Hi Bonnie:
For Mr. W illiams request the answer is easy. His parcels fall under condition (e) of 4-6-040, which does
not require the agreement since it is not in our PAA.
As far as Mr. Holmes goes, no we have not had him sign such an agreement, primarily because this
slipped through the cracks and because we have not yet made up the form. We have not finaled his
project yet, so we will try and slip this in as a condition of final.

Roderick Williams, 11919 Renton Ave. S., Seattle, WA 98178. I am not seeing in our records that an
agreement was ever executed with him or recorded with King Co. for this. Would you happen to know the
status of this?

OLD BUSINESS Utilities Committee Chair Brier presented a report regarding the request for
Utilities Committee sewer service outside Renton City limits submitted by Robert A.Holmes. The
tility: Request for Sewer Utilities Committee recommended that Council approve Mr.Holmes' request to
Connections Outside City be allowed to connect his two existing lots to the City's sewer system,for the
Limits(Holmes) construction of one single-family residence on each legal lot, subject to the
passing of an ordinance revising City Code to allow Council to appro�e such
connection. The approval of Mr.Holmes' request shall be subject to conditions

Letter Submitted by Robert A. Holmes
ISSUE:
The City has received a letter from Robert A. Holmes requesting an exemption from the recently passed
City Code prohibiting properties outside Renton City Limits from connecting to the City's sewer system.
Mr. Holmes has two existing lots that are directly adjacent to the City's corporate limits in the Northeast
portion of the City abutting the Stonegate neighborhood. He wishes to build on his two existing lots and
connect them to the City's sewer system.
RECOMMENDATION:
This request for sewer connection does not conform to the conditions for sewer connection outside the City
recently established by Ordinance No. 4969. The Planning/Building/Public Works Department therefore
recommends that Council deny Mr. Holmes' request to be allowed to connect his two existing lots to the
City's sewer system.
BACKGROUND SUMMARY:
At the beginning of June 2002, the Ciry Council approved City Ordinance No. 4969, which revised
conditions for which the City permitted connection to its sewer system. The new ordinance limits
connections to public agencies, existing residences with septic system issues, and for developments that
had an existing sewer availability certificate prior to the passage of the ordinance.
CONCLUSION•
The code does not provide for the connection of new single-family homes to the City's sewer system if the
properties are outside the City Limits, unless the above-stated criteria are met. The subject application
does not meet the established criteria for sewer connection.

Existing Platted Single Family Lots
As related to Mr. Holmes' request to connect his two existing lots to sanitary sewer as part of the
construction of a single family house on each, the Utilities Committee is planning to recommend
that Council direct staff to propose an amendment to the recent code change for provision of
sewer service outside the City limits. Said amendment would add language to allow for existing
legal lots, desiring to construct a single family residence or connect an existing single family
residence, to connect to the City's sewer system as conditioned by the code and subject to the
approval of the Council.
T'he language we will propose would amend Section 4-6-040C by adding a new condition as
follows:
4. Existing legal lot(s) desiring to consh-uct one single-family residence or
connect one existing single-family residence: City Council may approve the connection
of one existing single-family residence or the connection to sanitary sewer for the `
construction of one single-family residence on an existing legal lot. In consideration of
such connection, the property owner(s) shall be required to execute an agreement with
the City requiring that any development occurring on the lot shall be in compliance with
City of Renton zoning and development standards.
The insertion of this new section would, of course, necessitate the shifting down of
subsequent sections.
The members are expected to bring this issue out from the July 18`�' Committee Meeting.

The Renton City Limits.
I recently purchased 2 existing tax lots just outside the city limits of
Renton with the intent of annexation and extending sewer thru my current
access/utility easement, into my property.
The address of my property is: 14612 S.E. 100�' ST. Renton, Wa. 98059,
it is accessed by driving thru a development known as "Stonegate"
(Stonegate is inside Renton City limits).
I am requesting the city grant an exemption from the city code prohibiting
new sewer connections to properties outside Renton City limits and allow
me to extend sewer service from the existing sewer system into my
property, upon granting of this request, I plan on building a home for
my Daughter on 1 lot and a home for my wife and myself on the other lot. �
