EMERGENCY SERVICES DEPARTMENT LETTER OF AGREEMENT(LOA)
EFFECTIVE: Apri! 1, 2008
SUBJECT: RENTON AIRPORT EMERGENCY SERVICE
1. PURPOSE: This LOA establishes the responsibilities and procedures for
emergency notification and response to aircraft in disfress or involved in an accident.
2. SCOPE: The procedures outlined herein are used by Renton Fire and Ernergency
Services Department (RF&ES), Rentan Airport Management, and employees of the
RNT FCT for alerting appropriate personnel when aircraft experience emergency
conditions.
3. RESPONSIBILITIES:
A. RNT FCT SHALL:
(1) Nofify the RF&ES via 911 when the�e is an aircraft in distress or there is an
aircraft accident.
(2) Relay additional information pertinent to the emergency, as it becomes
known, to emergency response personnel.
(3) Control aircraft and vehicular movements on the airport to pravide
unrestricted access by the emergency response personnel.
(4) Provide.additional support to emergency response personnel, if feasible.
(5) Conduct routine, regular checks on communications equipment (Ci#y radio
on Monday mornings between 0700L and 080�L, RF&ES provided 800mhz radio
between 0700L and 1000L on Monday mornings).
B. THE RF&ES SHAL�:
(1) Dispatch emergency response personnel within their area of jurisdiction to
aid persons aboard and aircraft in distress and/or persons invo(ved in the aircraft
accident.
(2) Direct airport management personnel to assist emergency response
personnel when there is an emergency or accident on or near the Renton
Airport.
(3) Conduct regular and routine checks on communications equipment.

4. DEFINITIONS:
A. ALERT 1, {Local Standby). Indicating an aircraft approaching the airport is en
minor difficulty; (i.e., feathered propeller, oil leak, or rough running engine). The
emergency equipment and crews would initiate a standby response and await
development of the emergency.
B. ALERT 2, (Fult Emergency). tndicating an aircraft approaching the airport is in
major difficulty; (i.e., smoke in the cabin, engine fire, faulty landing gear, na
hydraulic pressure, medical emergency). This means emergency equipment and
crews should proceed to a predetermined location to await developmen# of the
emergency.
C. ALERT 3, (Aircraft Accident). Indicating an aircraft involved in an accident on
or nearby the airport and emergency equipment and crews should proceed
immediately to the scene.
5. PRQCEDURES:
A. RNT FCT SHALL:
(1) Immediately notify the RF&ES via 911 when, in the opinion of any of the
following, a potential ar actual emergency exists:
(a) Tower controller on duty.
(b) Pilot of the aircraft concerned.
(c) OwneNOpe�ator of the aircraft concerned.
(d) Airport Management.
(2) As information is obtained, pravide the emergency services operator the
following information:
(a) Alert category.
(b) Aircraft identification and type.
(c) Nature of the emergency.

(d) PiloYs desires
(e� Current focation of distressed aircraft, estimated time of arrival, and ianding
runway. Describe the accident location by reference#o commonfy known points
such as a street or grid map.
(f} Number of people on board.
{g) Type and amount of fuel if known.
(h) Hazardous material.
(3) After the eme�gency equipment has been alerted, and time permits, notify:
(a) Airport Management.
(b) If possible, the aircraft owner/opera#or when a loca! aircraft is invoived.
(4) Contro! air and ground traffic so as to avoid canflicts in the area of the
emergency, including routes on the airport that will be used by emergency
equipment responding to or returning from the emergency.
(5) lnform emergency response personnel of the pragress of the distressed
aircraft and when an emergency is upgraded ar downgraded.
B. THE RF&ES SHALL:
(1) Dispatch emergency response equipment and personnel. The response
executed, the equipment assigned, and the number of personnel will be the
responsibility of the RF&ES.

C. RNT AIRPORT MANAGEMENT PERSONNEL SHALL:
(1) Close the movement areas as appropriate via N�TAMs
(2) Assist emergency response personnel.
(3) Notify other agencies, or personnel as required by the RF&ES.
(4) Schedule a meeting with the tower, the RF&ES, and airport managemen#
following an emergency on or near the airport to review the response.
