No. SA-655-70; request for site plan approval for retail bicycle and boat sales and service in P-1 zone; site located south of Renton Chamber of Commerce building and parking lot Gentlemen: The Planning Commission reviewed the application of Mr. Rexford D. Clark at the public hearing meeting of July 22, 1970. The Plan- ning Commission upon completion of its review took the following action: It was moved and seconded that the Planning Commission deny the Rexford Clark site approval application as the Zoning Ordinance for the P-1 zone in which this property lies clearly prohibits commercial use. Also, it is felt that a commercial development along that portion of Rainier Avenue adjacent to the airport would be detrimental to the airport itself and to the community and the vicinity of the Chamber of Com- merce Development. Westerly access will utilize the driveway of adjacent property. A letter has been received from adjacent property owners indicating their agreement to the joint use access. That particular access will be improved and changes made with reference to access to other parking areas. , Audience comments were invited. Dr. Arthur Kay, 510 Seneca Avenue NW, Renton, stated the primary use of the property will be for social services, including youth guidance and counseling, adoption offices and similar types of work. MOVED BY DENZER, SECONDED BY MOLA, THAT THE HEARING BE CLOSED. MOTION CARRIED. ACTION: MOVED BY DENZER, SECONDED BY TEEGARDEN, THAT THE PLANNING COM- MISSION APPROVE THE SITE PLAN APPROVAL APPLICATION OF THE CHURCH OF JESUS CHRIST OF LATTER-DAY SAINTS AS IT COMPLIES WITH CITY ORDINANCES. MOTION CARRIED. b) CLARK, REXFORD D. , Appl. No. SA-655-70; site plan approval i;4 for retail bicycle and boat sales and service in P-1 zone; property located on east side of Rainier Ave. N. between Nelson P1. NW and Renton Ave. extension The Chairman described the site approval application and stated that the first aspect of the application that must be considered is whether the proposed use is in accordance with the present zoning on the property. A review of the Zoning Ordinance indicates that the proposed commercial use is prohibited in the P-1 zone (present zoning of subject property) . The Planning Director stated that the site in question is a portion of the City of Renton Airport, located southerly of the Chamber of Commerce building. The property is presently zoned P-l. The Comprehensive Land Use Plan indicates the area as public use. The applicant' s plan was displayed. At the Chairman' s request, Secretary Mola read the P-1 section of the Zoning Ordinance. Commission comments were invited. Teegarden stated he agreed that there was no question that the proposed use is not per- mitted in the P-1 zone. Ross asked if a filing fee had been paid by the applicant. The Planning Director replied that there is no filing fee for an application for site approval. Audience comments were invited. Mr. Rexford Clark, Rt. 5 , Box 424, Tacoma, Washington, the applicant, spoke on behalf of the application. He stated there were at least three businesses in the P-1 zone now operating--the Boeing Company, Renton Aviation and the Chamber of Commerce. The plot he wishes to utilize for his business is not being used; other sites available in the city are too expensive. The Chairman stated that the Commission is aware that there are other businesses located on the airport; however, these are pre-existing conditions and the Commission is under no obligation to perpetuate something in violation of the ordi- nance. Forgaard stated the Chamber of Commerce is a non-profit organization and of a public use nature; the other businesses i Renton Planning Commission Meeting July 22, 1970 Minutes - Page 3 operating are all airport-oriented; the Boeing Airplane Com- pany is a user of the airport and its facilities. At the Chairman' s request, Secretary Mola read a letter received from F. A. Grabner, 22,irport Director. The letter, dated July 22, 1970 , stated that at an informal meeting of the Renton Aviation. Board on July 20 , 1970, the members stated . they would approve the leasing and relinquishing of juris- diction over the strip of airport land involved in the Rexford Clark application. The Board has no plans for airport use of it in the foreseeable future. The Board would be willing to take whatever steps may be necessary to turn it over to the city. Denzer stated such action as described in Mr. Grabner' s letter would be properly handled by the City Council. Forgaard stated that Renton is one of the few cities in the area where a person can drive down a main street and view the airport and its facilities; any business development along