June 13th, 2022: Piero D’Amore received a phone call about the property for a request to
inspect. Piero did the inspection the same day and took photos of the violations on the
property. The photos show multiple unlicensed vehicles on the property, vehicles
parked in the grass, storage of tires next to the house, and garbage also being stored in
the open on the property. Exhibit 2
June 15th,2022: Piero created the Warning of Violation, and sent one to the property
owners, and one to the current resident in the home. Exhibit 3
July 5th,2022: Piero did a re-inspection of the property documented with photos and
verified all violations are still present on the property. Exhibit 4
July 6th,2022: Piero created the second Warning of Violation, and sent one to the
property owners, and one to the current resident in the home. Exhibit 5
July 11th,2022: Property owners and niece came into City Hall to speak to Piero about
the violations at the property. Owners stated that current tenants are not paying rent,
and that they are going to start the eviction process. Piero asked the owners to stay in
communication with the city to give updates on the process, and they agreed. Exhibit 6
July 19th,2022: Received the returned Warning of Violation as undelivered/unclaimed.

August 8th,2022: Received the second Warning of Violation as undelivered/unclaimed.

August 25th,2022: Piero has had no communication with property owners, and sent out
a reminder Warning of Violation with a letter asking for an update. Exhibit 9
September 12th,2022: Piero performed another inspection of the property with photos,
and found all violations are still present on the property. Also received the signed
certified mail of the Warning of Violation. Exhibit 10
September 19th,2022: After not hearing from the owner since July 11th,2022 and no
response to the reminder letter sent out August 25th,2022. Piero mailed out a third
Warning of Violation. Exhibit 11
October 3rd,2022: The City received a new request for a follow up inspection of the
property. Exhibit 12
October 21st,2022: I performed an inspection of the property with photos and verified
all violations are still present on the property. Exhibit 13
October 24th,2022: I mailed the first Notice of Violation and Order to Correct to the
property owners with a fine of 1500 dollars. Exhibit 14
October 31st,2022: Received the first signed Notice of Violation and Order to Correct.

November 9th,2022: I performed a re-inspection of the property with photos, all
violations are still on the property with no response from the property owners. Exhibit

November 10th,2022: I mailed the second Notice of Violation and Order to Correct to the
property owners with a fine of 1500 dollars. Exhibit 17
November 17th,2022: I received a certified letter from Mr. Do stating the problems are
created by the renters of the property. Exhibit 1 8
November 21st,2022: Received the second signed Notice of Violation and Order to

November 29th,2022: I did another inspection of the property with photos and ver ified
all violations are still present on the property. Exhibit 20

The city’s position is that more than ample time has been granted to make substantial
gains in bringing the property into compliance, which has not happened. The property
owners were made aware of the violations on their properties several times and did
nothing about it. The choice of the property owners to rely on the tenant to resolve the
violations, who created the violations in the first place, does not negate from the effort
of city staff to bring the property into compliance or lessen the property owner’s
responsibility for paying the accrued fees.

Code Text:RMC 8-1-4.C Unlawful Storage of Garbage and Recyclables states, "it shall be unlawful for any
person to deposit, throw, dump, store, maintain, retain, keep or place garbage, recyclables or
yard waste on private or public real property in the City, except in a garbage can or unit,
recycling bin or yard waste cart for the purpose of storing such garbage, recyclables or yard
waste until the next regular collection date by the City’s collection contractor or any other
person authorized by the City to collect garbage or recyclables. This subsection shall not

apply to yard waste in compost piles or receptacles so long as they are properly maintained
free of all vectors and any odors traveling off-premises. Further, this subsection shall not apply

Corrective Action:Remove and properly dispose of all garbage being stored on the property in the bed of a
vehicle. Vehicles are not approved containers for the collection of garbage.

Code Text:It is unlawful for any person to keep, store or park, or to permit any other person to keep, store
or park, any disabled vehicle or boat, or unlicensed vehicle or boat, on any residentially zoned
property within the City unless that vehicle or boat is stored and parked outside public view
within a fully enclosed building at all times. Vehicles and boats which are kept on site and
outside of an enclosed building shall be operational and currently registered.
Corrective Action:Remove and properly dispose of all unlicensed and/or inoperable vehicles from the property or
demonstrate all vehicles are licensed and operable.

Code Text:RMC 8-1-4.E Unlawful Storage of Bulky Waste: The City of Renton has adopted regulations
that governs bulky waste. The code states “It shall be unlawful for any person in the city to
store, maintain, keep, retain, dump or accumulate bulky waste on private property in the City”.
Bulky waste is defined as “large items of solid waste, including but not limited to items such
as furniture, large household appliances, refrigerators, freezers, oven, ranges, stoves,
dishwashers, water heaters, washing machines, or clothes dryers: junk vehicles, vehicle hulks
or any other oversized solid wastes which would typically not fit into or be permitted for
collection as garbage in garbage cans”.
Corrective Action:Remove and properly dispose of all used tires being stored outside on the property.

Code Text:RMC 4-5-130.B.4 The Renton Municipal Code has specific regulations governing outdoor
storage, the amended IPMC code states that:
308.3 Prohibited areas for outdoor storage: Outdoor storage is prohibited on residentially zoned
property in the following areas: Front yards, Side yards, Slopes greater than 15%, Designated
open spaces or restricted areas, critical areas, including wetland, streams and associated
buffer areas.

