CORRESPONDENCE Correspondence was read from Mary Hulse, 1041 Grandview Ave., Boulder,
Citizen Comment: Hulse - CO, 80302, requesting a rezone of property located in the vicinity of NE 31 st
Rezone Request, NE and Lincoln Drive NE from Resource Conservation (RC) to Single Family,
31st/Lincoln DR NE Low Density. MOVED BY EDWARDS, SECONDED BY CORMAN,
COUNCIL REFER THIS CORRESPONDENCE TO THE ADMINISTRATION

OLD BUSINESS Councilman Tanner thanked the Administration for its prompt response to his
Police: Animal Control concern stated last week regarding the apparently vicious dog residing at 350
Complaint, 350 Maple Ave Maple Ave SW (rather than 356 Maple Ave SW). Mr. Tanner requested that
g�y the Animal Control Officer revisit the residence as a portion of the fence
surrounding the property is down and the dog has been seen running loose.
He also advised that the dog barks continuously.
�Jtilities Committee Utilities Committee Chair Schlitzer presented a report concurring in staff's
CAG: 88-053, Amendment recommendation that approval be given for the Mavor and Citv Clerk to
No. 3 to Soil Conservation execute Amendment No. 3 to the Soil Conservation Service (SCS)/City Pro ject
Service Agreement Agreement CAG-88-053. The Utilities Committee also concurred in staff s
recommendation that approval be given for the Mavor and Citv Clerk to
CAG: 90-033, Addendum execute�Addendum No. 9 to consultant contract CAG-90-033 with R.W. Beck
No. 9 to East Side Green and Associates for the East Side Green River Watershed Plan in the amount of
River Watershed Plan $299,821. MOVED BY SCHLITZER, SECONDED BY TANNER, COUNCIL
CONCUR IN THE COMMITTEE REPORT. CARRIED.
Utility: Ryan Request for Utilities Committee Chair Schlitzer presented a report regarding the
Emergency Sewer Hook- emergency sewer hook-up request from Mary Ryan for property located at
up 16443 Benson Road. The Utilities Committee recommended that this item be
n removed from referral and dropped from consideration. Because of the

EMERGENCY SEWER HOOK-UP REQUEST FROM MARY RYAN (16443 Benson Road)
(Referred April 4, 1994)
The Utilities Committee recommends that this item be removed from referral and dropped from
consideration.
Because of the projected requirements to extend sewer to the property and the high cost associated with
those improvements, the applicant has decided to withdraw the request. The applicant is working with the
Seattle - King County Department of Health (Health Department) to bring the property into compliance with
their requirements for on-site sewage disposal. If the on-site system cannot obtain the approval of the Health
Department, the applicant may resubmit the request.

SUBJECT: Committee Referrai: Mary Ryan Request for Sewer
Attached is a copy of a letter sent to Mary Ryan, asking if she is willing to commit to
the potential time and cost involved to extend this sewer. While the street that this
parcel fronts will at some time have City sewers installed, sewer is not adjacent to the
property now. We wish to have an idea of the level of commitment by the applicant
prior to commiting staff resources to the complexities of this request.

SUBJECT: REGIUEST FOR SANITARY SEWER SERVICE
RE: KING COUNTY PARCEL#008700-0021
The City of Renton Wastewater Utility is in the process of reviewing your request to obtain sewer service
for the property located at 16443 Benson Road. I have written to Soos Creek Water and Sewer District to
inquire about their willingness to negotiate a revision to our service boundary. If they are agreeable to
revising the service boundary, our recommendation to Council will probably be in favor of allowing
connection to Renton's system with several conditions.
The first condition is an execution of a covenant to annex, to be recorded against the property. The
second is that the property owner must obtain and pay for all required permits i�cluding side sewer and
righf-of-way permits. The property owner must also acknowledge that as a "non-residenY' user, they are
subject to the rate set by Council for that class (currently one-and-one-half the standard rate).
Last, but definitely not least, the property owner must make connection to public facilities consistent with
City codes, standards and policies. This would include the extension of the 8-inch main in Benson Road to
the easterly side of the property. This would be an extension of approximately 210 lineal feet. If the City
were to have done this extension, we would estimate $30,000 to $50,000. As a private developer
extension, you may be able to install it at less cost.
With these proposed conditions, are you still interested enough to commit to the cost and time necessary
to extend the sewers?

Citizen Commenx Warren Dana Warren, PO Box 88050, Tukwila, 98138; spoke regarding the Housing
- �evelopment Element of the Comprehensive Plan, saying that one reason many residents
Fees/Affordability Issues cannot afford to own their own homes is because of the costs incurred by
developers for new construction. Mr. Warren said assessment and mitigation
fees can total 54,000 to SS,000 per unit, which can constitute the difference
between a project being feasible or infeasible.

Police: NLC Support of City Clerk submitted request from the National League of Cities to adopt a
Anti-Crime Legislation resolution supporting congressional action ou anti-crime legislation. Council
concur. (See page 137 for resolution.)
SCA: Appointments to City Clerk submitted request from the Suburban Cities Association (SCA) to
King County Regional adopt a resolution ratifying SCA appointments to the Metropolitan King
Committees County Regional Committees and approving the appointment method and SCA
bylaws. Council concur. (See page 137 for resolution.)
Budge� 1994 Amendments Finance and Information Services Department submitted proposed 1994 Budget
amendments in the total amount of 538,617,070, increasing the 1994 amended
- budget to 5146,271,752. Refer to Finance Committee.
H&HS: Renton Area Housing and Human Services Division submitted proposed agreement with
Youth & Family Services Renton Area Youth & Family Services (RAYS) to provide various services for
(RAYS) Agreement City of Renton residents. Refer to r�mmunitv Services Committee.

OLD BUSINESS Transportation Committee Chair Edwards presented a report recommending
Transoortation Committee that Council authorize the Mayor and City Clerk to execute the interlocal
Transportation: SR- agreement with the Washington State Department of Transportation (WSDOT)
167/SW 27th HOV Project to receive $344,000 in federal grant money with a local match of 553,688 to
Agreement, WSDOT be used for preliminary engineering for an HOV interchange at SR-167/SW
27th Street, and for HOV lanes (one lane in each direction) along SW 27th
Street. The Committee further recommended that the resolution regarding this
matter be presented for reading and adoption. MOVED BY EDWARDS,
SECONDED BY SCHLITZER, COUNCIL CONCUR IN THE COMMITTEE

Dear City Council Members,
I own a property at 16443 Benson Road which has a malfunctioning septic system. A city
of Renton sewer line is within 300 feet. The property is within King County jurisdiction
and inside Soos Creek Sewer District boundaries. Soos Creek lines are a lazge distance
away. It would be allowed to repair the e�sting system if City of Renton would not
allow me to hook up to their lines and/or Soos Creek does not allow me to hook up to
City of Renton lines. Repairing the system will be cheaper than hooking up to sewers but
I am fully aware that sewers now are going to be cheaper than sewers later. Will the city
allow me to hook up to city sewer lines. An annexation into the city is not favorablg�
viewed by the property owners between my property and the city limits. /
