City of Renton Trip Generation & Parking Demand

This memorandum summarizes the trip generation and parking demand for the proposed Goddard Renton
tenant improvement, within the City of Renton (COR). The site is located at 4110 NE 4 th Street in Renton.
The tenant improvement will convert a health/fitness center into a day care use. The change of use is for
12,140 Square Feet (SF). The total number of day care students will be 170 with the change of use. No
new vehicular accesses are proposed to the building site and no changes will be made to the site frontage
or parking lot. A site plan is included in the attachments.
Trip Generation
Trip generation calculations have been performed utilizing data published in the Institute of Transportation
Engineers (ITE)Trip Generation Manual, 11th Edition (2021). The average trip generation rates for ITE
Land Use Code 565, Day Care Center, and LUC 492, Health/Fitness Club, have been used for the proposed
trip generation and credit for the existing use.
A pass-by rate of 75% was applied to the day care center trip generation based other jurisdictions
(Snohomish County) which applies this rate to day care facilities located on arterials. For the health/fitness
center a 25% pass-by rate was applied based on the City of Renton 2011 Rate Study which showed the %
New Trips as 75%. The trip generation calculations for the Goddard Renton development are summarized
in Table 1.

Parking Demand
ITE Parking Generation Manual, 5th Edition, identifies LUC 565, Day Care Center. The average rate for
Weekday is 2.45 vehicles per 1,000 SF. The peak hours for parking for the day care center are anticipated
to be from 8 AM to 6 PM. The 12,140 SF would require 30 parking spaces. There are 26 parking spaces
that will be identified for exclusive use with an additional 4-5 parking spaces marked for school drop-off/pick-
up Monday-Friday. The parking on-site will support the proposed tenant improvement.
Mitigation Fees
The City of Renton has a traffic mitigation fee of $7,145.85 for net new PM peak-hour vehicle trips (proposed
– existing). The change of use of 12,140 SF from health/fitness club to day care center with 75% pass-by
resulting in 2 PM peak-hour trips will therefore result in City of Renton traffic mitigation fees of $14,291.70.
In addition, other jurisdictions such as the City of Bellevue allows for no mitigation fees to be paid if the
property owner signs an Agreement for Exemption of Traffic Impact Fees and the property must be for the
exclusive use of childcare services for at least ten (10) years. That exemption form is included in the
attachments.

then the ITE average pass-by rates shall be used.
(2) For Drive-Through Espresso Stands, Daycare Located on Arterials, Specialty Retail,
and Health Clubs, the following pass-by rates shall apply:

(3) Unless stated otherwise in an adopted DPW Rule, the pass-by rate for AM and PM
peak hour trips (PHT) will be used for average daily trips (ADT).
4220.060 Traffic Counts
Adopted: 1/1/03, First Revision 10/11/04, Second Revision 9/19/16
(1) Traffic Studies provided for developments generating more than fifty (50) new net
PHT will need to include traffic counts for any impacted key intersections on critical
arterial units. These counts are necessary to estimate future volumes and to support
the forecast assignments of trips from the development at the key intersections.
(2) DPW has a regular program of conducting traffic counts and may be able to provide
the developer with acceptable counts. DPW will determine whether specific available
traffic counts are acceptable. For purposes of future analysis of LOS for traffic studies,
the count date should not be more than one year prior to the submittal date of the
report. An older count is only acceptable with prior written permission from DPW. For
other purposes, such as screening or assistance with trip distributions, counts may be
up to two years old. When acceptable counts are not available from DPW, developers
must provide new counts with their traffic studies.
(3) DPW may develop guidelines to be used to determine whether or not counts are
acceptable, and a standard format for counts, including a tabular format.
4220.070 Trip Distributions and Assignments

(1) Trip distribution means applying the trip generation to the road system to forecast
the number of new vehicle trips on specific roads in the system. A “trip distribution” is a
type of traffic analysis that estimates the likely destinations of new trips generated by a

This Agreement For Exemption of Traffic Impact Fees (“Agreement”), is entered into this
_______ day of ____________, 201_, by and between the City of Bellevue, a Washington Municipal
Corporation (“City”) and _________________, a Washington limited liability company (“Property
Owner”), who owns the real property located at ____________, Bellevue, Washington and legally
described on Exhibit A attached hereto (“Property”).
I. Recitals.
WHEREAS, Property Owner has received approval of a project on the Property under City of
Bellevue Permit Number _________(the “Project”);
WHEREAS, the Project includes facilities in which the Property Owner will provide
child care services for a term of at least ten (10) years; and
WHEREAS, “child care services” is used as it is defined in Bellevue Land Use Code
(LUC) 20.50.014 to mean “use providing regular care and training for children, generally for less
than 24 hours, outside of the immediate family, or K through 12 education system. This use
includes family child care homes and child day care centers. Also included are preschool and
nursery school facilities which are not part of the K through 12 education program. Not included
are uses solely for religious purposes;” and
WHEREAS, Section 22.16.070(B) of the Bellevue City Code (BCC) provides for exemptions

from the requirement to pay a transportation impact fee for certain development activities with broad
public purposes; and
WHEREAS, pursuant to BCC 22.16.070(B)(1), any development or portion thereof used
exclusively for “child care services” as defined in LUC 20.50.014 now or as hereafter amended is
exempt from the requirement to pay a transportation impact fee; provided, that that no such
exemption shall be provided unless the developer has first signed an agreement satisfactory to the
city which provides assurance that such child care services use shall continue for at least that term
specified in such agreement.
NOW, THEREFORE, in consideration of the mutual benefits set forth in this Agreement, the
parties agree as follows:
II. Agreement.
1. Term of Child Care Services. Property Owner agrees that the Property or portions of the
Property identified in building permit #_________ approved by the City will be for the exclusive use
of “child care services” for at least ten (10) years from the first day the child care services facility is
open for business (“Term”). If such use lapses before the minimum time requirement is satisfied, the
traffic impact fee will come due immediately.
2. References to City Code. Unless otherwise specifically stated, any reference to city code
or regulation shall be deemed to refer to such provision as it now exists or is hereafter amended.
3. Binding Effect. This Agreement shall run with the land, and shall be binding on the
successors, assigns, personal representatives, and heirs of Property Owner, including but not limited
to all subsequent owners of the Property.
4. Termination. This Agreement shall remain in effect for the Term of this Agreement
unless otherwise extinguished by amendments to the applicable provisions in the BCC or LUC
which expressly supersede the relevant provisions of the codes or regulations in effect at the time
that this Agreement is made.
