Anril 22. 1991 Renton Citv Council Minutes Paae 146
In response to Council inquiry regarding sewer problems in the area and the
threat to Renton residents if the Holman connection is implemented, Utility
Services Manager Richard Anderson explained that construction of the East
Renton Interceptor will relieve difficulties experienced with the sewer system
in this area. He stated further that the sewer problems occur during the wet
season when rain water enters the system causing infiltration. Mr. Anderson
said that the City will conduct an infiltration study this year, and relief
should be realized before the next rainy season. Mr. Anderson also stated
that connection of the Holman property would not increase the threat to
Renton residents served by the sewer system.
Councilwoman Zimmerman commented that she supported the addition of the
Holman property to the sewer system because this constituted a health hazard
to the family. She also stated that the Committee addressed the non-resident
issue through the conditions set forth in the Committee report.
Councilman Stredicke expressed concern about the City providing service to
properties located outside the City limits, and noted that an annexation to the
City would also have provided a solution to the situation. *MOTION

MEMORANDUM
DATE: April 18, 1991
T0: Kathy Keoiker-Wheeler, Chair
Members of Utilities Committee
VIA: Mayor Earl Clymer
FROM: Ly,Cittmann, Administrator
Planning/Building/Public Works Department
STAFF CONTACT: David M. Christensen, Wastewater Utility
SUBJECT: STEVEN AND TARA HOLMAN (13612 SE 136TH STREET)
REQUEST FOR CONNECTION TO CITY SANITARY SEWER
BACKGROUND:
The Holman's are the owners of an existing single family home at 13612 SE 136th
Street. Their lot is the center of three tax lots (152305-9136) that are adjacent to the
plat of Fernwood East to the west, and Heather powns Division No. 1 to the south
(see attached map). Upon request of the Holman's, the Seattle-King County Health
Department investigated their septic system, determined it to be failed, and
recommended that the Holman's take whatever steps are necessary for the right to
connect to a public sewer system.
The City owns and operates an eight inch sanitary sewer line in SE 2nd Place (County
designation SE 136th Street) that is adjacent to the Holman's property. A six inch
stub was provided to the lot for future connection during the sewer mains
construction. This sewer main was constructed in 1977 to provide sewer service to
the plat of Heather powns.
This property lies within the Heather powns drainage basin which is currently under a
moratorium for connection to sanitary sewers (Resolution No. 2764). It also lies
adjacent to Zone 2 of the City's Aquifer Protection Area. This property would be
included within Zone 2 if it were either annexed into the City or if an interlocal
agreement between the City of Renton and King County regarding aquifer protection
regulation within King County was enacted.

DISCUSSION:
The Holman's property is an existing single family home, which lies adjacent to an
existing City sewer main and has a documented septic failure by the Seattle-King
County Department of Public Health. These above listed items meet the criterion
established by Resolution 2764 for Council's consideration of waiving the terms of the
moratorium and for authorizing connection to the City's sewer system.
Staff feels that it is logical for the City to provide this property a conditional
connection to its system for it lies within our service basin and it would help to protect
the City's aquifer.
RECOMMENDATION:
Staff recommends that the Holman's be granted permission by City Council to connect
to City sewer, consistent with City policy allowing connections outside the City limits
if a failing septic system exists. This connection will be based on the following
conditions:
a) The Holman's sign and have executed covenants agreeing not to protest
annexation for their parcel;
b) The Holman's make connection to City sewer consistent with City Codes,
Standards, and Policies;
c) The Holman's obtain and pay for all required permits, including but not limited
to a City Side Sewer Permit and County Right-of-Way Permit;
d) The Holman's pay the amount of 52,620.81 . This amount being equivalent to
the sum paid by the adjoining City properties within Heather powns for
construction of the sanitary sewer mains under LID The Holman;s shall
have the option of spreading these charges over a period o# ten years with
interest thereon fixed at the rate of 10% per annum; and
e) Acknowledge as non-City residents they are required to pay the utility rate set
by City Council for non-residents (currently one and one-half the standard rate).

Dear Mr . Holman:
I visited your home a few weeks ago and observed the
malfunction of your on-site disposal system. Conditions
are such that it would be much better to connect to
the existing sewer in the street in frorrt of your home .
Only as a last resort does this Department want you

We have lived at this address naw for ten years and feel that it would

Dear Mr. Holman:
I visited your home a few weeks ago and observed the
malfunction of your on-site disposal system. Conditions
are such that it would be much better to connect to
the existing sewer in the street in front of your home.
Only as a last resort does this Department want you
to do a repair on the existing septic tank system.
• I urge you to take whatever steps are necessary to
apply to the City for the right to hook-up to the
sewer .
If you have any questions , please contact me at 296-4708 ,
Monday through Thursday, etween 8 : 00 and 9 : 30 a .m.
