The school district participate, to extent of benefit (as determined by the City of Renton Wastewater Utility), in the improvements as conceptually approved by Council for the Crown Point II exemption (June 4, 1990). Participation may be one of the following methods: a. The school district may construct, at its cost, the approximately 935 lineal feet of improvements (the 880 lineal feet on NE 6th Place that would be upstream from Union Plaza would not be required), as detailed in the April, 1990, report prepared by RH2 Engineering and approved by Council. A latecomers agreement may be requested. b. The school district may wait until Crown Point II, Wonio, Pettet, or Union Plaza make the approved improvements and participate by means of a latecomers charge. c. The school district may participate with one or more of the other developers in the installation of said improvements. 2. The school district construct, at its cost, the next two levels of improvements identified in the RH2 Report totaling approximately 450 lineal feet. These improvements will be between Manhole 13-61 and Manhold 13-63. 3. The school district agree, by recorded Sanitary Sewer Extension Agreement, to participate in the cost and/or construction of the East Renton Interceptor to the extent it benefits its property (as determined by the Wastewater Utility). The school district may be credited for those improvements made that the Wastewater Utility determines are of a permanent nature and to the benefit of the system. 4. The City must be provided approved plans for the proposed improvements prior to issuance of the building permit. Construction must be completed and accepted by the City prior to occupancy (either temporarty or final). Furthermore, because of the facts of this request, this decision shall not be considered precedential for any other request for exclusion from the City's sewer moratorium policy. PSCOG: Vision 2020 Council President Mathews entered correspondence from Mayor poreen Marchione, City of Redmond, stating that Redmond City Council has adopted a resolution supporting the principles of Vision 2020 as adopted by the Puget Sound Council of Governments (PSCOG) on October 25, 1990, and pledging to work with affected jurisdictions to manage growth in a manner consistent with these principles. Mayor Marchione urged that other cities consider taking similar action. Councilwoman Zimmerman expressed agreement that a City resident should serve on this committee, and urged reconsideration of this appointment. Council President Mathews pointed out that there is a need to work with neighboring jurisdictions on the City's Comprehensive Plan, and the City should consider being open to allowing non-resident participation on other issues. Ms. Zimmerman requested that the Administration recommend a policy on composition of City committees indicating when residents of the City and County will be allowed to serve on a committee. Included in this program was an on campus site for our Business Technology Center. The State of Washington was able to fund all the construction at that time, except for the Business Technology Center. During this last legislative session, a special line item appropriation was passed in order that we might now construct the Business Technology Center as it was planned for in 1984. The monies available are a one time appropriation (3.5 million) and must be used within a specific window of time. Here lies our dilemma. We must build within this window and, at the same time, the City of Renton has a sewer moratorium in this area. Therefore, the Renton School District is respectfully requesting an exemption from the sewer moratorium for the following reasons: l. Renton Vocational Technical Institute is a part of the Renton School District and, as such, is a non-profit organization designed to serve a11 of The City by providing quality vocational training opportunities to all the citizens of Renton. 2. The Business Technology Center was shown on plans for the campus and included in all EIS statements of 1984, therefore should have been included in the capacity calculations for the sewer system. 3. Renton Vocational Technical Institute has closed its Highlands Annex location, thus reducing the flow into the system by three (3) buildings and assorted restrooms. 4. Honeydew Elementary School, which has been used for the Business Technology Center, will be virtually eliminated from the system, as classes are moved to the main campus. . � '�'' '�+' , Renton City Council November 14, 1990 Page 2 The Renton School District is more than willing to work with the City of Renton in facilitating this request. As I understand it, RVTI is eligible to receive state financial assistance to construct a new classroom building within the Renton campus. This funding may be contingent upon RVTI having permits or at least the assurance of permits before the end of the year. Your proposed facility is within the City's sewer moratorium area. Thus, we are unable to issue the necessary permits to allow you to proceed until action is taken to clear the moratorium restriction. At our meeting you indicated your willingness to enter into an agreement whereby RVTI would construct the building but would not occupy it until the moratorium is lifted; or that the city would allow RVTI to build provided RVTI could guarantee no increased flow from the school. You indicated the occupants of the new building are presently on campus and no additional student population would be allowed until the moratorium is lifted. Yesterday the Mayor and I met with Larry Warren, City Attorney; Dick Anderson, Utility Systems Manager; and Mike Benoit, Senior Engineering Specialist on this issue. After much discussion it is our consensus that we cannot allow the building to be constructed without a sewer permit, as a guarantee of no increased flow could not be effectively monitored and would set a precedent for other developers. Because the moratorium resolution was imposed by action of the Renton City Council, any decision regarding exemptions must be made by the Council. Accordingly, we suggest the following steps be taken: 1. Petition the Council, by letter, for an exemption from the moratorium, listing those reasons you feel are important and measures you would propose to provide necessary sewer capacity to properly serve your facility. '!'he next City Council meeting is November 19, 1990. If received, your letter would be read into the record that evening and referred to a committee for consideration. 2. Prepare a plan to improve the current sewer system capacity to allow your development. The plan should include preliminary engineering estimates. Mike Benoit is available to provide options for your consideration. His latest estimates indicate required improvements that could total $90,000. The City has been requiring those who make capacity improvements to our current system not to oppose the eastside interceptor plan or its funding by benefited properties when it is finalized. As you know, the sewer permit is just one of many permitting processes involved in development. Completing SEPA, site plan and other reviews are still required prior to building permits being issued. I am hopeful we can come to a solution that will meet your needs.
