AN ORDINANCE OF THE CITY OF RENTON, WASHINGTON, CHANGING THE
ZONING CLASSIFICATION OF CERTAIN PROPERTIES WITHIN THE CITY
OF RENTON FROM GENERAL CLASSIFICATION (G ) TO BUSINESS
DISTRICT (B-1)
WHEREAS under Chapter VII , Title IV (Building Regulations) of
Ordinance No. 1628 known as the "Code of General Ordinances of the City of
Renton" , as amended, the the maps in conjunction therewith, the properties
hereinbelow described have heretofore been zoned as General Classification
(d ); and
WHEREAS a change for zone classification of said property has been
filed with the City Clerk on or .about April 4, 1967, which petition was
then duly referred to the Planning Commission for investigation, study and
public hearing and a public hearing having been held thereon on or about
April 26, 1967, and said matter having been duly considered by the Planning
Commission and said request being in conformity with the City' s Comprehen-
sive Plan and all parties having been heard appearing in support thereof or
in opposition thereto, NOW THEREFORE
BE IT ORDAINED BY THE MAYOR AND THE CITY COUNCIL OF THE CITY OF
RENTON AS FOLLOWS:
SECTION I: The following property is hereby rezoned to "Business
District (B-1)" ; the City Engineer and the Planning Director are hereby
authorized and directed to change the maps of the Zoning Ordinance, as
amended, to evidence said rezoning, to-wit:
In the City of Renton, County of King, State of Washington, more
particularly described as:
That portion of Government Lot 16 and the SW one-quarter of Section
18, Township 23 North, Range 5 , E.W.M. , described as follows :
Begim ig at a point on the south line of said Government Lot 16
which is north 89°43' 34" west 140. 00 ft. from the intersection of
said north line with the westerly line of State Road No. 5 ; thence
• North 0°16' 26" east 645. 57 ft . to the southerly margin of Columbia
& Puget Sound Railroad Right-of-way; thence westerly along said
southerly margin to a point thereon which lies: on a line intersecting
a point 970' west of the south one-quarter of said Section 18, and
which bears North O1°40' 53" east from said point on one-quarter
section line; thence south along said line to said one-quarter sec-
tion line; thence east along said one-quarter section line to the
point of beginning; EXCEPT CITY STREETS ; less portion previously
rezoned B-1 under Ordinance No. 1884. (Situated on S. 7th Street
between Rainier Ave. S. and approx. 90th Ave. S. )
SECTION II: This Ordinance shall be in full force and effect from
and after its passage, approval and legal publication.

It was moved by Racanello, seconded by Sterling, that the Planning Com-
mission forward to the City Council a recommendation that the property
is suitable for R-2 zoning at this time with the exception of the
northeasterly 310 feet which should remain in the G classification,
Motion carried unanimously.
The Chairman advised the applicant that he had the right of appeal to
the City Council by written notice within ten days.
(d) NORTH RENTON PROPERTIES, a/k/a ELLA SIEGFRIED, APPL, NO. R-387-67;
REZONE FROM R-2 TO R-4; PROPERTY LOCATED BETWEEN PARK AND FACTORY .AYES .
N. FROM N. 3RD ST. TO N. 4TH ST.
The Chairman described the rezone application. Comments from the
audience were invited. There were none, Comments from the Commission
members were invited. Stredicke led some discussion regarding problems
of building multiple units on small lots with particular reference to
parking and traffic problems.
Mrs. Ella Siegfried, in the audience, spoke on behalf of the rezone as
being a logical development of the area and in agreement with the
Comprehensive Plan.
There being no further comments, it was moved by Stredicke, seconded
by Racanello, that the hearing be closed. Motion carried unanimously.
ACTION :
It was moved by Stredicke, seconded by Cordell, that the application
for rezone to R-4 by North Renton Properties be approved as it com-
plies with the Comprehensive Plan. Motion carried unanimously.
At this point Mr. Garrison relinquished the Chair to Mr. Cordell.
141e) EDWARDS, ROBERT L. , APPL, NO. R-388-67; REZONE FROM G TO B-I;
PROPERTY LOCATED ON S . 7TH ST . BETWEEN RAINIER AVE . S . AND 90TH AVE . S .
The Chairman described the application, The Planning Director pointed
out the location of the property on the zoning map and stated there
were some problems to be resolved concerning the existing street and
its extension to S. 92nd Avenue inasmuch as Edwards Street is under
private ownership.
Mr. Robert Edwards, the applicant, spoke on behalf of the rezone and
indicated that he had tried to dedicate Edwards Street to the city of
Renton some years ago, but as it was not developed to the satisfaction
of the city it was not accepted as a city street.
Mr. Stone stated that the staff comments regarding the questions of
street right of way and access could be resolved before the granting
of a building permit.
It was moved by Stredicke, seconded by Racanello, that the hearing be
closed. Motion carried; Teegarden abstaining.
ACTION :
It was moved by Stredicke, seconded by Brower, that the rezone applica-
tion of Robert L. Edwards be approved as it agrees with the Comprehen-
sive Plan. Mr. Teegarden stated that he would like the record to show

