Re: Additional One-Year Extension Letter
Dear Mr. Hearing Examiner:
On behalf of Satwant Singh, we would like to request an additional one-year
extension for the Grant Place Townhomes development, permit number TED-
40-3910. In accordance with RMC 4-7-080 L.3, we would like to put forth the
unfortunate circumstances that have occurred in the last year to delay the
completion of this project.
Firstly, there have been setbacks from illnesses due to Covid on the
construction team, supply chain issues for necessary materials and a change
in general contractor.
Second, there have been unforeseen construction challenges causing the re-
design of the public alley between building 4 and 5. There was a grading
error on the approved plans which caused the road to be raised an additional
2 feet to allow vehicles to enter each unit’s garage. Raising the road
impacted the sewer and storm mains, which resulted in civil design and city
approvals.
Water meters for all 36 units were found to be installed within the Right of
Way, however, the city requires all meters to be located outside of the ROW
and vehicle driveways. This caused construction delays because the meters
need to be paired together between served units garages. A concrete box
was designed to protect the meter boxes and provide a flat enclosure cover
for accessibility, which resulted in more civil design and city approvals.
During construction inspection the city required potholing for all utility
crossings within Grant Ave. (high pressure gas, water, sewer and storm). The

city then required additional design and approval for the water and storm
pipe crossings within Grant Ave. Extra survey was needed for the civil plans
which caused a significant delay to the project.
Lastly, the hearing examiners conditions would not allow work during the wet
season, October 1st through April 30th every year from the start of the
project.
Please consider the additional one-year extension to get the final plat approved
and recorded. We don’t anticipate the need for the full year and will attempt
to submit all of the required items by years end. Attached are the revised civil
plan sheets for your reference. If you have further questions or concerns, feel
