(Excused were James Denzer, Gerald Cordell and John Sterling , Dr Bai.rdBardarson) e Staff present : Planning Director Gordon Ericksen, Assistant Director James Magstadto Others present : Lyman Houk The regulag meeting of the Renton Planning Commission was called to order by Chairman Garrison at 8 : 00 P.M. It was moved by Teegarden, seconded by Racanello , that the absent members of the Commission be excused. Motion carried. It was moved by Stredicke , seconded by Racanello , that the min- utes of the meeting of April 13 , 1966 be approved as written. Motion carried. HEARINGS : 1. PLATS : ( 1) Preliminary Plat of Danielson Addition, Appl. No. S-308-66 , property located in the vicinity of SE 100th Street and 113th SE. Action on the Plat was postponed in order to give the Park Board time to meet with the Plattor regarding possible acquisition of the property for park purposes , and also, that the Applicant work out problems of lot lines and drain- age with the adjacent property owner. of the Council A communication was read from the Property Committee/and Park Board advising the Commission that it is the Council' s desire to hold in abeyance that portion of the preliminary plat of Danielson Addition containing Lots 1 , 2 , 3 , 4 , 5 and major part of Lot 6 , together with the area designated for street purposes within the Plato It was requested that this section of the Plat be held until an appraisal and final decision can be made concerning the City ' s interest in this property for park purposes . M:r. Lyman Houk, from the City Engineering Department , stated that he has not received any additional information relative to the Plat , and he recommended that this Plat be held in abeyance until such time as the information has been received. Mr. Kenneth Oyler, engineer for the Plat , stated that he had submitted additional information relative to drainage and a change of lot size to the City Engineer' s office this date. However, the City Engineering Department had not had time to check this matter over. ACTION : Moved by Racanello , seconded by Busch, that this Plat be held in abeyance until such time as this information has been r,eteiiied On the Park Board' s decision on the possible acquis- tion of the property for park purposes , and that the problem of drainage be resolved. Motion carried. Mr. Stredicke voted no. He requested that a legal opinion be obtained from the City Attorney relative to the legality of holding up a Plat for these reasons . 20 REZONE APPLICATIONS : (1) Ray Hartman, Appl. No. R-301-66 , request for rezone from R-2 to R-3 , of property located on 15th Avenue North between J and -1- • r Planning Commission - April 27 , 1966 Page 2 20 (1) Continued: K Streets . (Continued from meeting of March 23 pending sub- mission by Applicant of an improved access to the proposed apartments . Mr. Hartman submitted a revised plot plan showing an easement road as access to the proposed apartments . After inspection of the revised plan, it was the concensus of opinion of the members and the Planning Director that the proposed easement was over property not owned by the Applicant , and that it was still inadequate , it ,.was:.also felt that traffic engendered by the apartments would create a hazard for the residents of the duplex. ACTION: Moved by Racanello , seconded by Stredicke , that the hear- ing be closed. Motion carried. Moved by Racane.11o , seconded by Stredike , that the re- zone request be denied. Motion carried. ( 2) A. W. Myers , Applo No. R-312-66 , request for rezone from R-1 to R-3 , of property located on 90th Avenue South between South 128th and South 129th Streets . Staff report : The Comprehensive Plan for this area in- dicates this as multiple family residential use , and adjacent properties to the north were recently rezoned R-3 . Surround- ing uses to the north and east are business and to the south and west single family residences . Committee report: Recommend approval on the basis that the rezone proposed is in agreement with the Comprehensive Plano Chairman Garrison invited comments from the audience. Mr. Tom Nelson, resident at 90th South and South 129th in- quired relative to the scope allowed in the R-3 zone. He expressed concern regarding the height and density of 'the proposed apartments . Several other property owners in ,the immediate vicinity of the proposed apartments voiced objection to the rezone. Mr. Wilson, speaking in favor of the rezone , stated that he believed that the apartments proposed would not obstruct the view any more than a single family residence which could be 35 ' in height . Also , he felt that the apartments would be more suitable than single family residential, since the rear of the apartments would be toward the used car lot on Rainier Avenue. ACTION: Moved by Teegarden, seconded by Racanello , that the hearing be closed. Motion carried. Moved by Teegarden, seconded by Racanello, that the rezone request be approved, as it is in agreement with the Compre- hensive Plano Motion carried. ( 3) Charles Shane, A.pplo No. R-312-66 , request for rezone from R-3 to B-1 , of property located on the south side of Maple ValleyyHighway extending east from the Stoneway Dock Company ' to the existing gas station site , and north of the existing
