We understand that this matter has been referred to the .Planning Committee for further . consideration. Youwill notice that we have provided in the: ordinance for. the required setback and side yard 'towhich, as we understand it, the property owner has voluntarily agreed. It may be that the Cabreros are also willing to'grant' an ease— ment to the City for street and utility purposes of the South 20 feet of- the subject'property but this again, as -previously expressed- so many times, would have to be done on a .strictly; voluntary basis and should not be listed or inferred as a condition precedent" to any rezoning. We have discussed this matter with the Cabreros' attorney in Seattle on several occasions and he undoubtedly would be willing to so recommend. Ericksen, Planning'Directof Mayor Custer u ORDINANCE NO._ 2189 AN ORDINTANCE OF THE CITY OF RENTON, "ASHINGTON, CHANGING THE ZONING CLASS IF ICATION OF CERTAIN PROPERTY "ITHIN THE CITY OF RENTON FROM GENERAL CLASSIFICATION DISTRICT (G) TO MANUFACTURING PARK DISTRICT (M-P) WHEREAS under Chapter VII, Title IV (Business Regulations) of O'inance No. 16P2 known as the "Code of General Ordinances of the City of Renton", as amended, and the maps adopted in conjunction therewith, the property hereinbelow described has heretofore been zoned as General Classification District (G), and WHEREAS a proper petition for change of zone classification of said property has been filed with the City Clerk on or about July 2191965, which petiton was then referred to the Planning Commission for investigation, study and public hearing, and a public hearing having been held thereon on or about August 25, 1965, which -hearing was then continued for a period of thirty (30) days, all pursuant to notice of hearing duly published and posted as provided by law; said matter having bean duly considered by the Planning Commission, and all parties having been heard appearing in support thereof or in opposition thereto, NCW THEREFORE BE IT ORDAINED BY THE MAYOR AND THE "CITY COUNCIL OF THE CITY OF RENTON AS FOLLCJ'S: SECTION I: The following described property in the CITY OF RENTON is hereby rezoned to Manufacturing ,Park District(M-PO; the City Engineer and the Planning Director are hereby authorized and directed to change the maps of the Zoning Ordinance, as amended, to evidence said rezoning, as follows: Beginning at a point on the north side of the county road 943.04' east of the northeast corner of the Henry Adams Donation Claim in Sec. 36, Twp. 23 N., R. 4 E., W.M.; Thence running east 353.04' along the north side of said county road; thence north 562.12' to a ditch; thence westerly along the south side of said ditch 334.12' .to the east line of a five acre tract deeded to Winston; thence southerly along said line 472.1' to the place of beginning. Authority .were present to .disc.uss with the Commission members their plans.. for. new housing .units_.for.:elderly and . low..income .persons. The proposed area_ is ..zoned GS11"'a:nd,rwould" retliai're_"re2Ohi'rig for this - purpose. Judge Houser; attorney for the Housing Authority; stated that Mr-., Huggard; architect for the project ; was present to answer any questions regarding .the iproposed,:project . The area :under'-consideration is located one-halfblock:from 1< Street between 13th Place- and 14th Avenue North,; ' Mr. Huggard stated that theadvantages. of this site over the other areas they had:.considered: are°. fairly' close...proximit.y. t.o the . other: Housing Authority .proj.ects and .the:_area..administration office; close to shopping. cent.er.9 .cl.pse._ proximity. to .the. park and .community ,building; cost of acquisition of the land .was considered reasonable. Also the necessity of acquiring three. an.d one-half . acres. to accommodate 50 housing units r.uled ..out .many _other sites ; . especially in the downtawn._Renton area. Dr. Bardarson asked what action .is :required of the Planning Commissionatthistime. Mr. Ericksen stated that this is. to give the Commission an. oppor= tunity to be aware. of what the. Housing Authority is .doing0 . .He said that, in. loo.king.. at.. the. area. he felt this development would help to pp- grade. .the area. The area is now zoned 'GS1 and would require a rezoner. Racanello9 that the Com= mission go on record as approving.. the -proposed site. Motion carried. Mayor .Ouster informedhthe '.. Commission regar.ding'Lthe conditions existing in the recently developed plat of Tiffany Park. He showed samples of pipe lining materials which have cause clogging of pipelines in this area. He stated that the City has now adopted- a stricter code relative to water- piping. This-:.was for the information of the Commission. The Commission members then considered the final plat of . Conner°s Lake View Park #2 . The plat has been signed by the City Engineerssignifying that it meets the City°s platting ordinance requirements. After inspection of the plat it was moved by Denzer; seconded by Stredicke to recommend .to the City Council the adoption of the Final Plat of Conners Lake View Park #2. Motion carried. Mr.. Ericksen brought up the matter of the proposed M=P..Manufacturing Park District classification; stating that thereMerensome_ problems relat- ing to this which. need:consideration; particularly in view of the pending Cabreros rezone request. Staff present: Planning Director Gordon Ericksen, Assistant Planner James Magstadt. The regular meeting of the Renton Planning Commission was called to order at 8 : 00 P.M, by Chairman Felker. The minutes of the meeting of September 8 were approved as written, HEARINGS: 1> BEN CABREROS, APPL, NO, R-250-65 , request for rezone from G to H-19 continued from the August meeting. The property is situated..on South 180th Street between the East and West Valley Highways , Staff report: It is recommended that the property be rezoned to H-1 until the establishment of the Manufacturing Park Ordinance., At this time the property would be reclassified M-P, It is further re- commended that the applicant grant unto the City an easement for road- way and utility purposes.. over the South 20 ° of the subject property in accordance _with the proposals of the Comprehensive Plan and the prior establishment of South 180th Street as a 100 ° arterial by the City of,.Renton. and .the City of Kent.
