The Planning Director displayed plot plan and vicinity map of subject prop- erty and described surrounding uses and zoning. Property under discussion is indicated as potential high density multi-family residential on the Comprehensive Land Use Plan. The two parcels indicated as A and B on the plot plan lie directly north and south of a parcel presently zoned B-1. The B-1 parcel is owned by Transamerica with possible develop- ment for professional offices and multi-family uses . Transamerica proposes to lease parcels A and B from Puget Sound Power and Light for use as parking areas for the buildings to be developed on the ' B-1 parcel. Parcels A and B are powerline rights-of-way and can- not be used as building sites. In the past, business parking has been allowed in multiple zones by special permit granted by the Planning Commission. As there were no Commission or audience comments, it was MOVED BY SCHOLES , SECONDED BY DENZER, THAT THE HEARING BE CLOSED. MOTION CARRIED. ACTION: MOVED BY SCHOLES, SECONDED BY DENZER, THAT THE APPLICATION OF TRANSAMERICA DEVELOPMENT FOR REZONE FROM GS-1 TO R-4 BE APPROVED AS THE REQUEST IS IN AGREEMENT WITH THE COMPREHENSIVE LAND USE PLAN. MOTION CARRIED. SITE PLAN APPROVAL APPLICATIONS b) FIRST PRESBYTERIAN CHURCH OF RENTON, Appl. No. SA-679-71; addition to existing church in residential zone; property located on Benson Rd. S. between S. 27th St. and Puget Dr. S . The Chairman described the application; the Planning Director pointed out property location and reviewed surrounding uses and zoning. The proposed new building will be located to the north of the existing structure and will be approximately half the size of the existing church. With reference to off-site improvements, the Board of Public Works on September 7, 1971, granted a delay in the installation of off-site improvements on Benson Rd. S . and S. 27th St. pro- vided that the church widens S. 27th St. on the north side to match existing improvements on the south side. On site, the parking lot area will be paved, the area between the new black- topping to be installed on S. 27th St. and the parking lot will be cleared and replanted with a combination of evergreen and deciduous trees , and the two island areas in the parking lot will be landscaped. The right-of-way improvements required on A S . 27th St. will be made to city standards and subject to approval of the Engineering Department. Audience comments were invited. Mr. Jack Scannell , 2814 Burnett Ave. S. , stated the church officials would prefer to develop the loop road on site as shown on the plan rather than improve S . 27th St. as they did not have sufficient funds to enable them to do both. The Planning Director stated the Board of Public Works reviewed this item in detail and it was their decision that the improve- ment on S. 27th St. was desirable in terms of benefit not only to the church but the community in general . The off-site improvement on S . 27th St. is an ordinance requirement for those developments in excess of $10 , 000 . Other required off- site improvements were delayed -by the Board, as previously stated. Renton Planning Commission Meeting September 22 , 1971 Minutes - Page 4 Mr: Leon Spangler, architect, spoke on behalf of the plan, mentioning problems of topography, and discussed the improve- ment of S . 27th St. and on-site improvements the church wishes to install , funds permitting. Church officials do not believe too much additional traffic will be generated due to the expan- sion as new seats will not be added to the existing church; the new building will house educational facilities. Mr. David O'Brien, 12609 Beacon, also spoke on behalf of on-site improvements vs the improvement of S. 27th Street. Following additional discussion among Commission members , the Planning Director and church representatives , it was MOVED BY DENZER, SECONDED BY SCHOLES , THAT THE HEARING BE CLOSED. MOTION CARRIED. ACTION: MOVED BY DENZER, SECONDED BY SEYMOUR , THAT THE SITE PLAN APPROVAL APPLICATION OF THE FIRST PRESBYTERIAN CHURCH OF RENTON BE APPROVED SUBJECT TO THE REQUIREMENTS IMPOSED BY THE BOARD OF PUBLIC WORKS; NAMELY, THE IMPROVEMENT OF S. 27TH STREET. No. SA-680-71; structure for retail and wholesale distribution of automotive parts in M-P zone; property located on northeast corner of Powell Ave. SW and SW 10th St. (Earlington Industrial Park) The Chairman described the site approval application; the Planning Director pointed out property location and displayed plot plan, vicinity map and landscaping plan of subject property. Off-site improvements will be installed as required. Parking to befurnishedwillexceedordinancerequirements. Traffic circulation is adequate and there will be no conflict between off-street park-ing and truck circulation. The frontages along public rights-of- way will be landscaped, plus other areas, and an underground sprinkler system will be installed for ease of maintenance. The landscaping plan was developed by the staff and accepted by the applicant. Mola suggested that screening of dumpsters and containers for trash would be desirable. Commission discussion ensued regard- ing the proposed development as well as the problems of continu- ing maintenance of landscaped areas in the Earlington Industrial Park. The Planning Director indicated that possible ordinance revision was being explored to tighten up maintenance require- ments . There being no further comments, either from the Commission or the audience, it was MOVED BY DENZER, SECONDED BY MOLA, THAT THE HEARING BE CLOSED. MOTION CARRIED. ACTION: MOVED BY MOLA , SECONDED BY DENZER, THAT THE SITE PLAN APPROVAL APPLICATION OF GENUINE PARTS COMPANY BE APPROVED AS IT COMPLIES WITH THE REQUIREMENTS OF THE MANUFACTURING PARK ZONE, AND FURTHER RECOMMENDED THAT SCREENING BE FURNISHED FOR TRASH CONTAINERS AND DUMPSTERS LOCATED ON SITE.
