ORDINANCE NO, oZ� � AN ORDINANCE OF THE CITY OF RENTON, WASHINGTON, CHANGING THE ZONING CLASSIFICATION OF CERTAIN PROPERTIES VIITHIN THE CITY OF RENTON FROM GENERAL CLASSIFICATION DISTRICT (G-6000) TO APARTMENT HOUSES AND MUTIPL$ DWELLINGS (a-4). WHEREAS under Chapter VII, Title IV (Building Regulations) of Ordinance No. 1628 known as the "Code of General Ordinances of the City of Renton", as amended, and the maps in conjunction therewith, the properties hereinbelow described have heretofore been zoned as General Classification District (G-6000) ; and WHEREAS a petition for change of zone classification of said property has been filed with the City Clerk on or about September 12, 1966, which petition was then duly referred to the Planning Commission for investigation, study and public hearing and a public hearing having been held thereon on or about September 28, 1966 and said matter having been duly cons.id'r d.by- the Planning Commission and said rp „p,ine .r_eQuest being in, conformity with the City's Comprehensive-Plan and all parties having beec_.hgard appearing in support thereof or in opposition thereto, NOW THEREFORE BE- IT O2DAIJ ED.,BY THE MAYOR AND THE CITY COUNCIL. SECTION I: The following described properties in the City of Renton are hereby rezoned to Apartment Houses and Multiple Dwellings (R-4) ; the City Engineer and the Planning Director are hereby authorized and directed to change the maps of the Zoning Ordinance, as amended, to evidence said rezoning, to-wit: Beginning at a point 156 feet South of the Northeast corner of Government Lot 4, Section 29, Township 24 North, Range 5 E. W.N. , King County, Washington: Thence North 58020' West 563 feet, more or less to the inner harbor line; thence South 44°20' West 163 feet, thence South 67°40' East 210 feet, thence South 58°20' East 460 feet, more or less to the Westerly line of the Northern Pacific Railroad right of way; thence Northeasterly along said Westerly line of said right of way to a point South 58°20' East of the point of beginning; thence North 58°20' West to point of beginning. It was requested that the Minutes note that Mr. Busch left the meeting at this time. Mr. Ericksen showed the property on the map and the development plans proposed, Chairman Garrison invited comments from the audience. • Mr. Glenn Carlson, 1028 K Street, stated that he owns the resi- dence across the street from the proposed rezone, and he object- ed to the construction of apartments, because the height would destroy the view, and additional traffic engendered by the apartments would be objectionable. Others protesting for the same reasons were: Mr. Burelle, 1010 K Street, John Becker, 1034 K St. , Mr. DeFoe, 1024 K Street. The protesters indica- ted that they would not object to one or two story apartments, but would object to three or four stories. Mr. Alfred Simgnson, Architect representing the Applicants, displayed drawings of the proposed apartments and explained the layout. He indicated that the height would conform to R-3 rather than R-40 It was noted by the Commission that R-1, single family resi- . dence zone, allows a height of 35 ° o The R-3 zone would allow 3 stories or 40 ° in height. The Commission members felt, since the property directly to the - west was already zoned B-1, that R-3 zoning would be appropriate zoning for the subject property. The Applicant agreed to amend his application to request R-3 , and further agreed that there would be no access to the parking areas from K Street. It was stated that this would be up to the City Engineer regarding street access. • ACTION: • • Moved by Denzer, seconded by Geegarden, that the hear- , ing be closed, Motion carried unanimously. The property has been considered on two previous occasions for rezoning to R-3. Committee comments: Recommend denial. The proposed rezone would infringe upon a predominantly .sjngle_ fafily area.