308.4 Emergency access: Outdoor storage areas shall not prevent emergency access to the
residential structure or any other building.
308.5 Business related storage: Materials stored outdoors on residentially zoned properties
shall not be owned by or used in any business or industry including a home occupation
business.
308.6 Height limitations: Materials stored outdoors on residentially zoned properties shall be
neatly stacked and not exceed a height of six feet (6'). Tarps may not be utilized for screening
outdoor storage.
Corrective Action:Consolidate outdoor storage to backyard area. Remove all items from the front and side yards.

Code Text:RMC 4-5-130.B.3 The City of Renton Municipal Code has specific regulations governing weeds,
the amended IPMC 302.4 regarding weeds states:
Weeds: All premises and exterior property shall be maintained free from weeds or plant growth
in excess of twelve inches (12") in height on development property or twenty-four inches (24")
in height on vacant land. All noxious weeds shall be prohibited. Weeds shall be defined as all
grasses, annual plants and vegetation, other than trees or shrubs; provided, however, this term
shall not include cultivated flowers and gardens.
Corrective Action:Mow, remove, properly dispose of and maintain all vegetation to a maximum of twelve (12)
inches in height on developed property.
VIOLATION 7: Parking: Impermissible Parking Locations Investigation Date

Code Text:Except for recreational vehicles and commercial vehicles being used for development activity
pursuant to a valid City-issued permit, all motor vehicles shall be parked on a lawfully
established driveway or an approved impervious surface. A separate violation of this Section
shall be deemed to have occurred when, after issuance of a citation, twenty four (24) or more
consecutive hours passes and the offending vehicle remains in an impermissible location,
regardless of whether or not the vehicle has been relocated from the original location. For the
purpose of this Section, driveways consisting of compacted dirt and/or gravel established prior
to the effective date of this Section shall be considered a permissible parking location.
Corrective Action:Park only on a lawfully established driveway or an approved impervious surface. Vehicles can
not be parked in the yard.

consecutive hours passes and the offending vehicle remains in an impermissible location,
regardless of whether or not the vehicle has been relocated from the original location. For the
purpose of this Section, driveways consisting of compacted dirt and/or gravel established prior
to the effective date of this Section shall be considered a permissible parking location.
Corrective Action:Park only on a lawfully established driveway or an approved impervious surface. Vehicles can
not be parked in the yard.

RMC 8-1-4.E Unlawful Storage of Bulky Waste: The City of Renton has adopted regulations
that governs bulky waste. The code states “It shall be unlawful for any person in the city to
store, maintain, keep, retain, dump or accumulate bulky waste on private property in the
City”.
Bulky waste is defined as “large items of solid waste, including but not limited to items
such as furniture, large household appliances, refrigerators, freezers, oven, ranges, stoves,
dishwashers, water heaters, washing machines, or clothes dryers: junk vehicles, vehicle
hulks or any other oversized solid wastes which would typically not fit into or be permitted
for collection as garbage in garbage cans”.

308.1 Purpose: The purpose of this section is to define and regulate the outdoor storage of
materials on residential property while maintaining the character and use intended for single
family residential neighborhoods.
308.2 Allowed residential outdoor storage: For RC and R-1 zoned properties, a maximum of
four hundred (400) square feet of area may be used for outdoor storage. For R-4, R-6, and
R-8 zoned properties, a maximum of two hundred (200) square feet of area may be used for
outdoor storage. For R-10 and R-14 zoned properties, a maximum of one hundred feet (100')
of area may be used for outdoor storage. Outdoor storage in excess of the above
requirements is not permitted in the City of Renton.
308.3 Prohibited areas for outdoor storage: Outdoor storage is prohibited on residentially
zoned property in the following areas:
Front yards
Side yards
Slopes greater than fifteen percent (15%)
Designated open spaces or restricted areas
Critical areas, including wetland, streams and associated buffer areas
308.4 Emergency access: Outdoor storage areas shall not prevent emergency access to
the residential structure or any other building.
308.5 Business related storage: Materials stored outdoors on residentially zoned properties
shall not be owned by or used in any business or industry including a home occupation
business.
308.6 Height limitations: Materials stored outdoors on residentially zoned properties shall
be neatly stacked and not exceed a height of six feet (6'). Tarps may not be utilized for
cover outdoor storage.

Except for recreational vehicles and commercial vehicles being used for development
activity pursuant to a valid City-issued permit, all motor vehicles shall be parked on a
lawfully established driveway or an approved impervious surface. A separate violation of this
Section shall be deemed to have occurred when, after issuance of a citation, twenty four
(24) or more consecutive hours passes and the offending vehicle remains in an
impermissible location, regardless of whether or not the vehicle has been relocated from the
original location. For the purpose of this Section, driveways consisting of compacted dirt
and/or gravel established prior to the effective date of this Section shall be considered a
permissible parking location.

NOTICE OF RENTON MUNICIPAL CODE VIOLATION
The City has elected to establish a non-judicial hearing and determination system to enforce Renton Municipal Codes (RMC)
civil code violations. Therefore a code violation penalty, consistent with RMC 1~3~2.P is imposed, not including any costs,
fees or assessments. You may respond in the following manner:
I deny creating, permitting to exist, maintaining or failing to eliminate the violation(s) and I am requesting a hearing to
contest this Notice of Violation. Appeal requests must be received by the Renton City Clerk’s office within 15 days of the
date of this Notice of Violation. Please send me a hearing date. I promise to appear on that date. The administrator must
prove by a preponderance of the evidence that I committed the violation. I understand that under RMC 1-3-2.G that the
