Public Safetv Committee Public Safety Committee Chair Law presented a report regarding legislation Police: Motorized Scooters controlling motorized scooters. It was determined that the location of operation Regulations should be controlled,that the scooters should be muffled, that the riders be required to wear helmets,that 13 years of age be the minimum age of operators, and that there be a ban on operation from one half hour after sunset to one half hour before sunrise. Other areas of concern were addressed,including speed limits, and the requirement of a driver's license or other identifying information. It was deternuned to defer this last set of topics for future review if there was a continuing problem with motor scooters after the regulatory ordinance has been adopted and in place for some time. The Committee concurred in the staff recommendation that Council adopt an ordinance regulating motor scooters relating to their place of operation,that the motor scooters be muffled,that riders wear helmets,that 13 years of age be the minimum age of operation,and that there be a ban on operation from one half hour after sunset to one half hour before sunrise. Utilities Committee Utilities Corrunittee Chair Clawson presented a report regarding the request by Utility: Water Main First Savings Bank of Renton that the City contribute$85,235 towards the Replacement Cost Sharing, bank's installation of a new water main in Williams Ave. S. from S. 2nd St. to First Savings Bank,Williams S. 3rd St. Ave S The Water Utility Division has reviewed the bank's submitted total cost of ��,.D� ' o� t $165,230 for the waterline and deternuned that this cost is higher than the City's average cost for similar projects. The Water Utility has limited remaining budget for infrastructure improvements for economic development projects since there is already a commitment to pay for a portion of the infrastructure improvements in the Highlands area in conjunction with the development of the Harrington Square project. In addition,the City will be paying for full-width asphalt overlay of the street after the completion of the bank's waterline and other City utilities instead of requiring the bank to overlay half of the street. The Committee recommended concurrence with the recommendation of the Planning/Building/Public Works Department that Council approve the City's contribution of$50,000 towards the installation of the waterline by First Savings Bank instead of the requested$85,235. This proposal is consistent . The City has requested that the Bank install a larger size water line in Williams Avenue South to provide more fire flow for fire protection to properties in the vicinity of the project site. RECOMMENDATION: • Staff recommends that Council approve the request from First Savings for the City to participate in the cost for the installation of the water line in Williams Avenue South. • Staff further recommends that Council authorize the Water Utility to reimburse the Bank for actual costs not to exceed $50,000 instead of the requested$85,235.00. BACKGROUND SUMMARY: First Savings Bank plans to construct a new two-story banking facility adjacent to the existing bank building on South 2na Street between Wells Avenue South and Williams Avenue South. To comply with fire codes, the Bank will be required to install 540 feet of new 10-inch water line in Williams Avenue South from South 2na Street to South 3ra Street for fire protection. The existing 6-inch water line in Williams Avenue South cannot provide the required fire flow demand for the new facility. � � � � June 14, 2004 Page 2 The City has requested the Bank to upsize the new line from 10-inch to 12-inch in diameter to provide additional fire flow capacity to existing and proposed development along Williams Avenue South between South 2"d Street and South 3rd Street. The cost difference from the oversizing of the line from 10-inch to 12-inch is about $7,000. The Bank requests that the City pay for$85,235, which is about 50% of the total cost of the line of$165,235. City Code allows developers and property owners to request the City to participate in the cost of the utility improvement when the City requires that the utility be oversized for the best interest of the City and the general locality. Typically, the City would require the developer to pay for the installation of all utilities required by City code for their project. In this case, the Water Utility would support sharing the cost of the water line with the Bank since the improvements could accommodate future economic and redevelopment projects along Williams Avenue South. The Water Utility has a limited budget for infrastructure improvements for economic development projects in the Downtown and in the Highlands areas. With Council's approval, we have already committed $400,000 from the Water Utility's 2004 budget and $100,000 from the City's Economic Development's budget to install new water mains in the Highlands in conjunction with the developer of the Harrington Square project. We have a maximum of $50,000 of contingency funds remaining that we could offer to pay for the City's participation with the Bank's project. Another reason for the City to participate in the construction of this water main is that City policy supports coordination of infrastructure replacement projects with other utilities and asphalt street overlay projects. The Wastewater Utility and Surface Water Utility are scheduled to replace the sanitary sewer lines and the storm water lines in Wells Avenue South and in Wiliiams Avenue South between South 2na Street and South 3Ta Street in the summer of 2004. Both streets will have a full-width asphalt overlay after the completion of the project. The Water Utility plans to replace the water line in Wells Avenue South in conjunction with the sanitary sewer and storm sewer replacement project. The Water Utility did not plan and budget for the replacement of the water line in Williams Avenue South in 2004, since the Bank will be installing the new line ahead of the City's project in order to have the required fire flow to construct the new bank facility. FINDING: The Water Utility has reviewed the total cost of$165,235.00 for the new water line submitted by the Bank and recommends that the City's participation not to exceed $50,000 for the following reasons: 1. The Bank's submitted cost of$165,235.00 is about $35,000 higher than the City would normally be paying for similar projects, if this project were advertised for public bids. 2. The City will be paying for full-width asphalt overlay of Williams Avenue South after the completion of the replacement of the sanitary and storm sewer lines. The City is not requiring the Bank to overlay half the street as part of the installation of the water main. The estimated cost that the Bank would have paid for the half-street overlay is $23,000. Subsequent conversations with City Staffsuggested a 12"line would be a better option. First Savings Bank of Renton understands the need for upgrading the infrastructure and is more than willing to do its part. However, since our proposed project occupies appro�mately one-quarter of the total block,shouldering the entire cost of the waterline replacement is overly burdensome. We have contracted with a highly recommended construction firm to do the project; and have received an acceptable bid. The Water Utility has reviewed the Bank's submitted total cost of$165,23.00 for the water line and determined that this cost is higher than the City's average cost for similar projects. The Water Utility has limited remaining budget for infrastructure improvements for economic development projects since we have already committed to pay for a portion of the infrastructure improvements in the Highlands area in conjunction with the development of Harrington Square project. In addition, the City will be paying for full-width asphalt overlay of the street after the completion of the Bank's water line and of other City's utilities instead of requiring the Bank to overlay half of the street. The Utilities Committee recommends concurrence with the Planning/Building/Public Works Department's recommendation that Council approve the City's contribution of$50,000 towards the installation of the water line by First Savings Bank instead of the requested $85,235.00. This proposal is consistent with the City's priorities in supporting infrastructure improvements for economic development projects in the Downtown and Highlands areas.
