Grady Way CALL TO ORDER AND PLEDGE OF ALLEGIANCE Mayor Pavone called the meeting of the Renton City Council to order at 7:00 PM and led the Pledge of Allegiance. ROLL CALL Councilmembers Present: Valerie O'Halloran, Council President James Alberson, Jr., Council Position No. 1 Carmen Rivera, Council Position No. 2 Ryan McIrvin, Council Position No. 4 Ed Prince, Council Position No. 5 Ruth Pérez, Council Position No. 6 Kim-Khánh Vǎn, Council Position No. 7 Councilmembers Absent: ADMINISTRATIVE STAFF PRESENT Armondo Pavone, Mayor Ed VanValey, Chief Administrative Officer Shane Moloney, City Attorney Jason Seth, City Clerk Melissa McCain, Deputy City Clerk Martin Pastucha, Public Works Administrator Kari Roller, Finance Department Administrator Ellen Bradley-Mak, Human Resources and Risk Management Administrator Commander Dan Figaro, Police Department Attended Remotely: Judith Subia, Council Liaison Kelly Beymer, Parks & Recreation Administrator Brianne Bannwarth, Development Engineering Director Cailín Hunsaker, Parks & Trails Director Ron Straka, Public Works Utility Systems Director February 6, 2023 REGULAR COUNCIL MEETING MINUTES PROCLAMATION a) Ted Rodriguez Day Proclamation: A proclamation by Mayor Pavone was read declaring February 6, 2023 to be Ted Rodriguez Day in the City of Renton, encouraging all citizens to join in this special observance. Ted Rodriguez accepted the proclamation with appreciation. MOVED BY PÉREZ, SECONDED BY O'HALLORAN, COUNCIL CONCUR IN THE PROCLAMATION. CARRIED. ADMINISTRATIVE REPORT CAO Ed VanValey reviewed a written administrative report summarizing the City’s recent progress towards goals and work programs adopted as part of its business plan for 2023 and beyond. Items noted were: • Preventative street maintenance will continue to impact traffic and result in occasional street closures. AUDIENCE COMMENTS • Matt Hanbey, Renton, expressed concern about the size and traffic impacts of a development project proposed for the north Renton neighborhood. Mayor Pavone noted that this proposal is in the early stages and encouraged Mr. Hanbey to attend upcoming hearings. • Michael Westgaard, Renton, urged Council to support a Renton-based minimum wage increase campaign, and asked them to state for the record their stance on the subject. CONSENT AGENDA Items listed on the Consent Agenda were adopted with one motion, following the listing. a) Approval of Council Meeting minutes of January 23, 2023. Council Concur. b) AB - 3277 Police Department requested ratification of a traffic safety grant, from the Washington Association of Sheriffs & Police Chiefs, for the acceptance of $2,800 in grant funds for the purpose of purchasing two (2) Radar (with Rear antenna) devices in order to enhance traffic safety programs. Refer to Finance Committee. MOVED BY O'HALLORAN, SECONDED BY PRINCE, COUNCIL CONCUR TO APPROVE THE CONSENT AGENDA, AS PRESENTED CARRIED. UNFINISHED BUSINESS a) Community Services Committee Chair Rivera presented a report concurring in the staff recommendation to confirm Mayor Pavone’s appointments of Mr. Bruce McIntyre and Mr. Martin Rosete to the Renton Municipal Arts Commission for terms expiring 12/31/2023. MOVED BY RIVERA, SECONDED BY VǍN, COUNCIL CONCUR IN THE COMMITTEE RECOMMENDATION. CARRIED. EXECUTIVE SESSION & ADJOURNMENT MOVED BY O'HALLORAN, SECONDED BY PRINCE, COUNCIL RECESS INTO EXECUTIVE SESSION TO DISCUSS POTENTIAL LITIGATION PURSUANT TO RCW 42.30.110(1)(i) FOR APPROXIMATELY 30 MINUTES, WITH NO OFFICIAL ACTION TO BE TAKEN AND THAT THE COUNCIL MEETING BE ADJOURNED WHEN THE EXECUTIVE SESSION IS ADJOURNED.