that he had refrained from commenting or voting on this issue. Motion
carried unanimously, with Teegarden abstaining .
(f) WEHRMAN, MARVIN D. , APPL. NO. R-389-67L REZONE FROM G TO B-1;
PROPERTY LOCATED SOUTH OF 4TH AVE. N. BETWEEN 132ND AVE . S . E. AND
M ST.
The Chairman described the application and read into the record a letter
from the applicant listing points supporting his application.
Mr. Stone stated that: as he is the attorney for the applicant, he would
withdraw from commenting or voting on this issue.
The Planning Director pointed out the location of the property on the
zoning map. The Planning Director stated that his interpretation of
the Comprehensive Plan for the area in question indicated multi-family
residential use; that this is a fringe area and conceivably it could
go to business in the future depending upon the nature of growth and
development in the area,
The Assistant Planning Director showed slides of the property in
question.
The Chairman called for comments from the Commissioners. Stredicke
stated that he felt there was too much business zoning in that area
now, that the line for business zoning must be drawn somewhere and
that on several occasions the line was drawn at 300 feet south of
4th Ave. N.
Garrison stated that his opinion on this property has changed somewhat
in a comprehensive or detailed study of the predicted area; and that
the city purchase of about five acres south of the property in question
for a water reservoir has cast another light on the particular piece of
property. Garrison stated further that the Planning Commission may
have been wrong in establishing the business zoning depth of 600 feet
north of 4th Ave. N. instead of south of 4th Ave. N. He stated further
that if the Wehrman property and adjacent property were zoned business,
it would seem logical that the city-owned property would act as a
buffer to possible multiple zoning further south, Mr. Garrison said
further that his opinion had changed from the study sessions and he
would be inclined to permit business zoning to a depth of 600 feet
south of 4th Ave. N.
Mr. Marvin D. Wehrman, the applicant, spoke at length in behalf of his
rezone application, emphasizing each point brought out in his letter
to the Commission previously received.
Mr. Teegarden stated that if the Comprehensive Plan indicates multi-
family residential use for the area in question, that the requested
rezone could not be granted; and in his opinion multi-family is the
correct interpretation.
Mr. Brower stated that he felt he could not vote on the issue one way
or the other at this time without additional study.
ACTION:
It was moved by Garrison, seconded by Brower, that the hearing on this
application be continued for 30 days to allow for further investigation
and study by the Planning Commission. Motion carried with Teegarden
and Stredicke dissenting; Stone abstaining.

The Chairman described the application, and the Planning Director
pointed out the location of the property on the zoning map. Mr.
Ericksen stated that the property is presently vacant and the owner
intends to use the property as the proposed location for a new office
building for the telephone company.

The Chairman described the rezone application, and the Planning
Director pointed out the location of the property on the zoning
map. Mr. Ericksen stated that the Comprehensive Plan shows multi-
family residential use for this area. He stated further that the
Planning Commission had held B-1 zoning south of 4th Ave. N. to a
depth of 300 ' and that the property in question is south of such
depth. The Planning Director was asked if the applicant had been
apprised that the application was not in agreement with the Compre-
hensive Plan. The Planning Director replied that there was a dif-
ference of interpretation by the Planning staff of the Comprehensive
Plan for this area and that the applicant had been advised that com-
mercial zoning was possible. The Planning Director was out of town
at that time, but upon his return the applicant was notified of the
change of interpretation by the Planning Department. The applicant
has indicated his desire to meet with the Planning Department for
discussions on his rezone application.
