The request for reimbursement for oversizing was approved with the condition that the City participate in the adjusted request of $18,412.35 for the oversizing of the watermain in Aberdeen Avenue NE. No hearing was conducted, as Good Shepherd withdrew their request for an extension because all required building permits had been issued by the City on April 16, 1990, prior to the scheduled April 24, 1990, expiration of the conditional use permit. MOVED BY MATHEWS, SECONDED BY ZIMMERMAN, COUNCIL CONCUR IN THE COMMITTEE OF THE WHOLE REPORT. CARRIED. Transnortation (Aviationl Transportation Committee Chairman Stredicke presented a report Committee recommending Council convene an executive session to review the proposed Public Works: Airport rates and rental agreements in a briefing to be presented by the Airport Land Lease Rate Increase Director. MOVED BY STREDICKE, SECONDED BY EDWARDS, COUNCIL CONCUR IN THE TRANSPORTATION COMMITTEE REPORT. CARRIED. (Executive session held at end of ineeting.) Planning: Kenworth Councilman Stredicke asked that the Administration review the Kenworth Project project and come back to the Council with a concrete proposal to assist them in reactivating their project in Renton. Streets: NE 11 th & Councilman Stredicke pointed out that at the corner of NE 11 th and Whitman Whitman NE Dips NE, there are 3-4-inch dips in the road which create a liability for bicycle riders due to nonreplacement of risers or manhole covers. Because this is a safety hazard, he asked that Administration act on this problem without delay. Public Works: Loca] Councilman Keolker-Wheeler informed the Council of an update on the Hazardous Waste Plan Local Hazardous Waste Plan that is currently being discussed. She stated that there are concerns expressed by the Suburban Cities Association and a meeting has been scheduled to discuss these issues. She will present a report of that meeting to the Utilities Committee. Communitv Services Community Services Committee Chairman Zimmerman presented a report Committee recommending that the City Council concur with the Parks Board Parks: Maplewood Golf recommendation and authorize the revision of senior golf fees as follows: Course Fees, Senior Rates Summer (March lst - October 31st) weekdays from $10 to $6 for 9 holes; from $10 to $9 for 18 holes. Winter (November lst - February 28th) weekdays $7 for 18 holes (no change); weekends from $8 to $7 for 18 holes. MOVED BY ZIMMERMAN, SECONDED BY TANNER, COUNCIL CONCUR IN COMMITTEE REPORT. CARRIED. Mayor Clymer invited Mr. Gervais to attend an all-day session to be held on February 22 at the Renton Community Center to discuss downtown redevelopment. Citizen Comment: Webb - Sandy Webb, 430 Mill Avenue South, Renton, submitted a letter objecting to Boeing EIS Appeal the appeal process for the environmental impact statement for the Boeing Process expansion project. He accused City staff of conspiring against appellants to achieve Boeing's purpose by holding a pre-hearing and determining that the three appeals were not timely, and by not offering help to residents in understanding the appeal process. He requested that action be taken against City staff in order to restore the City's integrity. CONSENT AGENDA Items on the consent agenda are adopted by one motion which follows the listing. Bellevue, Washington 98009 Subjec� RENTON RIDGE APARTMENTS Oversizing Reimbursement KBI Itr to City Council dtd 1-23-90 Dear Mr. Kester: I have reviewed your computations with regards to oversizing costs for the above referenced project and feel that there are some errors in what you have proposed to us for our consideration. The minimum size waterline that could serve your apartment complex, based on fire flow requirements of 3,750 gallons per minute, would be a looped 10" waterline at a maximum velocity of 8 feet per second. We had originally talked about what the Utility Department would recommend and support to the Utilities Committee. This was the City granting of a latecomer's agreement for the installation of the 12" main from Sunset to N.E. Park Drive and on the estimated cost of a 12" main from N.E. Park Drive to 12th Street; with the City possibly picking up the oversize between a 12" main and a 16" main. It should be noted that if new single family residential connections are requested, they will be charged a latecomer fee based on an equivalent 8" main, and existing residents would be connected at no charge. The other alternative, if you do not like the above option, would be to request the City participate in the cost difference between a 10" and 12" main, and a 10" and 16" main. If this method of reimbursement were chosen, the Utility Department would not support your ` request for a latecomer's agreement. The reason for not supporting the latecomer's agreement on this option, is that the agreement would be too complicated with the City picking up oversize from 10" to 12/16", the developer picking up 8" to 10". It should be noted that if single family residential connections are requested, they will be charged a latecomer fee based on an equivalent 8" main, and existing residents would be connected at no charge.
