Claim: Union Square Claim for damages in the amount of $183,900 - $288,900 filed by Cheryl A.
Associates, CL-30-89 Henry, 10900 NE 8th Street, Suite 900, Bellevue, representing Union Square
Associates and Fairfield Developments, Inc., for required redesign of
proposed storm drainage system located at 4308 NE 4th Street, allegedly
caused by reversal of decision by Engineering Division on design criteria
(03/08/89). Refer to Citv Attornev and insurance service.

Park/Reservoir Site, City Site Rezone, R-032-89, submitted by City of Renton Community
of Renton, R-032-89 Development Department, 4.81 acres located on the SW corner of Union
Avenue NE and NE 3rd Place from G-1, general, to P-1, public, zone.
Refer to Wavs and Means Committee.
Rezone: Well Site #5, Hearing Examiner recommended approval of Well Site #5 Rezone, R-022-89,
City of Renton, R-022-89 submitted by City of Renton Community Development Department, 0.63
acres located at the northwest corner of Jones Avenue NE and NE 24th Street
from R-1, single family residential, to P-1, public, zone. Refer to Wavs and
Means Committee.
MOVED BY KEOLKER-WHEELER, SECONDED BY NELSON, COUNCIL
APPROVE THE CONSENT AGENDA. CARRIED.
OLD BUSINESS Utilities Committee Chairman Keolker-Wheeler presented a report concurring
Utilities Committee with the recommendation of the Public Works Department to adopt the
Utility: Skyway Skyway Coordinated Water System Plan. The Committee also recommended
Coordinated Water System that this action be referred to the Wavs and Means Committee for proper
Plan legislation. MOVED BY KEOLKER-WHEELER, SECONDED BY NELSON,
COUNCIL CONCUR IN THE COMMITTEE REPORT. CARRIED.
Utility: Skyway Water Utilities Committee Chairman Keolker-Wheeler presented a report concurring
Service Boundary in the recommendation of the Public Works Department to approve and adopt
Agreement, SWUCC the Skyway Water Service Boundary Agreement and recommending that the
City Council authorize the Mavor and Citv Clerk to execute the agreement.
MOVED BY KEOLKER-WHEELER, SECONDED BY NELSON, COUNCIL
CONCUR IN THE COMMITTEE REPORT. CARRIED.
Utility: East King County Utilities Committee Chairman Keolker-Wheeler presented a report concurring
Water Utility in the recommendation of the Public Works Department to approve and adopt
Coordinating Committee the East King County Water Utility Coordinating Committee Water Service
Water Service Boundary Boundary Agreement and recommending that the City Council authorize the
Agreement Mavor and Citv Clerk to execute the agreement. MOVED BY KEOLKER-
WHEELER, SECONDED BY NELSON, COUNCIL CONCUR IN THE
COMMITTEE REPORT. Upon inquiry regarding authority of the
committee, Chairman Keolker-Wheeler indicated the function of the
consortium, made up of representatives from the water districts, cities and
King County, to identify service area boundaries and coordinate extension of
water lines in the east County area. MOTION CARRIED.
Utility: North Renton Utilities Committee Chairman Keolker-Wheeler presented a report concurring
Water Pressure in the recommendation of the Public Works Department that the City proceed
with initiating the pressure zone change in the North Renton industrial area
per the 1983 Comprehensive Plan, and that notification of those affected
properties of this pressure zone change proceed. It is anticipated that single
family residents will not be affected. The Committee also concurred in the
recommendation that the old 12-inch steel water main in Houser Way be
replaced with a 16-inch ductile iron water main from approximately N. 4th
Street to south of N. 3rd Street. The Committee recommended that this
action be referred to Wavs and Means Committee for proper documentation.

CONCUR IN THE COMMITTEE REPORT. CARRIED.

septic system is discharging effluent upon the ground and has ordered repair or connection

on May 16, 1989, and was found to be in noncompliance.
CONDITIONS FOUND IN VIOLATION: Sewage being discharged
onto the surface of the ground or into ground water.
DATE COMPLIANCE REQUIRED: July 5, 1989
A return inspection will be made on or about the date of
compliance required. If corrections have not been made
by date specified above, a Notice and Order may be issued
subjecting you to fines up to $25.00 a day until correction
is accomplished. In addition, you may be subject to criminal
prosecution.

Dear Ms. Tomlan:
On May 16 , 1989 , an investigation was made of your property
at 10405 SE 166th, Renton, Washington . At that time, your
s�wage disposal system was discharging effluent upon the
surface of the ground.
A licensed septic system installer hired by you must make
application for a permit to repair this system and effect
the repair as soon as possible. Under no circumstances
should this uischarge of sewage effluent be allowed to continue
for a period of time exceeding 30 days from the above date.
If your residence is within a local sewer district and
public sewer is available to your property, you must connect
to the sewer at this time.
If you have questions not answered by this letter, please
telephone me at 296-4708 Tuesday through Friday between
8 : 00 and. 9 : 30 A.M.
