Since budget making time is approaching, this is to remind all member
cities that the annual service fee of the Association was revised by.

action of the last statewide convention held in Seattle,June 23 . ,
The action culminated extended study by a special committee to outline
.. future Association goals and objectives - in turn it became a recommend-
• ation of the resolutions committee of the state convention, and finally
by floor action at the annual business meeting the schedule was adopted
unanimously.

• The adjustment has been made necessary by higher costs and to supplement
the Association's service program. In commenting on the revision, President
R.H, "Bob" Lewis made the following observation:
•
"In view of the outstanding success of the Association's 1967
Legislative program, the direct result of which will bring some •
$22 million of new revenues to cities and towns during the
! current biennium, together with many other measures of the
greatest significance to local governments, in addition to its
regular research and service program, I am certain that the
amount spent for Association activities is the best investment
our city makes. Likewise I am confident the municipal officials
of all other member cities join me in this feeling and recognize
that it would have been impossible for cities to obtain these '
highly important results without working cooperatively and
unitedly through our Association."
Budget officers and those concerned with the presentation of the budget
are urged to recompute their dues on the basis of the above schedule,
based on the most recent census board data, so that the new dues schedule
will be considered when the budget is being formulated and presented to
the City Council. The regular annual Budget Suggestions bulletin which
will also contain the new dues schedule, plus a summary of many new statutes
having fiscal impact, has been completed and should be in the hands of
each member city in the: :Immediate future. .

AN ORDINANCE OF THE CITY OF RENTON, WASHINGTON, CH._NGING
THE ZONING CLASSIFICATION OF CERTAIN PROPERTIES WITHIN THE
CITY OF RENTON FROM SINGLE RESIDENCE DISTRICT (R-1) TO
RESIDENTI-.L DISTRICT (R-2)
WHEREAS under Chapter VII, Title IV (Building Regulations) of Ordinance No.
1628 known as the '"Code of General Ordinances of the City of Renton':, as amended, and
the maps adopted in conjunction therewith, the property hereinbelow described has
Heretofore been zoned as Single Residence District (R-1) ; and .
WHEREAS a proper petition for change of zone classification of said property
has been filed with the City Clerk on or about June 7, 1967, which petition was then
duly referred to the Planning Commission for investigation, study and public hearing,
and a public hearing having been held thereon on or about June 28, 1967, which hearing
was duly continued, and proper notice, of such hearing has been duly published and
posted as provided by law; and petitioner-owner having duly amended his petition in
writing; and said petition, as amended, having been duly considered by the Planning
Commission and said rezoning request being in conformity with the City's Comprehensive
Plan and all parties having been heard appearing in support thereof or in opposition
thereto, NOW THEREFORE
BE IT ORDAINED BY THE M=_YOR AND THE CITY COUNCIL OF THE CITY OF RENTON AS

Minutes - Renton City Council Meeting 8-7-67
PUBLIC HEARING: Emmett J. Donckers appeal of Planning Commission decision in
rezone denial, from GS-1 to R-2, property located at NE corner
of South llth Street and Morris Avenue South.
This being the date set, the hearing was declared open. Communication from Planning
Director Ericksen outlined features studied by the Planning Commission in its review
of the matter with outlook to the future development that might be expected in the
area, now predominantly single family residential with homes valued from $10,000.00
to $45,000.00. Concern was expressed regarding additional vehicular traffic and
access, and although R-2 exists in the block to the west, extension of the R-2 was
not considered desirable, it being noted that additional inquiries have been made
with reference to existing vacant tracts of land in the area. Other rezone requests
are anticipated if this one were granted. The R-2 zoning has existed since 1957
with no multiple construction being effected and the Commission felt that the future
development of the area should be single family residential so indicating on the
Comprehensive Plan presently under revision.
Audience comment was invited and Mr. Donckers, 606-11th Avenue South, advised
that the property now complies with Ordinances and the Comprehensive Plan and it i
would be just if the Council would grant the requested rezone. Mrs. Donckers added
that they do have ingress and egress provisions and the area would be enhanced by
the updated construction.
Further comment was invited and Mr. Tony Mola, 516-11th Avenue South, read his
letter of protest to the rezone as presented to the Planning Commission which stated
that the proposed duplex would be detrimental to his property valuation and to that
of other residences in the area. It was noted that the block in which Mr. Mola
resides is zoned R-2 and no request has been filed for R-1 zoning. Inquiry followed
regarding the lot size and a sketch was shown of the 12,000 sq. ft. lot with duplex
unit and existing residence. It was noted that the Commission had voted unanimously
'for denial of the rezone feeling that 4 or 5 years hence would be a more appropriate
timing. Mrs. Donckers inquired as to basis for determination that multiple use is
premature or right for the area citing the need for housing for school teachers and
others at the present time, deeming it discriminatory that one block is R-2 and the other
restricted. Discussion ensued regarding zonings in other areas of the City and the
justification of the findings of the Planning Commission in its review of best interest
of a whole area rather than a single lot or block.
Moved by Hulse, seconded by Morris, that the hearing be closed. Carried. Moved
by Perry, seconded by Garrett, to concur, in the R-2 rezone request. Hulse noted that
it would seem to him to stretch a point to get a multiple unit on the lot along with
the present residence and he would uphold the Planning Commission decision. Schellert
noted that the Ordinance would need to state compliance of the rezone to the Comprehensive
Plan and it was pointed out that the rezone to the zoning of that property across the
street was before the Council at this time and not its use. Question was called for
on the pending motion to grant the rezone and verbal ayes being in majority, the motion
carried. Moved by Garrett, seconded by Perry, to refer the matter to the Law and
Ordinance Committee for proper Ordinance. Carried.
PUBLIC HEARING: Florence B. Mathieson rezone request from R-1 to R-3 amended to R-2 on
property located in vicinity of the NE corner of Sunset Blvd. North and
116th Avenue S.E.
This being the date set, the hearing was declared open. Letter from Gordon Y. Ericksen,
Planning Director, reported review of the revised rezone request by the Commission which
felt that the R-2 would be more feasible than R-3 primarily due to the access problem,
approval of which was now recommended to the City Council. The proposed use is in
agreement with the Comprehensive Plan. Dahlquist inquired as to why the R-3 originally
requested was not granted when the property is surrounded by the nursing home and 40
unit apartments. Planning Director Ericksen pointed out that the access problem was
the.main reason Sunset being the only one and with widening of Sunset an even greater
problem might result. Applicant had indicated her intent to keep within low density
use and the R-2 would therefore suffice.
Moved by'Poli, seconded by Hulse, that the hearing be closed. Carried. Moved by
Poli, seconded by Trimm, to concur in the Planning Commission recommendation for R-2
zoning with referral to the Law and Ordinance Committee for proper Ordinance. Carried.
PUBLIC HEARING: Proposed Ordinance providing procedure for the vacation of streets and
alleys; imposing processing fee and authorizing compensation to the City.
This being the date set, the hearing was declared open. There were no written communica-
tions nor verbal comment and it was moved by Delaurenti, seconded by Schellert, that the
hearing be closed. Carried. Moved by Schellert, seconded by Delaurenti, to refer the
proposed Ordinance to the Law and Ordinance Committee. Carried.

