Subject: Springtree Condominiums Utility Connection Charge
Dear Mr. Shelton:
The Renton City Council at its regular meeting of September 15, 1986,
concurred in the recommendation of the Utilities Committee regarding � �
your request for relief of the $175 per unit special utility connection
fee for the installation of irrigation meters. The committee report
recommended that the Springtree Condominiums be relieved of the $175
per unit fee and assessed $5,643.26 which would have been the special
utility connection fee at the time of construction of the Springtree
complex.

Snrinsttree Utilities Committee Chairman Clymer presented a report concurring in the
. Condominiums recommendation of the Public Works Department that Springtree
Irrigation Meter Fee Condominiums be relieved of the �175/per unit special utility connection fee
for installation of irrigation meter, and instead be assessed �5,643.26, which
would have been the amount at the time of construction. MOVED BY
CLYMER, SECONDED BY REED, COUNCIL CONCUR IN THE
COMMITTEE REPORT. CARRIED.
Padgett Request for Utilities Committee Chairman Clymer presented a report regarding the
Sewer Connection Padgett request for sewer connection. Upon review of the matter, it was
determined that due to an error, only two-thirds of the frontage of the
Padgett property was assessed for LID 295. However, because the Padgetts
had participated in costs of LID 295, the Committee recommends that
connection of the property to existing sewers be approved subject to the
following conditions: 1) execution of a restrictive covenant by the property
owner agreeing to annex to the City; and 2) payment of a fair share of the
cost of the sewer line in proportion to LID assessments, payable to the
Waterworks Utility. MOVED BY CLYMER, SECONDED BY REED,
COUNCIL CONCUR IN THE COMMITTEE REPORT. Chairman Clymer
clarified the intent of condition #1 to require the property owner join any
future annexation in the area. MOTION CARRIED.
Citizen Complaints Upon inquiry by Councilman Stredicke, Mayor Shinpoch reported that the
owner of pigeons in the Highlands refuses to comply despite citation, and the
City must enforce the matter through court action. Secondly, the owner of
property on Duvall Avenue NE cited for trash in yard has pleaded not guilty
and the matter is scheduled to be heard in court later in September.
ORDINANCES AND RESOLUTIONS
Wavs and Means -_ Ways and Means Committee member Trimm presented a report
�ommittee recommending the following ordinance for first reading, and advancement to
second and final reading:
LID 326/331 Bond An ordinance was read relating to local improvement districts; establishing
Ordinance Consolidated Local Improvement Fund, District No. 326/331; fiaing the
amount, form, date, interest rates, maturity and denominations of the
Consolidated Local Improvement District No. 326/331 Bonds; providing for
the sale and delivery thereof to Seattle-Northwest Securities Corporation in
Seattle, Washington; and fixing the interest rate on local improvement district
assessment installments. MOVED BY TRIMM, SECONDED BY MATHEWS,
COUNCIL SUSPEND THE RULES AND ADVANCE THIS ORDINANCE
FOR SECOND & FINAL READING. CARRIED.
Ordinance #4017 Following second & final reading of the aforementioned ordinance, it was

Ways and Means Committee member Trimm presented a report

Ordinance #4018 An ordinance was read changing the zoning classification of 4.19 acres of
Springbrook property located on the south side of SE Carr Road at the S00 block from
Associates Rezone Multifamily Residential District (R-3) to Office Park District (O-P) for
R-073-85 Springbrook Associates, File No. R-073-85. MOVED BY TRIMM,
SECONDED BY CLYMER, COUNCIL ADOPT THE ORDINANCE AS

Driveway Requirements Councilman Stredicke entered two letters into the record from George Post,
1122 S. 27th Place, Renton (Victoria Hills), dated 8/28/86 and 9/I1/86
regarding City code requirements for number of driveways per residential lot.
He explained Mr. Post's claim that he has recently received conflicting
information from two City employees, with the latest interpretation being
that two driveways are allowed next door at l l 16 S. 27th Place. Mr. Post

AUDIENCE Robert Rolfing, 2133 NE 6th Court, Renton, asked for a status report on
COMMENT the Suaset Boulevard NE improvement project (from I-405 overpass up to
Sunset Boulevard NE Aberdeen Avenue NE, past Windsor Hills entrance). Mayor Shinpoch
Improvement Project indicated that she had asked the Transportation Committee to postpone
action on the report prepared for presentation this date to allow review of
cost figures. Vanessa Shotigan, 573 Bronson Way NE, urged that plans
for one lane in each direction plus a turn lane in the center be retained.

