HomeMy WebLinkAboutLUA66-307 r - r oRDINAIE AN ORDINANCE OF THE CITY OF RENTON, WASHINGTON, CHANGING THE ZONING CLASSIFICATION OF CERTAIN PROPERTY WITHIN THE CITY OF RENTON FROM RESIDENTIAL DISTRICT (R-2) TO RESIDENTIAL DISTRICT` (R-3) WHEREAS under Chapter VII, Title IV (Building Regulations) of Ordinance No. 1628 known as the "Code of General Ordinances of the City of Renton", as amended, and the maps adopted in conjunction therewith, the property hereinbelow described has heretofore been zoned as RESIDENTIAL DISTRICT (R-2), and WHEREAS a proper petition for change of zone classification of said property has been filed with the Cit4 Clerk on or about March 4, 1966, which petition was then duly referred to the Planning Commission for investigation, study and public hearing, and a public hearing having been held thereon on or about March 23, 1966, all pursuant to notice of hearing duly published and posted as provided by law; and said matter having been duly considered by the Planning Commission, and said rezoning being in conformity with the City's Comprehensive Plans and all parties having been heard appearing in support thereof or in opposition there , NW THEREFORE BE IT ORDAINED BY THE MAYOR AND THE CITY COUNCIL OF THE CITY OF RENTON AS F OLLOZWS: SECTION I: The following described property in the City of Renton is hereby rezoned to Residential District (R-3); the City Engineer and the Planning Director are hereby authorized and directed to change the maps of the Zoning Ordinance, as amended, to evidence said rezoning, as follows: Lots l and 2, Block 2, Graceland Terrace (Property situated on L Street and llth Place) SECTION II: This Ordinance shall be in full force and effect from and after its passage, approval and legal publication: PASSED BY THE CITY COUNCIL this llth day of April, 1966. lirresemacGam/ , City Clerk APPROVED BY THE MAYOR this llth day of April, 1966. Chairman Garrison invited comments from the audience. Mr. McFadden, the applicant , stated that he felt this is a good use for the property, since it is in the vicinity of the Hospital property and:,.could .serve as living quarters for hospital personnel. The Commission members were in general agreement with the Staff and Committee reports , and felt that the requested zoning is pre- mature, at':athis' ±ime. (9) Bruce Buck , Appl. No . R-306-66 , from -:G-720(0 .to'. R-4.;; property on 116th Avenue SE between Sunset East and 12th Ave. N. (a) Staff report ; The present use of the area is for single family residential and adjacent uses include single family uses and Highlands duplexes . The Comprehensive Plan indicates the area for multiple family residential use. The proposed zone would allow a maximum of 72 units on the property. The anticipated site development problems tend to indicate the area as being suit- able for lower multiple use . (b) Committee report : Recommends R-3 apartment use to allow a Lower density use. Mr, John Bardessono , representing the Applicant , asked why this was recommended for R-3 and not R-4. Mr, Ericksen stated that he felt that the R-3 is more compatible with the adjoining R-2 uses , and would generate less traffic con- gestion at the intersection of Sunset Boulevard and 116th Ave. SE and the intersecting North Renton Interchange. He felt that the Commission has already followed a policy of rezoning to R-3 many of the Highlands areas . After further discussion the following action was taken : ACTION: Moved by Stredigke , seconded by Bardarson, that the hearing be continued for further study. Motion carried. (10)jJohn Racanello , Appl. No. R-306-66 , request for rezone from R-2 to R-3 , of property located on the SW corner of L Street and llth Place . (a) Staff Report : The Comprehensive Plan indicates this area as potential multiple family residential. The property is loca- ted between existing business area and adjacent to a single fami- ly area. (b) Committee report : The proposed rezone would be in agree- ment with the Comprehensive Plan. There being none , the following action was taken : ACTION: Moved by Denzer, seconded by Cordell , that the hearing be clos- ed. Motion carried. Moved by Cordell , seconded by Teegarden, to concur with the staff and committee reports and recommend to the City Council approval of the rezone from R-2 to R-3 , as it is in agreement with the Comprehensive Plan. Motion carried. Mr. Racanello abstained from discussion and voting on this matter. ( 11) Local Musicians Club , Inc. , Appl. No. R-295-66 , Lot 4 , Blk. 4 , Motor Line Add. to City of Renton, property located on Logan St.. between 2nd Avenue and Tobin Avenue. Staff report : The Comprehensive Plan indicates this area as potential commercial use. The property is presently being used for commercial use on a nonconforming basis . Committee report : The proposed zone would be in agreement with the Comprehensive Plan and the Committee recommends appro- val. Chairman Garrison asked if there were any objections or comments from the audience. There being none , the following action was taken: ACTION : Moved by Stredicke , seconded by Bardarson, that the hearing be closed. Motion carried. Moved by Stredicke , seconded by Bardarson;, that the rezone be recommended to the City Council for approval , since it is in agreement with the Comprehensive Plan. Motion carried. 3. VARIANCE APPLICATIONS : (1) Pacific Northwest Bell Telephone Co. , Appl. No. V-296-66 , request for variance?:-or parking requirements , property on Williams Street between 2nd and 3rd Avenues . Staff report : The Telephone Company has submitted plans to construct an additional story on the existing building , which would be used for equipment. The Applicant indicates there will be no additional employees , and additional parking spaces would not becneeded. Discussion ensued relative to the possibility of future need for additional parking if the use of the second story of the building should change . Representatives of the Telephone Company stated that the use would be for equipment and the use would not be changed in the forseeable future. ACTION: Moved by Stredicke , seconded by Cordell , that the hearing be closed. Motion carried.
