The Comprehensive Plan for this area would be either potential multiple residential or single family residential. Chairman Garrison invited comments from the audience. ' Mr.• Ted LaValle , 2206 10th P1. North, voiced objection to the proposed construction of apartments , since he felt that 10th Place North is too narrow to take care of the increased traffic load. Mr. Warren, the applicant , stated that if the R-3 is granted, he could work out an access plan whereby traffic from the apartments would diverted to Sunset Boul- evard over the applicant's property. ACTION: Moved by Stredicke , seconded by Cordell , that the hearing be closed. Motion carried. Moved by Stredicke, seconded by Teegarden, that the rezone to R-3 be recommended to the City Council for approval, as it is consistent with the Comprehensive Plan. Mr. Racanello disqualified himself from consideration of this matter. ' Committee report: Recommends approval. 8tatt report: This property is adjacent to, an area pres- ently zoned R-1 and across from a business area. The proposed use would provide a reasonable buffer between • business and single family residential uses . The Compre- hensive Plan indicates this area as multiple residential use. P-278-669 for 6-unit apartment .use. in. an m . zone °ocated on ?t rth Williams between 3rd Avenue..North. and. 1st Avenue North, Committee report•: Recommends approval ,if the applicant can meet R-2 standards and setbacks. . Staff report: The proposed use of the area for apartments is in agreement with the Comprehensive Plan. The con- struction of a 6-unit apartment is , however questionable in the present R-2 zone and according to R-2 standards. Slides of the area were shown. Discussion followed relative to area requirements . It was stated that the applicant could build six units if these were all bachelor units , and still comply with the Rm2 setbacks, In reply to question of rezoning instead of the Special Per- mit, Mr. Ericksen stated that the applicant was informed of the alternative , and had wished to apply for the Permit rather than the rezone. Mr. Stredicke suggested that this matter be continued until the applicant could be contacted regarding a change to re- quest R-3 zoning, which the Commission members deemed to be more desirable than granting the Special Permit. ACTION: Moved by Teegarden ; seconded by Cordell , that the Commission approve the Special Permit subject to compliance with the codes and ordinances of the City. Roll Call Vote being called, results were as follows : "Ayes". - Teegarden, Cordell. "Nays" - Racanello, Denzer, Sterling , Stredicke. • Motion carried. After further disucssion, the following motion was made: ACTION: Moved by Stredicke , seconded by Racanello, that the previous action be rescinded. Motion carried.
