our surveyor has calculated the area as 8.16 acres which would be subject to the SDC fee calculations. We presently have a 4" water meter at the existing McKnight Middle School location and intend to install a new 3" water meter at the new location with the addition of a fire protection service line and a landscape irrigation connection. Our submitted Surface Water System Design criteria should include the necessary information to determine the differential which we will realize from oar existing middle school project. We do strongly feel, however, that the wording in the new Ordinance for stormwater SDC fee calculations, by providing a detention system (at considerable additional expense) the School District is not additionally burdening the existing system, specifically, controlling the discharge into that system at a rate for which the system was originally designed.