Rezone: Arlene City Clerk requested status review of Arlene Roberts Rezone, R-032-85,

Court Case: Court case seeking an undetermined amount filed by Thomas P. Sughrua,
Corsilles 10900 NE 4th Street, Bellevue, attorney for Dionisio V. and Adelaida
Corsilles, for injuries sustained in auto accident at Grady Way South and
Talbot Road South, alleging inadequate traffic control by the City
(6/27/85) (Claim for damages file #CL-33-86). Refer to City Attorney

Utility Connection Letter from Michael M. Shelton, CDC Management Services, Inc.,
Charge Waiver requested waiver of utility connection charge of $22,573.04 to install
Request - Springtree irrigation meters at Springtree Condominiums, 4300 NE Sunset Boulevard,
Condominiums needed to separate water consumption for watering during summer
months from normal sewer use. MOVED BY STREDICKE, SECONDED
BY MATHEWS, COUNCIL REFER THIS CORRESPONDENCE TO
UTILITIES COMMITTEE. CARRIED.
Public Safetv Public Safety Committee Chairman Reed presented a report regarding the
Committee matter of peep shows, topless bars, etc. In light of the Playtime decision,
Peep Shows, the Committee recommended that an ordinance be prepared regulating
Topless Dancing peep shows, panoramas, topless entertainment, and nude dancing; and
Legislation regulating the location of those uses in a similar manner as reflected in
the ordinance regulating adult theaters.
The Committee also recommended that an ordinance be prepared
regulating the availability of adult magazines and video tapes to those
over the age of 18. The Committee has reviewed a proposed ordinance
and recommended that the topic and that ordinance, with modifications
suggested by the City Attorney, be forwarded to the Wavs and Means
Committee. MOVED BY REED, SECONDED BY STREDICKE,
COUNCIL CONCUR IN THE COMMITTEE REPORT. CARRIED.
Transnortation Transportation Committee Chairman Trimm presented a report concurring
Committee in the recommendation of the Public Works Department to deny the
Pan Abode Cedar request submitted by Pan Abode Cedar Homes for waiver of street
Homes Vacation vacation fees since the subject property was purchased from Reilly Tar
Fee Waiver and Chemical Company by the State DOT for I-405 right-of-way. The
Committee further recommended referral of the matter to the Board of
Public Works to be processed as a routine street vacation. MOVED BY
TRIMM, SECONDED BY STREDICKE, COUNCIL CONCUR IN THE
COMMITTEE REPORT. CARRIED.

RE: Springtree Condominiums (4300 NE Sunset Blvd. )
� Dear Council Members:
I am the managing agent for Springtree Condominiums. Springtree
is an 148 unit complex covering approximately 13.2 acres in
the Renton Highlands.
We are faced with a perplexing problem -- large sewer bills
during the summer watering months. 'T J�����-�`
We are sure the council is a�are that when watering is underway
in June, July, and August, a complex like Springtree uses
large amounts of water. Also, since Springtree has no separate
"irri�ation meters" we are being charged the full sewer rate
__- _. ._.... ......�_
as well .
Of course, the obvious solution is to install "irrigation
meters". This is exactly what we intended to do. However,
when I met with Mr. Ron Olsen, head of the Department of
Water and Sewer, to sign the final papers and pay for the
meters, his office informed me of an ordinance on the Renton
books. This ordinance, #3882, revealed an "utility connection
charge". It basically states:
. . .when property is redeveloped or the use
intensified such that a larger water meter or
additional water meters are necessary or when no
water meter was obtained before, such as property
� on a well , then any application for the initial
water meter or a larger H�ater meter will trigger .
a utility connection charge. For the purpose of � • �
this policy, such property when applying for an
initial or larger water meter, shall be property
that has not been previously assessed.

In other words, as this ordinance reads, if we add irrigation
meters, the city will require Springtree to pay the utility
connection charge. Based on 4� a square foot (Springtree has
564,326 of those feet) this charge will be $22,573.04.
Not only does Springtree not have the funds to cover this
outrageous amount, but they also feel it is grossly unfair.
We are snarled in a "�atch 22".
If we do not install these meters our sewer bills go through �
the roof. If we do, it is going to be unrealistically :
expensive to get the job done because of this "charge".
V We are asking the Renton City Council to waive this "utility
connection charge;. We feel it would be advantageous to both
- Springtree and the City of Renton for the following reasons:
Springtree:
1. ) We would be able to install these meters which would, in
turn, lower our sumnertime sewer bills.
City of Renton:
1. � Sale of ineters would occur
2. ) Turn-on and off fee charge every year.
3. ) Additional job would be created to install the meters. . . .
4. ) Springrree would water the lawn and bedding areas more
readily and promote a greener mini-community within the
Highlands.
5. ) Goodwill would occur between the registered voters of
Spr9ngtree and the City of Renton.
Please consider our request. We are sure you can see our �
situation clearly and understand the unfairness of it.
� Paying for a service not received (sewer in the summertime
for watering) is not fair in the first place and secondly
having 22,573.04 road blocks in front of us to help correct
the problem is frustrating and discouraging.
Please inform the association, through myself, of the councii 's
intent. We are also planning on attending a future council
meeting to voice our concern should it help in your decision. •
