HomeMy WebLinkAboutLUA66-339 ern ORDINANCE AN ORDINANCE OF THE CITY OF RENTON, WASHINGTON, CHANGING THE ZONING CLASSIFICATION OF CERTAIN PROPERTY WITHIN THE CITY OF RENTON FROM GENERAL CLASSIFICATION DISTRICT (G-6000) TO LIGHT INDUSTRY DISTRICT (L-1) WHEREAS under Chapter VII , Title IV (Building Regulations) or Ordinance No. 1628 known as the "Code of General Ordinances of the City of Renton", as amended, and the maps in conjunction therewith, the property hereinbelow described has heretofore been zoned as GENERAL CLASSIFICATION DISTRICT (G-.6000) , and WHEREAS, a petition for, change of zone classification of said property has been filed with the City Clerk on or about July 1, 1966, which petition was then duly referred to the Planning' Commission for investigation, study and public hearing and a. public hearing having been held ,thereon on or about July 27, 1966, and said matter having been duly considered by the Planning Commission and said rezoning request. being in conformity with the City's Comprehensive Plans and all parties having been heard appearing in support thereof or in opposition thereto, NOW THEREFORE, BE IT ORDAINED BY THE MAYOR AND THE CITY COUNCIL OF THE CITY OF RENTON AS FOLLOWS: SECTION I: The following described property in the City of Renton is hereby rezoned to Light Industry District (L-1) ; the City Engineer and the Planning Director are hereby authorized and directed to change the maps of the Zoning Ordinance, as amended, to evidence said rezoning, to-wit: Block 27, Lots 40, 41, 42, 43, 44, 45, and portion of Lot 46 (adjacent to State Highway Overpass) C.D. Hillman's Earlington Gardens #1. (situated on S. 148th Street between 87th Ave. S. and State Hwy. Motion carried. (3) John Harer, Appl. Noo R-337-66 , request for rezone from G to B-1, property located on the south side of SE 128th Street approximately 200 ' west of 132nd Ave. SE. The property ex- tends 805 ' westward with a depth, of 300 ' . The Comprehensive Plan indicates commercial use and multiple family residential. The proposed use is for a super market and related retail outlets, Staff comment: The Comprehensive Plan indicates future com- mercial use along ' SE 128th Street approximately 200 ' in depth and multiple family residential to the south. Committee comments : Recommend approval. Chairman Garrison asked if there were any objections or comments on this proposed rezone. There being no objections, the follow- ing actions were taken: ACTIONS : Moved by. Stredicke, seconded - by Cordell, that the hearing be closed. Motion carried. Moved by Cordell, seconded by Denzer, that the rezone from G to B-1 be recommended for approval to the City Council, as it is in agreement with the Comprehensive Plan. Motion carried, (4) Amos. Huseland, Appl. Noo R-338-66 , rezone from R-1 to R-3 : property located at the SE corner of 116th Ave. SE and 12th Avenue North. The Comprehensive Plan indicates multiple family residential use, The proposed use is for apartments. Staff comments : The property adjoins the recently rezoned R-3 Buck property. The McKnight Junior High School is located across 12th Avenue N. Committee comments : Recommend approval Chairman Garrison read two protest petitions signed by proper- ty owners in the area, who felt that the proposed property should be developed into single family dwellings, and that the increase in traffic and congestion would be objectionable. Chairman Garrison asked if there were any further comments. There being none, the following actions were taken: ACTION: Moved by Denzer, seconded by Cordell, that the hearing be closed. Motion carried. Moved by Denzer, seconded by Cordell, that the rezone from R-1 to R-3 be recommended to the City Council, since it is Thin agreement with the Comprehensive Plan, Motion carried. � (5)/ Douglas Buck, Appl. No. R-339-66 , request for rezone from G-6000 �<// to L-l : Property located on the northwest corner of S0 148th St. and 87th Avenue SE. The property is approximately 190 ' by 100 ' in depth. The Comprehensive Plan indicates light indus- trial use, The proposed use is for warehousing. -3- • Planning Commission Minutes 7-27-66 Page 4 2 , REZONES , Continued: Continued: Staff comment: The proposed use would be in compliance with the Comprehensive Plan. Committee comment: Recommend approval. Chairman Garrison asked if there were any objections or comments from the audience. There being no comments , .the following actions were taken: ACTIONS : Moved by Teegarden, seconded by Cordell, that the hearing be closed. Motion carried. Moved by Cordell, seconded by Stone, that we concur in the committee and staff report and recommend to the City Council the rezone as requested from G-6000 to .L-1, since it is in agreement with the Comprehensive Plano Motion carried. (6) Charles Ruud, Appl. No. R-340-66 , request for rezone from R-1 to B-P. Property located on the east side of WilliamscStreet south of 4th Avenue, adjacent to existing unimproved parking lot. The Comprehensive Plan indicates this area as multiple family residential. The proposed use is for off-street park- ing. Staff comment: Application indicates the purpose is to provide more parking in the downtown area and applicant indi- cates he will improve the lot with black-topping, etc. Committee comments: Recommend approval of the request on the basis that the parking lot be improved to City engineer- ing standards and specifications. Mr. Stredicke asked relative to the existing parking lot, which is adjoining the proposed lot. Mr. Ericksen stated that the existing parking lot is being used for parking at the present time, and the Applicant has indica- ted that he will improve both lots. Mrs. Jean Scobie asked what affect this proposed parking lot would have on the residences in the area. The Commission felt that the improvement of the lots in question would help to improveAh:e heighborhood. Mr. Stredicke felt that there were some questions regarding the use of the proposed lot and the existing lot-which he would like. answered, and since the Applicant was not present, this matter should be continued. ACTIONS: Moved by Stredicke, seconded by Teegarden, that we continue the hearing until the next meeting. Motion lost. Moved by Denzer, seconded by Racanello, that the hearing be closed. Motion carried. Moved by Denzer, seconded by Racanello, that the rezone be recommended to the City Council for approval, since it is in compliance with the Comprehensive Plano Motion carried.