Rainier Avenue would obstruct this view and would be undesirable. Teegarden stated that the Municipal Arts Commission has been wanting to develop and landscape this area to enhance the air- port and the scenic drive along Rainier Avenue. Commercial use ,here would be a mistake. MOVED BY TEEGARDEN, SECONDED BY DENZER, THAT THE HEARING BE CLOSED. MOTION CARRIED. ACTION: MOVED BY TEEGARDEN, SECONDED BY FORGAARD, THAT THE PLANNING COMMISSION DENY THE REXFORD CLARK SITE APPROVAL APPLICATION AS THE ZONING ORDINANCE FOR THE P-1 ZONE IN WHICH THIS PROP- ERTY LIES CLEARLY PROHIBITS COMMERCIAL USE. ALSO, IT IS FELT THAT A COMMERCIAL DEVELOPMENT ALONG THAT PORTION OF RAINIER AVENUE ADJACENT TO THE AIRPORT WOULD BE DETRIMENTAL TO THE AIRPORT ITSELF AND TO THE COMMUNITY AND THE VICINITY OF THE CHAMBER OF COMMERCE DEVELOPMENT. MOTION CARRIED UNANIMOUSLY. The applicant was advised of his right to appeal the decision of the Planning Commission to the City Council in writing within ten days . 4. CONTINUED ITEMS OF BUSINESS CITY COUNCIL REFERRALS a) PROPOSED STREET VACATION, BURNETT AVE. S. AND S. 8TH ST. Planning Commission review and recommendation requested City Council public hearing continued to August 24 , 1970) The Planning Director stated that a public hearing before the City Council on this proposed vacation was held on July 20 , 1970. The Board of Public Works had recommended that no action on this matter be taken until such time as the State Highway Department has established the route of the relocated Benson Highway, as any vacation of streets in this area could present future problems, including the possibility of the city ' s having to purchase property previously vacated. Dear Mr. Ericksen: V , This is to advise that at an informal meeting of the Renton Aviaton Board on July 20, 1970, the Members stated they would approve the leasing and relinquishing of jurisdiction over the strip of airport land involved in the property described above. The Board has no plans for airport use of it in the foreseeable future. We are, therefore, willing to take whatever steps may be necessary to turn it over to the City. A review of the Zoning Ordinance indicates that the proposed commercial use is prohibited in the P-1 zone (present zoning of subject property) . The Planning Director stated that the site in question is a portion of the City of Renton Airport, located southerly of the. Chamber of Commerce building. The property is presently zoned P-1. The Comprehensive Land Use Plan indicates the area as public use. The applicant' s plan was displayed. At the Chairman' s request, Secretary Mola read the P-1 section of the Zoning Ordinance. Commission comments were invited. Teegarden stated he agreed 11i that there was no question that the proposed use is not il per- mitted in the P-1 zone. Ross asked if a filing fee had been paid by the applicant. The Planning Director replied that there is no filing fee for an application for site approval. Audience comments were invited. Mr. Rexford Clark, Rt. 5 , Box I 424 , Tacoma, Washington, the applicant, spoke on behalf of the application. He stated there were at least three businesses in the P-1 zone now operating--the Boeing Company, Renton i Aviation and the Chamber of Commerce. The plot he wishes to utilize for his business is not being used; other sites available in the city are too expensive. The Chairman stated that the Commission is aware that there fi are other businesses located on the airport; however, these are pre-existing conditions and the Commission is under no obligation to perpetuate something in violation of the ordi nance. At the Chairman' s request, Secretary Mola read a letter received from F. A. Grabner, Airport Director. The letter, dated July 22, 1970 , stated that at an informal meeting of the Renton Aviation Board on July 20 , 1970, the members stated , they would approve the leasing and relinquishing of juris- diction over the strip of airport land involved in the Rexford Clark application. The Board has no plans for airport use of it in the foreseeable future. The Board would be willing to take whatever steps may be necessary to turn it over to the city. Denzer stated such action as described in Mr. Grabner' s letter would be properly handled by the City Council. Forgaard stated that Renton is one of the few cities in the area where a person can drive down a main street and view the airport and its facilities; any business development along Rainier Avenue would obstruct this view and would be undesirable. Teegarden stated that the Municipal Arts Commission has been wanting to develop and landscape this area to enhance the air- port and the scenic drive along Rainier Avenue.