Reference is made to your letter of June 29, 1967 which states that my application,
requesting rezone of my property, from R-1 to R-3, had been denied.
I telephoned your office and talked with Mr. Moss regarding my application and requested
the reason for denial. He informed me that the questions brought up ache meeting were
that of access and exit roads to and from the property. Since no one/present at the
meeting to answer these questions, the application was denied, at this time.
I wish to appeal your decision and submit as an Amendment to my application, the following:
First of all, I was not aware that I had to attend the meeting, or have someone to
represent me in my absence.
Secondly, due to serious illness In my family, I would not have been able to attend.
Had I known such questions would arise, I could very well have had someone to stand
in for me.
Prior to this date and since I have submitted my application, I have discussed the problem
of access and exit roads, both ways, to and from, with the manager of the Highland
Convalescence Home, with various real estate brokers, and salesmen who are interested in
buying property, such as mine. It was agreed, that access and exit roads to and from the
property could be worked out, to serve both my property and the Highland Conv. Home,
thus resulting in an improvement over the present plan.
Because of the traffic becoming heavier entering the Highland Conv. Home, from the east
on Sunset Boulevard, through my property, the dust from that road creates a problem at my
house, whereby I am forced to keep all windows closed on the east side of my home and now
even during the dry spell, I have to keep all windows and doors closed to help keep the dust
out.
At this time redesign of the driveways are contemplated.
It is respectfully requested that the commission reconsider my application at this time,
taking into consideration, the redesigning of new driveways to benefit both properties,
and approve the rezone to either the R-3 or amendment to an R-2 rezone. l
If at all possible, I shall try to attend the next meeting, or be present when my case
is being considered. My telephone at work between the hours of 8 a.m. and 4:15 p.m. is
773-3453 and I would appreciate a phone call from your office as to the date and time

the rezone, .. He outlined his plans for an apartment -unit that ._would
upgrade the area . .
Mr. Charles Taylor of 412 Thomas Street stated that he • was very much
interested in seeing the area upgraded and was concerned that Mr . Del-
loso make the best possible use of the property .. if. the rezoning were
granted.
Some discussion then ensued regarding the possibility of R-2 zoning
for the ; property which would. allow. apartments `under. special permit
and_ would give the. Planning Commission some • control over, the develop- .
ment of the property. The Planning Director stated the Commission ,had
indicated its intention to hold the area to low density multiple use .
and that the recommendation concerning the Butko ;property close by was ..
based on this . ,
Stredicke asked the applicant if he would accept R-2. zoning . Mr. Del-
loso replied that he would. accept R-2 zoning on the , whole property
in question. ., ,
Stredicke moved the hearing , be. closed, seconded by Stone.., Motion
carried unanimously.
ACTION :
It was . moved by Stredicke; seconded by Stone, that the Planning . Com-
mission recommend . granting of R-2 zoning (amended by the- applicant
from R-4) on the subject property as it agrees with the

Re: FLORENCE B. MATHESON, Application No. R-406-97
Gentlemen:
As requested by the Planning Commission, I have reviewed, the
MATHESON property located in the vicinity of the northeast corner of
Sunset Boulevard North and 116th Avenue S .E. The present access is
not sufficient to serve a high density improvement.
It seems likely, however, a sufficient access with proper im-
provements could be developed to adequately serve the abovementioned
property. It might require restricting conflicting movements at its
intersection with the Sunset Highway.
No concrete plans have been developed for the widening of the
Sunset Highway from 116th Avenue S.E. to the east city limits, With
the opening of the North Renton Interchange and the easterly approach
to the Sunset Highway at 116th Avenue S.E. , the widening of the Sunset
Highway to the east of 116th Avenue S.E. will be essential within the
next couple of years.
Until such time as more information is available from the State
Highway Department regarding this project, I would be unable to de-,
termine what access control would be required.
